sequa gGmbH is a globally operating non-profit development organisation. Since 1991 sequa has carried out programmes and projects of international cooperation in close collaboration with the German private sector. sequa offers know-how and long-term experience in capacity development for chambers and associations (BMOs), vocational education and training, private sector development and trade promotion. The organisation is based in Bonn, Germany. sequa employs more than 100 persons (2022) and reported a turnover of EUR 58 m in 2021.

The Project

GIZ has been commissioned with the implementation of the project “Private Sector Development in Ethiopia” (PSD-E). PSD-E aims to benefit small and medium-sized enterprises, start-ups and small growth-oriented companies from improved growth opportunities. This shall be achieved by strengthening the performance and private sector orientation of public institutions and other intermediaries, through capacity building (change management), staff capacity building and public-private dialogues.

sequa aims at supporting Ethiopian Business Membership Organizations (BMOs) such as Chambers, associations, women led organizations in defining their roles and functions to improve services offered to companies, establish financial sustainability, and enhance public-private dialogue and interest representation. This will help to create an improved-functioning BMO (Chambers, sectoral associations, women led business organizations) ecosystem in Ethiopia which can lay the foundation for economic growth and job creation. The intervention will seek to strengthen chambers and associations in Ethiopia in the exercise of their core functions.

The Leadership Academy as a Project intervention package aims at strengthening manifold BMOs capacities. An initial screening and need analysis were carried out, preliminary BMOs capacity building demand was identified and comprehensive training sessions on selected and prioritized topics were already provided in May 2022.

Further comprehensive BMOs capacity building on proposal writing, external funding/financing and project identification, peculiarities to cooperate with international donors and organizations, project management is required. An expert will work with BMOs clusters across Ethiopia and deliver high level consultancy and training to cluster members such as other BMOs and individual business firms including SMEs. The consequence of BMO capacity building will aim at creating preconditions for sustainable BMO growth, performance assessment and continuous improvement.

Your Tasks / Responsibilities

A short term (ST) expert is required to bring a significant value-added in awareness of arising opportunities in cooperation with international donors and organizations, external fund mobilization, proposal writing, project management principles, driving success factors and other related spheres.  Following tasks are expected, inter alia:

  • Present and express the nature of external / grant funding opportunities for BMOs as a value source for their members,
  • Explain the major principles of opportunities and resource mobilization for project financing,
  • Provide comprehensive view on available sources for project identification, overview of available project implementation sources,
  • Identify major financing sources, explain the nature of external funds requirements, e.g., such as Sustainable Development Goals or others related to particular donors and organizations goals and comply with it in proposal writing,
  • Build BMOs capacities in ideas generation to write and present proposals in alignment with requested bids/calls, fund requirement and scales
  • Explain structure and sequence of proposal writing,
  • Present basic project management principles and cycles

Location: Addis Ababa / Ethiopia with travels to the regions

Assignment Period: max. 25 days, implemented within three months (October-December 2022)

Job Requirements

Your Qualification / Skills

  • University degree in one of the fields of administrative sciences, statistics, economics, social sciences, international relations, or in the absence of such a degree at least 10 years of working experience in development cooperation, business management, or public administration.
  • Excellent command of written and spoken English; Amharic is an advantage;
  • Strong communication, reporting (writing) and presentation skills;
  • Good working knowledge of ICT/IT – communication technologies and computer applications

Your Working Experience

  • Comprehensive experience in analysis, statistics, research methodology/development studies, monitoring and evaluation, and organizational development and improvements;
  • Substantial awareness of training and capacity building, with a proven track record of engagement in organizing and facilitating funding identification methods;
  • Comprehensive experience of cooperation with Business Member Organizations (BMOs) such as Chambers, associations, women led organization, clusters, hubs and/or similar;
  • Good understanding of external funding opportunities identification, sources, donors and organizations,
  • Deep experience in proposal writing and project management;
  • Deep collaboration track record with donors and organizations (international, local).

Deliverables

  • Annotated outline of the training curriculum and workplan
  • Preparation of training materials in word and power point formats
  • Deliver four on-site training sessions in Addis Ababa and the regions, using the prepared materials
  • One report of the four training sessions (success, challenges, intervention areas and opportunities) with a prioritized list of topics for external funding opportunities and cooperation with donors and organizations
  • Manual on external funding opportunities search and cooperation with donors and organizations including basic principles and requirements of the nature.

Proposal Requirements

  • A detailed expert’s CV or company profile in English
  • Technical proposal with a concise methodology to perform the related task
  • Financial proposal for 25 working days to perform the task, see below the simplified guide for financial considerations:
  • Total amount calculated per number of working days; amount has all-inclusive (The term “All-inclusive” implies all costs (professional fees, communications, preparation, printing, insurance, travels within Addis Ababa, consumables, taxes or similar) that could possibly be incurred by the Expert and task implementation, assumed and calculated as a daily rate for the estimated working days.
  • Travel costs (flight and car travels) and accommodations (as may be required and applicable) shall not be part of the financial proposal
  • Individual consultations have to be considered separately, but within and included in 35 working days period. The number of working days has to be expressed by daily rate (based on 8 working hours engagement) and as a variable, it depends on a number of consulted business organizations per certain period of time from October to December 2022.
  • List of references and previously implemented projects
  • Incomplete proposals (without CV, Technical and Financial Proposals) won’t be considered
