Chemonics International, Inc., is a US-based international development consulting company, operating in over 95 countries, that is implementing the USAID funded Urban Water, Sanitation, and Hygiene (WASH) Activity in Ethiopia.

Chemonics seeks a WASH Planning and Governance Advisor for the 5-year, $45M, USAID Urban WASH Activity. The purpose of this Activity will be to support accelerated access to safe, adequate, inclusive, and resilient WASH services targeting urban and peri-urban areas. The Activity will work to achieve this through four complementary objectives: 1) Enable and professionalize WASH service providers; 2) Foster markets for pro-poor and inclusive WASH services; 3) Strengthen WASH planning, budgeting, and service delivery oversight; and 4) Strengthen accountability among urban WASH sector actors.

This position will report to the Chief of Party (COP) and be based in Addis Ababa, Ethiopia.

Responsibilities:

  • Responsible for building and maintaining productive relationships to support relevant public and private sector stakeholders to develop accountability and monitoring mechanisms for urban WASH services.
  • Lead institutional development support to relevant local and national government counterparts, as needed, to strengthen the enabling environment for effective WASH service provision.
  • Coordinate closely with other other WASH programs, as needed, to leverage or collaborate to enable more effective WASH planning and governance for urban WASH services and oversight.
  • Advise and execute planning for strategic and timely short-term technical assistance and utilization of Grants Under Contract (GUC) pool, as appropriate, including for policy and regulatory development and reform, particualry to support implementation and results nder objectives 3 and 4.

Works with the Monitoring, Evaluation, Learning, and Accountability (MELA) Director on the review and expansion of information management systems to track WASH services performance.

Job Requirements

Qualifications:

  • Minimum of 7 years of demonstrated experience in WASH, governance, and international development on USAID-funded programs.
  • Master’s degree in relevant field; or an equivalent combination of education and work experience in a relevant field
  • Proficiency with software such as Microsoft Word and Excel
  • Experience working in Ethiopia highly preferred.
  • Ethiopian nationals strongly encouraged to apply.
  • Fluency in English with excellent oral and written communication skills required; proficiency in Amharic highly preferred.
