Job Description

Child Safeguarding:

Level 3:  The role holder will have contact with children and/or young people either frequently (e.g., once a week or more) or intensively (e.g., four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The overall objective of this position is to manage the Staff Safety and Access activities for the entire East AO, Project and Field Offices in Jigjiga, Gode, Dollo and Moyale.

The Safety and Access Manager will assist to reduce the risks posed to the program personnel and assets of all national and international SC staff in Somali region through the provision of specialized, coordinated, and focused security management support, Security Risk Management, briefings and inductions, security information management and training. The position will manage the safety and access activities in Jigjiga, Gode, Dollo and Moyale. This position will be based in Jigjiga but 50% will be field based outside Jigjiga mainly in Gode, Dollo and Moyale and operational woredas and will coordinate with Area Director (AD), Field Office Managers (FOM’s) and Staff Safety and Access team at CO to support the implementation of the SSA Department security plan.

SCOPE OF ROLE:

Reports to:  Area Director.

Location: East AO, Based in Jigjiga- also support the field Office Dollo, Gode and Moyale.

Travel: SSAC will travel to Gode, Moyale, Dollo and other SCI operational woredas/ refugee camps in the area.

KEY AREAS OF ACCOUNTABILITY:

  • Coordinates and Supports the AO Director and FMs through close management of the daily staff safety function.
  • Undertake security assessments of operational program areas and report on findings, advise on necessary improvements, and assist on the implementation.
  • In close collaboration with DSSA and FMs, produce reports and other technical documentation, to support the needs of all departments/programs in the areas of staff safety, security, risk management and access.
  • Prepare and provides orientation/briefing for incoming or newly appointed SCI staff in Ethiopia.
  • Coordinates and supports all departments at the field level to address the compliance of Staff Safety and Access and Essential Standards and to ensure staff safety & access.
  • Communicates and Coordinates with CO Safety and Access unit and get direction from the Director of Staff Safety and Access
  • Coordinates with all departments to ensure uniform application of safety and security policies and practices; coordinates and performs on-site safety and security reviews.
  • Update or develop new safety and security documents for the field office and submits to the Director of Staff Safety and Access in a timely manner.
  • Collects and critically analyzes safety and security information and provides advice to AO and FOs.
  • Coordinate the gathering, and flow of security information with other relevant actors, and provide relevant daily and weekly reports.
  • Represents safety and Security department in partner meetings, program management meetings and events and reports on outcomes.
  • Ensures that regular security meetings are conducted with relevant departments.
  • In coordination with Safety and Access team at CO request budget for procurement and work on the installation for the safety of facilities and communication devices for all field offices.
  • Coordinates meetings with the Supply Chain and Human Resources departments to address compliance of Safety and Security Essential Standards and to ensure staff safety & security.
  • Provide security and safety-related training to the staff including guards and drivers
  • Manage and play important roles in emergency preparedness, relocation/evacuation, accident prevention, general safety, investigation and risk management.
  • Follow up on the regular fulfillment of the needs of safety items in the FO.
  • Play an important role by being part of safety team in the operational area.

Job Requirements

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s degree or equivalent in Social Science field.
  • 5 years of relevant progressive experience, out of which 3 years of experience with INGOs at the managerial level.
  • Developed experience in a senior Security Management role.
  • Excellent written and oral communication skills in prior positions with fluent command of English to effectively compose and edit technical documents.
  • Ability to independently review technical documents, and interpret and organize data and information as required.
  • Formal security qualifications and trainings.
  • Knowledge of security protocols and emergency preparedness.
  • Experience in liaising with civilian, police and military government authorities, as well as with regional, national, and international institutions
  • Experience of incident reporting, incident mapping, intelligence collation and analysis functions, set up and execution of an incident warning system (warden system), a compilation of security reports and assessments
  • Highly developed interpersonal and communication skills including influencing, negotiation, and coaching
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures
  • Willingness to work and travel in often difficult and insecure environments
  • Proficiency in Microsoft Office packages such as Word, Excel, PowerPoint, Access, and other database/mapping systems
  • Fluency in English, both written and spoken
  • Ability to speak Amharic and Somali local language
