Chemonics International seeks experienced professionals for the USAID-funded Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) project. GHSC-PSM Ethiopia will serve as the primary vehicle through which USAID will procure and furnish health commodities, provide technical assistance to improve the country’s management of the supply chain, and collaborate with key international stakeholders to support global and local health initiatives.

The project is currently seeking qualified Short Term LLINs Distribution Support Consultants to be based at Woredas in Somali regional state where actual Long- Lasting Insecticide Treated Nets (LLINs) will be distributed with frequent travels to health posts and households. The consultants will be responsible for supporting the LLLINs distribution from WoHOs to households in their respective cluster of woredas. S/he will participate in the planning and implementation of woreda based LLINs distribution activities, compiling daily and weekly Woreda level LLINs distribution reports and tracking the data for LLINs distribution. Duration of assignment

  • The services are required from March 15 to April 15, 2021 with a possible extension.

The Global Health Supply Chain – Procurement and Supply Management Ethiopia Background

The purpose of the Global Health Supply Chain– Procurement and Supply Management (GHSC- PSM) Program is to ensure uninterrupted supplies of health commodities in support of United States Government (USG)-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), President’s Malaria Initiative (PMI) and Population and Reproductive Health. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:

  • Global Commodity Procurement and Logistics
  • Systems Strengthening Technical Assistance
  • Global collaboration to improve long-term availability of health commodities

Purpose

GHSC-PSM is working with Ministry of Health (FMoH), Regional Health Bureaus (RHBs), Zonal Health Departments (ZHDs), Woreda Health Offices (WoHOs) and Health Posts (HPs) to distribute Long- Lasting Insecticidal Nets (LLINs) from WoHOs to beneficiaries at community level. The distribution will be made in targeted woredas in Somali regional states. Thus, the short term LLINs distribution support consultants will be responsible for supporting the LLLINs distribution from WoHOs to households in their respective assigned cluster of woredas. S/he will participate in the planning and implementation of woreda based LLINs distribution activities and tracking the data for LLINs distribution.

Principal Duties and Responsibilities

  • Support and facilitate the Woreda level LLINs distribution campaign training for HEWs and supervisors
  • Support HEWs and supervisors to prepare detail health post level activity plan during LLINs distribution training at Woreda
  • Support and supervise the delivery of LLINs from Woreda Health Offices to Health Posts
  • Supervise health posts and confirm the distribution of LLINs to beneficiaries including documentation such as registration and daily reporting of the distributed LLINs per households.
  • Support and ensure WoHOs to prepare LLINs distribution report on daily and weekly basis and send to GHSC-PSM coordinators
  • Support WoHOs and health posts to document all records and reports properly
  • Support the fulfillment of all requirements for the financial settlements and campaign closeout as per the schedule of the campaign
  • Produce final report about the campaign conducted within his/her district

Level of Effort and Location

  • This short-term position will be based at the assigned Woredas in Somali regional state where actual LLINs will be distributed with frequent travels to health posts and households.

Supervision

  • The short term LLINs distribution support consultant will report to the respective LLINs distribution supervisor of GHSC-PSM and will closely work with assigned central level GHSC-PSM manager/coordinator.

Job Requirements

Qualifications:

  • Minimum five years of experience in health supply chain activities
  • Demonstrated experience on LLINs distribution experience campaign in Ethiopia to the level of last-mile delivery. B Pharm or BSc degree in pharmacy, public health, supply chain, or a related field preferred.
  • Experience in providing site level supportive supervision at health facilities
  • B Pharm or BSc degree in pharmacy, public health, supply chain, or a related field preferred.
  • Demonstrated ability to implement USAID-funded public health supply chain programs or projects in a developing country context.
  • Written and spoken English fluency required.
  •  Skill to write lucid trip, compile data in excel spread sheet and activity reports is a requirement.
  • Ability and willingness to travel to rural areas in the targeted woredas is highly required.
  • Written and spoken English fluency required.
