Organizational Overview:  The Clinton Health Access Initiative (CHAI) is currently operating in Ethiopia carrying out a wide range of programs to support the Ministry of Health of Ethiopia in improving the health status of the country by ensuring access and quality of health services. JOB SUMMARY: Under the supervision and guidance of the Senior Vaccine Program Manager, the technical advisor will provide both management and technical support to the EPSA. The technical advisor will plan, implement and monitor all Covid-19 vaccine supply related activities. The technical advisor will identify bottlenecks that hindered collection, storage and distribution and produce mitigation plan. The advisor will also conduct regular Supportive Supervision and on site capacity building for EPSA main office and hubs staff. The senior technical advisor will submit reports in a timely and at the set standard to the Ethiopian Pharmaceuticals Supply Agency (EPSA).

REPORTS TO: Senior program Manager, Vaccine

Duration of employment: One Year

JOB RESPONSIBILITIES:

·        Support EPSA logistics sub-committee to build out timelines of activities and rollout plan to ensure that the introduction remains on track and that all logistics partners are aligned and engaged in planning and introduction in line with established roles and responsibilities

·        Support EPSA’s human resource capacity for Covid-19 vaccine, cold chain and logistics management

·         Support EPSA in preparation of target based accurate forecasting of national vaccine requirement

·         Support timely, accurate and safe delivery of potent vaccines and consumables by identifying relevant distribution points based on introduction strategy and health facilities targeted (including new sites where appropriate) and optimal routes

·        Support availability of adequate, appropriate and quality fleet system for Covid-19 vaccine distribution.

·        Support the identification appropriate CCE storage points (both at sites and for transport) that are aligned with the service delivery strategy for Covid-19 vaccines and latest vaccine characteristics

·        Support EPSA to identify and plan for addressing CCE needs by mapping cold chain inventory at target sites and identifying sites needing additional capacity

·        And perform other related activities as per the need

Job Requirements

Qualification and experiences:

  • Bachelor of degree or above in health science (Public health, Pharmacy, Supply chain and other related subject areas)
  • Five and above years of professional experience in the areas immunization supply chain and logistics and other related   health programs
  • Experience working with governments such as MOH and EPSA, at national or subnational level

Additional training on Cold chain, Vaccine logistics and immunization supply chain  specific areas is an advantage

Knowledge Skills and abilities:

  • Strong relationship management, project management, and documentation skills
  • Experience in coordinating working groups or taskforce at the national or regional level in immunization program;
  • Experience of developing guidelines, training materials and job aids in relation of Vaccine supply chain and logistics;
  • Excellent oral and written communication skills
  • Excellent computer skills, including MS Word, Excel, and Power point
  • Humility and willingness to work hard in difficult conditions, patience with bureaucracy
  • Strong organizational skills with the ability to work in a high-pressure, fast-paced environment and handle multiple tasks simultaneously
  • Ability to set and meet and deadlines

Language skills:

Fluency in English, and Amharic.
