Provision of consultancy service
VSO is an international charity organization established in 1958 and has presence in 23 countries. Through volunteerism, VSO aims to build a fairer world free from poverty by bringing people to work together to share skills, co-create, learn to fulfil their potential. VSO’s programming focuses in three practice areas namely Health, Resilient Livelihoods, and Inclusive Education.
Under resilient livelihoods, VSO in partnership with two local organizations are implementing a cross-border Humanitarian Development Peace (HDP) Triple-Nexus project in Kenya and Ethiopia titled Integrating Peacebuilding, Development and Humanitarian Efforts (IPDHE), for the period of 30 months (1st June 2022 – 30th November 2024). As the lead partner, VSO is seeking an independent consultant to undertake endline evaluation for IPDHE project.
We will be running a tender process with the intention of awarding a contract for the suitably experienced qualified firms for the provision of consultancy service to collect qualitative and quantitative data from designated sources.
VSO requirements
The evaluation will be conducted in all four geographic locations (Moyale and Sololo sub-counties, Kenya and Moyale and Miyo Woredas in Ethiopia), targeting the primary actors, key project stakeholders identified as direct reach. At inception the project identified 21 locations and Kebeles that were most marginalized within the four sites.
Directly, the project targeted the following groups: 43 indigenous institutions, 20 peace and 20 disaster risk reduction committees, 15 local civil society organizations, 120 government officials, community leaders, and 4000 community members, especially women, youth, and PWD’s (60% marginalized women and girls, 5% PWDs, and other primary risk bearers living in locations directly experiencing conflict).
Purpose and objectives
The main purpose of this evaluation is to provide evidence-based learning of the Triple-Nexus (Humanitarian, Development, Peace) approach. It will seek to understand if and why the program is on the right track to bring lasting change for individuals, communities, and organisations. The evaluation will be formative and improvement oriented.
Specifically, the evaluation will be guided by the following objectives:
- To assess the relevance, effectiveness, and preliminary impacts of the IPDHE project.
- To identify good practice, lessons learnt and potential areas for improvement in the next phase of IPDHE project implementation.
The following deliverables are expected from the consultant:
- Inception meeting – finalise methodology, data collection process and timelines.
- Evaluation Inception Report including detailed evaluation plan (outline – annex 1)
- Field data collection, management, and analysis
- Draft evaluation report for review and input by VSO and partners
- Presentation of the key preliminary findings to VSO and the implementing partners
- Final Evaluation Report
- A standalone Executive Summary
- A standalone Summative PPT
- Raw and cleaned Evaluation datasets (in specified formats | TBD)
- ADA Results Assessment Form (RAF).

About You
Evaluator(s) qualifications:
The consultant(s) should have expertise in carrying out evaluations with special focus on multi-country programs/projects. The consultant(s) should have sound and proven experience and expertise in social research and evaluation concepts and methodologies. S/he should have competency in managing, organizing, and interpreting quantitative and qualitative data. Specifically, the consultant(s) should have the following qualification and experiences:
- Team leader should have minimum master’s degree in social or developmental studies with minimum 10 years’ experience in evaluation. Educational background in peacebuilding, resilience, or disaster risk management preferable.
- Have experience working in a fragile context focusing on community-based peace and resilience building, preferably within the Horn of Africa.
- Has expertise and experience on human rights-based and conflict sensitive approaches, gender responsive approaches and other areas of expertise as relevant to evaluation of projects with integrated interventions of humanitarian, development, and peacebuilding.
- Relevant working experience in evaluation in Ethiopia and Kenya, especially evaluations involving governmental authorities, local civil societies, and institutions.
- Proven experience and deep understanding of issues that face people living in fragile environments and underlying cross border dynamics.
- Team members should have relevant experiences in their respective areas with 5-year experiences including field level data collection, quantitative and qualitative research studies.
- Consultant(s) should have comprehensive understanding of the tools development and able to draw the information from the project documents.
- Excellent command of English and report writing skills. Ability to communicate effectively in Kiswahili, Amharic will be preferred.
- Eligible to undertake evaluations both in Ethiopia and Kenya
- Able to work in the project areas for the duration of the field work and remotely for delivery of remaining milestones.
