ABOUT THE POSITON

The Senior Protection Officer is responsible for coordinating and implementing GOAL’s Ethiopia’s protection and safeguarding interventions. The Senior Protection Officer will be responsible for coaching and technical supervision of zonal-based protection Officers in all GE protection Operation sites.

As Senior PSS Officer, under a close supervision from the Senior Partnership and Protection Manager, will support the overall coordination and monitoring of protection monitoring and PSS activities implemented in GE Operation areas.

Key responsibilities:

    •  Support the strategic planning and implementation of project activities related to Protection components of all projects;
    • Ensure protection is mainstreamed in all GE new business development and interventions.
    • Maintain up to date knowledge of protection issues and share this information with teams and senior management as appropriate.
    • Define and update GE protection and safeguarding policies and standards of quality, standard operational procedures, and standard tools. Ensure their implementation across all protection activities in all GE implementation locations.
    • Ensure that activities and programmes are designed and adapted to consider groups vulnerable because of their age and gender.
    • Strengthen safeguarding: prevent risks of abuse and harm directly or indirectly created by GOAL’s presence and coordinate the response to safeguarding cases.
    • Actively promote protection technical learning and contribute to the development of effective tools that will enhance the quality and integration of programming throughout the team, organisation and sector.
    • Map protection mainstreaming within GE and its partners using GOAL’s Risk Assessment periodically and develop guidelines, ensuring protection feedback in high risk programmes/partners.
    • Represent GE in external meetings related to Protection, attend and engage in strategic discussions during the Protection national cluster meetings, Advocate and guide advocacy on protection issues.
    • Ensure collection of lesson learned from ongoing project (in coordination with the MEAL Team) and promote learning from relevant best practices internally and externally.
    • Strengthen protection programmatic synergies between different implementation areas and between GE’s various projects and donors;
    • Facilitate communication and coordination between protection staff based in different locations via information sharing, skype group, workshops, and trainings. Ensure a strong information flow to and from field sites, including updates to and from the Protection Clusters and PSEA networks.
    • Work closely with MEAL team on protection programme quality monitoring and evaluation; and ensuring protection related baseline and endline assessments are of high quality.
    • Support Senior Partnership and Protection Manager on donor reports through review of performance/progress assessments against pre-defined project objectives, outputs, activities and indicators.
    • Provide continuous support on protection/PSS activities, including regular monitoring visits to all programme sites.
    • Conduct regular individual and group meetings with protection officers, to provide feedback, support, guidance, and share experience of activities, challenges and solutions adopted.
    • In accordance with GOAL Ethiopia’s policies support orientation on complaints and feedback mechanism (accountability to affected populations).
    • Prepare and submit regular reporting to Senior Partnership and Protection Manager,  woreda/zonal level Programme Coordinator and other relevant bodies on weekly/monthly basis.
    • With the support of Senior Partnership and Protection Manager, advocate for child protection, PSEA and GBV issues in the Head office and field office and through coordination mechanisms.
    • Demonstrate ethical and professional practice including respect of participant confidentiality and point of view, GOAL’s Safeguarding Policies (Child Protection, PSEA, Code of conduct and other policies).
  • Other duties and responsibilities as assigned by supervisor.

  • Excellent communication skills.
