Background

Lawyers for Human Rights (LHR) is an Ethiopian civil society organization re-registered on September 19 2019 before the FDRE Civil Societies Organizations Agency in accordance with Proclamation No. 1113/2019. The objectives of the Organization includes increasing the participation and contribution of lawyers in the area of human rights through trainings and other capacity building activities, supporting lawyers across the nation and help exchange of ideas, information and experience for better protection of human rights and prevalence of human rights, litigating human rights before courts and other relevant organs to ensure protection and promotion of human rights recognized under the FDRE Constitution and other laws, awareness creation for justice organs on international human rights instruments ratified by Ethiopia, providing free or low cost legal services for victims of human rights violation particularly disadvantaged communities, influencing the government to enact new laws or amend existing ones to give full protection for human rights, familiarizing the idea of human rights defenders (HRD) among the lawyers etc.

In order to achieve these objectives, LHR has been implementing varying projects since its establishment in collaboration with several donors. As a civil society organization established recently after the change of CSO law of Ethiopia, it is striving to strengthen its internal working process in terms of building capacity of implementation of projects and follow up of outcomes of project activities. In terms of this, planning, monitoring and evaluation guidelines are crucial both for the LHR and donors as it sets out purposes and tools that enable us to achieve the desired results.

Accordingly, LHR seeks to hire a consultant to develop a planning, monitoring and evaluation guidelines that due takes in to consideration its objectives listed in its internal regulation.

Objectives of the Assignment

The principal objective of this assignment is to develop a planning, monitoring and evaluation guidelines that the LHR employs to monitor and evaluate its project activities. The following could be mentioned as specific objectives:

Specifically indicating the objectives of the Planning, Monitoring & Evaluation Guidelines;

Explore Planning, Monitoring & Evaluation guidelines of other human rights organizations and deriving lessons;

Elaborate Planning, Monitoring & Evaluation components in a project management cycle;

Provide Planning, Monitoring & Evaluation methods and tools crafted to fit the context of the LHR;

Guiding principles to use the Planning, Monitoring & Evaluation methods;

Specify Monitoring & Evaluation plans and reports;

Responsibilities of the Consultant  

  • Submit inception report indicating the contents to be included in the Guideline;
  • Develop Planning, Monitoring and Evaluation Guidelines of the LHR;
  • Make sure that the Guideline is drafted with the thorough understanding of the context of the LHR;
  • Develop templates for plans, monitoring and evaluation;
  • Actively engage with staff, Board members and other stakeholders in discharging the assignment;
  • Produce the deliverables in accordance with the requirements in this Terms of Reference and incorporate feedbacks and insights of the LHR staff within three months after signing the contract;
  • Present on validation workshop and submit the final PME manual.

Responsibilities of LHR

  • provide guidance and technical assistance to the consultant;
  • provide timely feedback on the work of consultant;
  • oversee the work of the consultant
  • process payment in a timely manner

Reporting

  • The expert is required to submit a progress report every two weeks in writing vi email addresses of the LHR.
  • The draft Guideline shall be written in Times New Romans with 12 font sizes and 1.5 spacing.

Job Requirements

Expertise Required

  • At least Master’s Degree in Law, project management and development studies;
  • Prior experience in developing planning, monitoring and evaluation guideline to a human rights organization is required;
  • Experience in working with human rights field is required;
  • Ability to work independently and respond to feedback in a timely and professional manner;
  • Excellent communication, interpersonal and organizational skills, and attention to details;
  • Excellent skill in written and spoken English;
  • Excellent computer skills and knowledge of internet communications.
