The Transport Global Practice
Connectivity is a critical factor of competitiveness, economic growth and inclusion. Yet, a third of the world’s population lacks access to an all-weather road and two-thirds of people live more than one hour away from a large city. The World Bank Group is the largest provider of development finance for transport globally, with an active transport portfolio of $39 billion in 115 countries.

The Transport Global Practice seeks to connect people, goods and services to jobs, schools, hospitals, local, regional and international markets, using faster, cheaper, safer and more efficient solutions, while keeping traffic fatalities, congestion, greenhouse gas emissions, and local air pollution in check. It responds to the needs of developing countries and transition economies for modern and reliable transport solutions. These needs are growing exponentially under the combined effect of globalization, population growth, rapid urbanization, economic development, and technological progress – making transport a cornerstone of the global development agenda.

In addition to project finance, the Practice is advancing the global dialogue on the future of transportation through influential programs such as the Sustainable Mobility for All initiative, the Global Road Safety Facility and the Africa Transport Policy Program.

Transport in the Africa Region has a large and diverse portfolio of about 54 projects under implementation, with an aggregate value of about US$ 8.9 billion. This portfolio is increasing by 5-10 projects per year, with a slightly smaller number closing over the same period. The Transport program in Africa is split between four units, covering (a) the Sahel sub-region and Nigeria, (b) Central Africa, Cote d’Ivoire, Burkina Faso, Togo, Benin, Ghana, Liberia and Sierra Leone, (c) East Africa, and (d) Southern Africa and Ethiopia, Sudan South Sudan and Eritrea (IAFT2)

In the IAFT2 unit, the World Bank serves 14 client countries. Clients range from middle-income countries such as South Africa, Botswana, Namibia, Mauritius, Seychelles to low-income IDA countries such as Lesotho, Ethiopia, Sudan, South Sudan, Eritrea, Mozambique, Madagascar and Comoros. Areas of particular interest for the transport sector in these countries include rural transport for agricultural productivity; urban transport for enhancing functioning of urban areas and improving accessibility to jobs and social services by the poorer segments of the population; regional integration corridors for facilitating trade and reducing logistics costs; investments in ports, railway, and air transport, for improving connectivity within and across countries; PPPs to bring in efficiencies in the provision of infrastructure and services; road safety interventions to reduce the high number of traffic fatalities in the client countries and addressing mobility constrains of women.

The Southern Africa unit (IAFT2) is hiring a Senior Transport Specialist, with solid broad-based knowledge of sector issues across transport modes and, particularly, of institutional and policy issues, including transport sector financing, institutional and regulatory frameworks, and implementation challenges. The selected specialist will be a core member of the Ethiopia, Sudan, South Sudan and Eritrea transport team. The program includes road sector projects, urban transport initiatives, extensive dialogue with the government of Ethiopia to support reform initiatives and engagement under the Horn of Africa Initiative focusing on regional integration between Ethiopia, Djibouti, Eritrea, Somalia and Kenya. Strong operational experience including appreciation of challenges and mechanisms to address social safeguards risks and impacts will be required.

The Specialist will be part of a team responsible for: (i) supporting the implementation of a selected number of projects in Ethiopia and the sub-region, with a focus on those related to rural connectivity and regional integration (roads, railways, inland waterways); (ii) support technical dialogues in the transport sector with the authorities in the countries in Ethiopia, as well as with other neighboring clients in the sub-region; (iii) support the preparation of possible new projects in the region, likely those of a regional integration nature under the Horn of Africa as well as the support to policy/institutional reforms and mainstreaming of key initiatives on road safety, gender, green transport infrastructure and services and the incorporation of the private sector; and (iv) contribute to projects and knowledge activities in the Transport global practice and in close collaboration with other Global Practices.

Duties & Responsibilities:

• Manage and support the preparation and supervision of transport projects covering the core elements of planning, design, procurement, construction, contract management, maintenance, and operations, while paying close attention to the design and monitoring the implementation of safeguards and other cross-cutting issues, including the opportunities for addressing women mobility constrains, road safety, green mobility, safety, expanding the incorporation of the private sector in the financing and/or provision of transport infrastructure and services.
• Manage and support selected analytical studies (ASA activities) or Trust Funds, particularly on issues related to the provision of transport infrastructure and services, financing options, asset maintenance and operations, climate resilience, gender, impact evaluation, and general best practices in the investment, management and delivery of infrastructure and services.
•Under the guidance of the Practice Manager, lead sector policy dialogue and institutional reforms and capacity building programs, seeking to develop capacity in the pertinent implementing entities, with attention to the opportunities and options to engage the private sector. In this effort, ensure consideration of cross-cutting issues such as, inter alia, social and environmental impacts, gender equality, health and safety, and climate change.
•Identify opportunities in coordination with Digital Development Specialists on harnessing the incorporation of new digital technologies for enhancing the performance of the transport sector.
•Contribute in cross-sectoral teams responsible for preparation of policy notes, Country Partnership Frameworks, public expenditures reviews, sectoral studies, and research and policy development activities on the topics/sections pertaining to transport, poverty reduction, environmental management, agriculture and trade and competitiveness.
•Support the Bank-wide professional community of staff engaged in the transport practice by participating in a selected number of thematic technical groups (Global Solutions Groups) and participating in drafting of technical notes in collaboration with other Global practices to enhance the creation and dissemination of new knowledge and expanding the existing knowledge base.
•Stay abreast of recent developments in the transport sector world-wide, and on cross-cutting issues, in relation to the topics of specialization for this position; identifying knowledge gaps and disseminating relevant knowledge to clients.

The Senior Transport Specialist will be based in the World Bank’s Addis Office She/He will report to the IAFT2 Practice Manager. Her/His activities will be identified with the Practice Manager and adjusted based on business needs. She/He will actively participate in the relevant Country Management Unit (CMU) discussions, particularly on the preparation of Systematic Country Diagnostics (SCD) and Comprehensive Partnership Frameworks (CPFs), as well as on portfolio reviews. She/He will also liaise and work with other global practices and cross-cutting solutions areas, as relevant, and ensure appropriate collaboration and partnership between Government, the World Bank Group, and other international and bilateral organizations involved in the transport sector in Ethiopia and the sub-region.

Selection Criteria

•Master’s degree with 8 years of relevant experience or equivalent combination of relevant graduate level education and experience, on transport engineering or economics.
• Proven experience in the transport sector, with demonstrated ability to work on at least three of the following areas: (a) development of transport policy and national planning instruments; (b) policy, institutional and financing aspects of transport and the elements to encourage private sector participation in the delivery of transport infrastructure or services; (c) road sector including rural mobility; (d) regional integration; (d) contract management, site management, material testing, construction (and maintenance) equipment/plant management. A good working knowledge on the procurement of works, goods and services, as well as the options to harness Digital Development technologies into the transport sector initiatives and operations will be a plus.
•Experience in working with and leading cross-sectoral teams, including teams for safeguards and fiduciary aspects, and knowledge of key cross-cutting issues that impinge on the performance of the transport sector and on which the development of transport sector infrastructure and services needs to create positive effect, including environmental and social impacts, land acquisition and resettlement, gender equality, road safety, climate change, and the interplay with digital technologies for enhance transport sector performance.
•Proven track record of design and implementation of transport programs, and experience of working on programs financed by the World Bank or other development partners, multilateral or bilateral.
•High degree of dynamism and self-motivation, as well as the ability to work with minimal supervision. Proven practical experience in project development and management would be a strong advantage.
•Familiarity with the challenges facing the transport sector in Sub-Saharan Africa would be an advantage.
•Proven ability to build client relationships involving multiple stakeholders, to discuss transformative transport policies or reforms
