 IWCIDA is a nationally operating, non-governmental and not for profit organization established in the year 2004 with the certificate and license number, 0107. It is devoted to bring about developmental changes in its operational localities in collaboration with indigenous local community and government bodies, as well as, international and national agencies committed to reduce poverty. As part of its cause accomplishment IWCIDA, in collaboration with Care Ethiopia, is planning to implement a project titled “She Thrives” in three in two woredas of ILu Ababor zone (Yayo and Bilo Nopha) and a woreda of Buno Bedelle zone (Chora). Henceforth, ILu would like hire qualified professional on the following positions.

Job Summary

The purpose of the Social Support and Accountability Officer is to create accountability system of She Thrives project, support community service seeking behavior, analyze complaints and provide feedbacks for program improvement with the objective of reducing child labor in project operational areas The job holder will report to She Thrives project manager of IWCIDA. In consultation with the supervisor and in collaboration with CARE project staffs she/he develops annual implementation plans, monitor complaints, facilitate enabling environment, create accountability and identifying findings and lessons learned. He/she establishes and maintains effective working relationships with CARE Ethiopia project staffs, key government partners and NGOs working in the geographic areas.

RESPONSIBILITIES AND TASKS:

Responsibility 1: Project Implementation

  •  Facilitate “She Thrives” project market assessment and comprehensive gender analysis baseline study in respective operational Woredas.
  • Organize and conduct community dialogues by using SAA and thereby establish community support group working to curb child labor and gender inequality practices.
  • Closely work with Child labor Committee and SAA groups to raise community awareness on child labor, child labor identification and strongly work to change the community norms promoting child labor and gender inequality.
  • Strengthen and/or establish child labor committee at respective “She Thrives” project operational localities and closely work with them in identification of children in child labor and at risk child labor to be encompassed in the project.
  • Facilitate enabling environment for establishment of accelerated education program centers in collaboration with the locality Woreda education office and hosting school at nearby.
  • Establish a complaints and feedback mechanism (CFM) in each project based on the highest levels of integrity which beneficiaries will trust and ensures that they can make confidential complaints and be confident of the response processes.
  • Monitor complaints received and response (follow-up) processes through developing and maintaining a tracking mechanism.
  • Analyze patterns and trends in complaints to help improve programming
  • Provide support to programme managers in reviewing information across projects, to ensure that feedback and complaints are taken into account in programme management decisions.
  • Identify and formulate accountability findings, lessons learned and recommendations to be integrated into planning and reporting efforts of project activities.
  • S/he will build capacity of implementing project teams to mainstream and develop accountability practices and mechanisms into programming.
  • Inform communities regarding their right to be consulted make complaints and provide feedback to service providers
  • Facilitate GED trainings provided for TVET administrators and support them in ensuring gender sensitivity of TVET programs
  • Facilitate community score card exercise at community level in tandem with CARE Ethiopia level project staff and others projects staff at Ilu level..
  • Ensure project staffs and communities follow COVID-19 protections measures

Responsibility2: Partnership and accountability

  • Ensures productive relationships are established and maintained with implementing partners, governmental and non-governmental organizations at all levels and with expert institutions;
  • Continuously monitor the ‘heart beat’ of strategic partners (including the beneficiaries of the project) and devise mechanisms to ensure feedbacks feed into accountability of all institutions horizontally and vertically;
  • Proactively develop and maintain a good learning platform with all stakeholders and ensure that good practices are shared widely;

 Responsibility 3: Learning, documentation and sharing

  • Identify, record and share lessons on program processes, practices and results with internal staffs, implementing partners and other stakeholders;
  • Organize opportunities and forums for experience sharing and learning;
  • Prepare and maintain up to date information on Social accountability activities, results and community based accountability systems;
  • Prepare reports as deemed necessary.

 Responsibility4: Leadership and representation

  • Contribute to transparent, participatory, supportive and accountable management and decision making processes;
  • Actively participate and support programmatic coordination and synergy;
  • Contribute to a healthy working environment;
  • Contribute to cohesive team spirit among staff and partners, while ensuring the achievement of the program objectives;
  • As necessary, support the recruitment and motivation of informed, skilled and efficient team; and contribute to staff development strategies;
  • Represent IWCIDA and other implementing partners on government coordination meetings at different levels;
  • Exhibit and model behaviors consistent with IWCIDA and CARE’s principles, values, vision, mission and a good sense of ownership and leadership for gender equity and empowerment;
  • Proactively seek feedback, work towards improving working conditions and relations and solve issues brought to her/his attention promptly. Maintain effective and positive communications internally, with CARE staffs and other stakeholders at all levels;
  • Pay attention to ensuring that the project implementation process per the standards and are accountable to beneficiaries and to actively engage beneficiary communities as equal partners in the monitoring and evaluation of the project initiatives.

 Responsibility 4 :  Any other duties assigned by supervisor

 Contacts/Key Relationships:

  • S/he will also be expected to have productive and professional relations with various technical and operation staff with CARE Ethiopia and other stakeholders.

 WORKING CONDITIONS AND LEVEL OF TRAVEL REQUIRED

 The position holders will base at woreda level (Chora town, Yayo town and Bilo Nopha town) and at least 20-30 % of their time will be spent in the field.

Job Requirements

Education

  • Required: BA/BSc in Social Science or related fields
  • Desired: MA/MSc in Social Science or related fields

Experience

  • Required: 3-5 years of work experience related to partnership and/or accountability; out of which 3 years in social accountability, Child labor and other similar role
  • Desired: Interdisciplinary experience in programs of different nature and previous work experience on, Rural development, capacity building, Women empowerment and agriculture extension is a plus.

Technical Skills

  • Excellent planning, organizational, analytical and decision making skills.
  • Excellent verbal and written communication skills in English, Amharic and Afan Oromo (master in other local language Gedifai considered a plus);
  • Excellent- demonstrated analytical skill in the field of partnership, understanding of different stakeholders and a progressive worldview of mutual respect, downward accountability, social justice and equality;
  • Proficiency in computer (Word, Excel & Access);
  • Effective interpersonal skills, maturity, intuitive, tact and a high sense of responsibility,
  • Ability to work harmoniously with people of different educational, cultural and technical backgrounds;

Desired:

  • Demonstrable technical ability and prior engagement on capacity building programs;
  • Proven training and facilitation skills;
  • Expertise in assessment, analysis and report writing.
