At present, CRS/Ethiopia implements multiple projects through different partner organizations.  CRS/Ethiopia has a highly diverse portfolio ranging from very large food-supported emergency response to cutting edge development programs. The current CRS/Ethiopia budget stands at $100 million with funding from the U.S. Government, UN agencies, private foundations, individual donors, and CRS private funds.

Job Summary:

You will provide technical lead to the design and setting up of the Feedback and Response Mechanism for the Country Program (CP), in line with CRS’ policies (MEAL, Safeguarding) and program quality principles, donor guidelines, and industry best practices. Feedback and Response Mechanism (FRM) is a CRS priority to ensure quality programming and Ethics standards. To put in place the Country Program FRM, your priority task will be to lead a) the design and setting up of the system/structure for the CP (information flows for programmatic and ethics violation feedback, decision-making, coordination of project FRMs, etc and b) the selection and setting up of CP hotline. You will also support projects with their own FRMs to ensure those mechanisms meet CRS standards and that projects’ and CP’ FRMs are synchronized, in collaboration with the Senior Accountability Officer.

Job Responsibilities:

  • Lead the design process of the Country Program FRM in a participatory way – in close collaboration with MEAL/Accountability project teams, Gender and Protection Units, Operations and senior management; and ensuring adequate consultation of partners and beneficiaries and community members. This entails:

                   – Consulting stakeholders on adequate feedback channels

                  – Selecting adequate feedback channels, response channels and FRM data management system/platform

                  – Developing a CP flowchart for feedbacks received through the CP channels (hotline, …)

                  – Developing a CP flowchart for feedback related to ethics violations, including all feedback channels (i.e whether it is received by CP channel or project channels)

                  – Developing a precise Standard of Operation for the CP FRM, ensuring the coordination / compatibility with projects’ FRMs

                  – Identifying budget and staffing needs and supporting decision-making

  • Lead the setting up and maintaining the CP FRM. This entails:

                  – Developing and testing of tools, forms and communication materials

                  – Developing orientation and training materials and facilitating them

                  – Leading the coordination and harmonization on Data Management System (platform) within CRS projects/programs

                  – Leading effectiveness checks/learning events and improvements of the system

  • Support projects and programs in adapting and improving their FRM, as needed:

                  – Supporting projects to transition their feedback categories to CRS agency ones

  • Document and share within the agency the learnings from Ethiopia CP regarding Protection mainstreaming and Accountability.
  • Support the development and contribute to the implementation of agency-wide strategies, standards, tools, and best practices in Protection mainstreaming and Accountability that effectively engage partners, donors, and governments.
  • Provide technical solutions to CP teams, remotely and on-site, on strategic planning and how to best apply standards, best practices, partnership principles, tools, and MEAL helping to ensure high-quality implementation.
  • Contribute to, and in some cases lead, the development of the technical design for proposals. Support the process of preparation, design, submission, and approval of project concepts and full-fledged proposals. As needed, act as a technical writer on proposal development teams. Advise project teams on integrating donor strategies, priorities, and technical requirements into CRS’ approach.
  • Support capacity-strengthening initiatives in Protection mainstreaming and Accountability for staff and partners through helping develop learning and training strategies and agendas/curriculums, conducting trainings and workshops, and coaching.
  • Collect and analyze program data, capture and share lessons learned and best practices for specific projects to facilitate improvements in decision-making, and contribute to the Gender and Protection learning agenda.
  • Contribute to maintaining relationships with donors, government, peer organizations, research and other institutions, and participate in forums in Gender and Protection to collect and share best practices and promote CRS’ work.
  • Over 12 to 18 months, build the capacity of an Ethiopian counterpart who will take over this position after 1 or 1 ½ year of training and mentoring.

Job Requirements

Typical Background, Experience & Requirements:

Education and Experience

  • Master’s Degree in Social Sciences, International Development, or related field.
  • Strong experience in designing and setting up Feedback and Response Mechanism (preferably both at project and country level) required.
  • Minimum of five years relevant work experience with progressive responsibilities in either Accountability, Protection or Gender ideally with an international NGO.
  • Knowledge of technical principles and concepts in Protection mainstreaming and Accountability, general knowledge of other related disciplines to ensure proper cross-sectoral approach.
  • Experience in project design and proposal development. Experience in writing content for proposals.
  • Knowledge of capacity-strengthening best practices.
  • Experience with program monitoring, evaluation, and analysis.
  • Experience and skills in networking and relations with donors, government, peer organizations, faith-based and civil society partners. Understanding of partnership principles.
  • Proficient in MS Office packages (Excel, Word, PowerPoint), web conferencing applications, information and budget management systems, and knowledge-sharing networks.
