Overview:

The USAID/Ethiopia CLA Activity  is designed to ensure USAID’s activities in Ethiopia achieve their intended results through monitoring and evaluation, strategic assessments, USAID’s Collaborating, Learning, and Adapting approach (CLA), and an upgraded data management system. The Mitchell Group, Inc. (TMG) will help USAID/Ethiopia create a dynamic learning environment among development actors, focusing on innovation, quality, and knowledge sharing. Through a Community of Practice, USAID/Ethiopia and other development partners will successfully deliver activities while simultaneously strengthening their management and the development effectiveness of their programs. The TMG team will provide USAID/Ethiopia with high-quality monitoring, evaluation and learning (MEL) services across its portfolio, ensure collaboration and learning between USAID and the Government of Ethiopia (GOE), implementing partners (IPs), and other stakeholders to ensure programs fully incorporate local participation. The CLA team will also ensure program sustainability by building the technical and institutional capacities of stakeholders and implementing partners to implement activities and collaborate and learn from these programs.

This is a local position based in Addis Ababa and Ethiopian citizens are encouraged to apply. The position will require some travel within Ethiopia, and the position is for a five-year period, with salary at competitive rates. Women are encouraged to apply.

Responsibilities:

  • Design courses and curricula in MEL subjects, including but not limited to evaluation/assessment research methodologies, performance indicators and PIRS, data collection and analysis, data quality assessments, and CLA) practices.
  • Prepare and implement rapid assessment reports to evaluate the existing MEL knowledge and capacities of implementing partners, the GOE, USAID/Ethiopia staff, and MEL organizations.
  • Develop Capacity Building Plans for Mission Development Objective teams, GOE partners, and implementing partners that address MEL subjects but also concomitantly enhance their knowledge and experience in CLA.
  • Assist USAID/Ethiopia to develop a framework to better monitor, evaluate, and assess implementing partners and partner government organizations’ performance and MEL capabilities.
  • Develop and implement tools for conducting Capacity Assessments and take leadership in implementing Capacity Assessment Plans to build the capacity of USAID/Ethiopia staff and select stakeholders to perform high-quality performance monitoring, evaluations, learning and adaptive management.
  • Implement course reviews by participants and adapt syllabus and curriculums to feedback.
  • Provide training to build the capacity of local implementing partners and government officials to improve the effectiveness of performance management, projects, and M&E plans using best practices.
  • Foster strong collaborative relationships with key stakeholders, serve as a convener for dialogue and learning around emerging issues, and coordinate efforts among partners.
  • Contribute to the production of reports, such as quarterly and annual reports, annual workplans, training manuals and reports arising out of its activities as required by USAID/Ethiopia.
  • Any other duties that may be assigned by the supervisor.

Job Requirements

Required Qualifications:

  • Master’s degree in education, particularly in adult education, communications, psychology, or related degree. A Bachelor’s degree with 10-15 years of relevant experience will also be considered.
  • Eight years of proven work experience in the field of monitoring, evaluation and learning and institutional capacity building.
  • A minimum of 5 years of professional experience in leading the development and implementation of courses, training, and/or technical assistance in MEL related subjects, including:
  • Course and curriculum design (minimum 3 years of experience)
  • Preparing training materials and/or technical assistance plans
  • Conducting capacity building activities
  • Capturing and disseminating lessons learned
  • Conducting capacity assessments
  • Demonstrated ability to work collaboratively and effectively with host country counterparts and government officials.
  • Excellent interpersonal and management skills.
  • Excellent communications skills in both English and Amharic.
  • Prior experience building capacity of USAID Mission staff and IPs in MEL highly encouraged.
