Amref Health Africa in Ethiopia

Amref Health Africa has been active in Ethiopia through Amref Flying Doctors since the 1960s. Our organization started implementing a diversified health projects portfolio focusing on Reproductive, Maternal, Neonatal, Child and Adolescent Health (RMNCAH), Water, Sanitation and Hygiene (WASH) and Communicable and Non-communicable diseases in collaboration with the Government of Ethiopia, international non-government organization and local stakeholders since 2002. Gender and health systems strengthening are crosscutting reflected throughout the organization’s health programming.

Amref Health Africa has projects in Addis Ababa, Afar, Amhara, Benishangul, Gambella, Oromia, Somali, SNNP regions and nationwide health systems strengthening interventions focusing the capacity building of the Health Extension Program. Due to our presence in the most developing and pastoralist regions of the country, our organization also engages in clinical outreach interventions and emergency programs including nutrition and resilience building of affected communities as the geographic areas we work in are prone to natural disasters such as flooding, drought and famine.

Amref supports the Government of Ethiopia’s Health Sector Transformation Plan (HSTP), ensuring health equity by serving women and children and reaching the most disadvantaged, inaccessible communities including Ethiopia’s pastoralists and semi-pastoralist communities. We also support the government to build resilient community through implementation of family planning (FP) interventions to address addressing population pressure.

Our programs are designed to support community level interventions while strengthening health systems at the regional and national levels, ensuring alignment with the government’s priorities and community needs.

Description of the project

The project will be implemented in five cluster namely Wolaita (Damot Pulasa, Dugna Fango, Boloso Sore and Kindokoysha districts), South Omo (Hammer, Dasench, and Gnagatom districts), Borona (Moyale, Dehas and Arero districts), Waghimra (Abergele, Sekota and Ziquala woredas) and Afar zone 1 (Afambo, Assiyta and Elidar districts). Amref Health Africa Italy has led; and the project has been implemented with consortium members namely, Amref Health Africa Ethiopia (lead in country), Woman Empowerment in Action, Kulich Youth Reproductive Health and Development Organization (KYRHDO). In three-year period (January 2022 to December 20024), the project is funded through EU, and it is expected address the following key problems in the target woredas:

1)      Low quality service of SRHR including FP;

2)      Poor awareness of family planning and its link with resilience building;

3)      Gender disparities and prevalence of harmful traditional practice;

4)      Low youth involvement in SRHR promotion;

5)      Poor multi-sectoral coordination; and

6)      Limited institutional capacity of different organized groups and local government to promote family planning service and its link with resilience building.

Objectives of the project

Overall objective: To contribute to the resilience of vulnerable communities through consolidated Family Planning (FP) practices, gender equality and decreased demographic pressure.

The specific objective: to ensure the improvement of social cohesion, sustainable access to quality SRH and FP services, and productive capacity and self-reliance of women and youths.

 Results areas of the project

·         Result Area 1: Increased empowerment of youths and women through strengthening and establishment of grassroots-based groups and access to socioeconomic opportunities.

·         Result Area 2: Increased community awareness on the link between FP and resilience, SRHR and gender equity including HTPs.

·         Result Area 3: Improved access to quality FP/SRHR services by strengthening the capacity of local service providers.

·         Result Area 4: Policy and decision making influenced the consolidation of a comprehensive framework for resilience building including FP and gender equality by scaling up and institutionalization of the program and its approaches at national level.

Target groups of the project: Direct beneficiaries’/target groups are Adolescents and youth (50,000) adult men and women (57,600) Health Extension Workers (600), and Health Workers (12,000).

Purpose of the gap Assessment

The main purpose of the assessment is evaluating the policy framework and implementation gaps of family planning and gender equalityThe assessment will serve to an input to develop and design a framework for resilience building including Family planning and gender.   

Specific Objectives of the assessment:

The assessment expected to address the following objectives:

1.      Identify the gaps in the area of policy and legal framework on Family planning and gender Equality

2.      Review the implementation practices on family planning and gender including the structural and governance system of the implementation

3.      Review the gaps selected policies and frameworks on FP and Gender

4.      To review the family planning financing mechanisms in Ethiopia (donor, national government and regional level) contributions etc.

5.      Identify potential gaps/bottlenecks that hamper the implementation of the policies and craft the advocacy agendas for policy dialogue

6.      Conduct situational analysis based on the findings to inform future programming regarding policy and budget

7.      Facilitate consolidation workshop to develop a design a framework for resilience building on the aforementioned objectives

Job Requirements

Experience of firms and research team members

●       A renewed professional license for consultancy firm with similar tasks

●       Researchers/Team members of the firms with at least a Master’s Degree in social science including law, public health, epidemiology, demography or related field;

●       Extensive skills and experience in applying qualitative and quantitative data management and researches/evaluations; and Excellent spoken and written communication skills in English. Team members’ CV, and level of effort to this assignment should be clearly mentioned.

●       Firm should have similar work experience and will be a key requirement; and references of contact addresses (type of work done, location, time/period, email and phone number for reference, ….) of organizations or its representative of the organization shall be mentioned; and evidences/certificates shall be annexed with the technical proposal. Any mentioned experience without attached certificate/evidence will not be considered.

Minimum of master’s degree in related fields for data collectors with excellent speaking and listing skill of local Languages

 

Responsibilities of Amref Health Africa in Ethiopia

 ●       Shall facilitate agreement with the consultant

●       Provide technical oversight, quality assurance as well as quality control for the research study as necessary

●       Follow up the whole process of the evaluation assessment

●       Insure that all comments/feedback given to the report are fully incorporated

●       Facilitate payments for the consultant

 

NB: Amref Health Africa in Ethiopia will not provide office space, computers, copying, printing and telephone services to the consultant, but facilities for the presentation of results to be made. Amref Health Africa in Ethiopia will not provide vehicle for the field work. Thus, an applicant is advised to include all those costs that Amref Health Africa in Ethiopia will not cover within prices to be quoted by his/her firm.

Responsibility of the selected consultant will be

 ●       Inception report and survey tools, and translate the assessment tools to local language if necessary

●       Recruit and train data collectors, local guides and supervisors for the assessment, and pretest data collection tools

●       Conduct the research as per the agreed protocols and due date

●       Present draft research findings to Amref Health Africa in Ethiopia for feedback, and incorporate feedback and suggestions which may be given

●       Present the Final Report together with a PPT presentation (Power Point) with the recap of all figures and findings and their inherent analysis.

●       Daily summary update report in the course of data collection

●       100% of the evaluation team composition (researchers) is expected to be involved from the start of the evaluation to the end.

N.B

●       Failure to respect the statements in the TOR by the consulting firm will result in the termination of the contract agreement by Amref Health Africa in Ethiopia.

●       If the firm wants to change any person from research team member’s personnel, the firm shall formally communicate to Amref Health Africa in Ethiopia in advance and get approval.
