sequa gGmbH is a globally operating non-profit development organisation. Since 1991 sequa has carried out programmes and projects of international cooperation in close collaboration with the German private sector. sequa offers know-how and long-term experience in capacity development for chambers and associations (BMOs), vocational education and training, private sector development and trade promotion. The organisation is based in Bonn, Germany. sequa employs more than 100 persons (2022) and reported a turnover of EUR 58 m in 2021.

The Project

GIZ has been commissioned with the implementation of the project “Private Sector Development in Ethiopia” (PSD-E). PSD-E aims to benefit small and medium-sized enterprises, start-ups and small growth-oriented companies from improved growth opportunities. This shall be achieved by strengthening the performance and private sector orientation of public institutions and other intermediaries, through capacity building (change management), staff capacity building and public-private dialogues.

sequa aims at supporting Ethiopian Business Membership Organizations (BMOs) in defining their roles and functions to improve services offered to companies, establish financial sustainability, and enhance public-private dialogue and interest representation. This will help to create an improved-functioning BMO (Chambers, sectoral associations, women led business organizations) ecosystem in Ethiopia which can lay the foundation for economic growth and job creation. The intervention will seek to strengthen chambers and associations in Ethiopia in the exercise of their core functions.

BMO ecosystem and benchmarking report is one among the four workstreams of the project. The BMO benchmarking activity is implemented by international and national consultants. Results of the defined findings will be analyzed, presented, and discussed in membership forums, potentially involving government representatives. The final output of this assignment are the BMO ecosystem and benchmarking report and validation workshops.

Your Tasks / Responsibilities

A short term (ST) expert (international, national) is required to bring a significant value-addition in BMO ecosystem analysis and benchmarking as well as deliver a report. S/he will analyze and conclude numerous outcomes already achieved within the project in a form of data collection, interviews, surveys, sum up and deliver a high value-adding report about Ethiopian BMO ecosystem.  The following topics or subjects shall be diagnosed/explained during the report design and delivery, inter alia:

  • Documentary study and analysis of the existing ecosystem, analysis of existing project interventions made by the currently ongoing and other projects towards the BMO ecosystem of Ethiopia, to gain and consider experience from other relevant projects, and to strive for synergy;
  • Comprehensive dialogue and analysis with other experts performing assignments in the current project (BMO clusters, research and business advocacy, M&E, digital transformation);
  • Establishment of a benchmarking tool that provides a clear picture of the organizational development of a BMO, its potentials and interest to grow. It allows a comparison among BMOs (benchmarking) and the identification of common points of interests necessary to foster the exchange of experiences;
  • Interviews with selected BMO representatives and companies and make use of the benchmarking tool to collect information in a structured way, establish a baseline, recommend a selection of BMOs which should participate in the project, document the needs and expectations of BMOs. Regional and sectoral BMOs will also be included in the analysis;
  • A particular focus has to lie on the development of new demand-driven and supply-driven services as part of a change management process. The services to be developed with and introduced by BMO should be demand-driven and supply-driven and self-sustaining by generating income for the BMO in the long run;
  • Report presentation, validation workshops with key stakeholders, outcome formulations and reflection in the final report version.

Location: Addis Ababa / Ethiopia with travels to the regions

Assignment Period: max. 30 days, implemented within three months (October-December 2022)

Job Requirements

Your Qualification / Skills

  • University degree in one of the fields of administrative sciences, statistics, economics, social sciences, international relations, or in the absence of such a degree at least 10 years of working experience in development cooperation, business management, or public administration;
  • Excellent command of written and spoken English, knowledge of Amharic would be an advantage;
  • Strong communication, reporting (writing) and presentation skills;
  • Proven record of delivered studies, reports, scientific research papers or other comprehensive documents;
  • Good working knowledge of ICT/IT – communication technologies and computer applications.

Your Working Experience

  • Comprehensive experience in analysis, statistics, research methodology/development studies, monitoring and evaluation, and organizational development and improvement studies;
  • Experience with Business Member Organizations (BMOs) such as Chambers, associations, clusters, hubs and/or similar;
  • Outstanding experience of Ethiopian business ecosystem functioning, major actors, legal environment awareness;
  • Substantial knowledge of international BMOs system including Chambers and ability to benchmark different ecosystems with Ethiopian one;
  • Deep awareness of BMOs services and current transformation.

Deliverables

  • Annotated outline of the ecosystem and benchmarking report (content);
  • Benchmarking tool design and adaptation to the project needs;
  • Business ecosystem and benchmarking report;
  • Presentation and discussion on the findings of the report at two validation workshops (one in Addis Ababa, another-in a region).

Proposal Requirements

  • A detailed expert’s CV or company profile in English;
  • Technical proposal with a concise methodology to perform the related task;
  • Financial proposal for 30 working days to perform the task, see below the simplified guide for financial considerations:
  • Total amount calculated per number of working days; amount has all-inclusive (The term “All-inclusive” implies all costs (professional fees, communications, preparation, printing, insurance, travels within Addis Ababa, consumables, taxes or similar) that could possibly be incurred by the Expert and task implementation, assumed and calculated as a daily rate for the estimated working days.
  • Travel costs (flight and car travels) and accommodations outside of Addis Ababa (as may be required and applicable) shall not be part of the financial proposal;
  • List of references and previously implemented projects and reports/studies;
  • Incomplete proposals (without CV, Technical and Financial Proposals) won’t be considered.
