About the Country Program in Ethiopia

Action Against Hunger has been operational in Ethiopia since 1984 responding to both chronic and acute needs through a multi-sectoral strategy where nutrition, Food Security and Livelihoods, WASH, and Mental Health and Psychosocial Support activities are integrated to have a meaningful impact on people’s resilience.

Action Against Hunger currently operates in 5 different regions (Oromia, Somali, Amhara, Benishangul Gumuz and Gambella) with a portfolio of 20m USD/year of emergency, resilience building, research and innovation programs. We have a country team of around 600 staff in 17 regional and satellite offices. Our main donors in Ethiopia in 2020/2021 are: BHA, ECHO, Europaid, UNHCR, UNICEF, GFFO, BPRM, SIDA, EHF, WFP, CIAA and others.

General Assignments / Scope of the Role:

The Senior Supply Chain Officer will implement the logistics policy of the mission to ensure good Logistical performance, provide the best possible support to the supply chain, function, and build the logistics team capacity in this area. To ensure the smooth manning of the mission supply chain (planning, procurement, and stock Management):

The Senior Supply Chain Officer’s purpose, engagement, and deliveries are:

Purpose:

Objective 1: Procurement Planning:

  • Assist the Deputy Country Logistics Manager in preparation of procurement planning (PPP and SP) and providing training on the matter for the users as needed.

Objective 2: Procurement Process Management:

  • Ensure to receive correctly filled and validate PL#s from the requestor (capital & bases)
  • Preparing of purchase Dossier (like AT, SPO, etc.)
  • Review the PD file and make sure the procurements are processed as per Action Against Hunger and donor procurement policy and procedure.
  • Reviewing and follow-ups of the procurement status of assigned bases on weekly basis and provide updates to DCLM/CLM concerning the status whether it is going according to the timetable or not.
  • Review PD file, ensure the existence of all necessary supporting documents and ask approval from DCLM/CLM.
  • Ensure PD files opened through the procurement process are closed on time accordingly.
  • Proactively advise Action Against Hunger staff on how to use supply tools and services.

Objective 3: Order and Payment follow-ups:

  • Prepare and Place order/SPO to suppliers and do the procurement when it is needed.
  • Ensure effectiveness of the payments with the necessary documentation and as per defined contract terms and conditions
  • Settle the cash advances with finance as per rules

Engagement:

Objective 4: LINK Process Management:

  • To provide on job training of LINK system and capacitate purchasers of assigned bases on how to use it and ensure the functionality.
  • Delivery: (The focus on the execution of the work and the role on the team for supporting business/operational functions in terms of timeliness and quality)

Objective 4: Archiving and Reporting

  • Archive procurement documents as per Action Against Hunger archiving procedure.
  • Prepare procurement status report for the missions on monthly basis and submit them within the reporting timeframe

Other:

  • As part of the Logistics team, a senior supply officer may be required upon workload and request from his direct line manager to support different bases on temporary activities.
  • Undertake any other duties as requested by his line manager, in accordance with the scope and responsibilities of the role.

  •         While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with many interruptions. Must be able to proofread own work accurately so that only minor corrections are needed on an infrequent basis.

V.                 Working Conditions, Travel and Environment

  •  The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required.
  • Must be able to travel as required for standard domestic and international business purposes. While performing the duties of this job in the field, the employee may be exposed to precarious settings under high-security risks and/or very basic living conditions and outside weather conditions, as well as infectious diseasese.

Job Requirements

I.                    Required Qualifications and Professional Experience

  •       B.A. degree in Supply Chain and Logistics Management/Business Administration or equivalent field of studies
  •         At least 3 years’ work experience in a similar position.

II.                  Required Skills & Competencies
