Zonal Emergency WASH Monitor, Afar 55 views

Justification

Based on the experience from the field, frequent security problems in the region cause restrictions to the UNICEF WASH staff in the field office to do frequent monitoring to the field to provide hands-on technical support to ensure timely and quality implementation. It is justifiable to have a local level emergency WASH monitor who can closely support the implementation and report the status regularly to the field office so that delays in project implementation and fault in the quality of works will be avoided.

This TOR is for Emergency WASH monitor post to cover for the above zones to monitor all day to day water supply, sanitation and hygiene works including distribution of WASH NFI and ensures community /women and girl’s participation in project design, implementation and management for better protection of women, girls and children with special focus on GBV and PSEA.

The position also supports zonal and woreda water office in establishing water management systems and capacity building interventions as well as zonal level WASH cluster coordination. By doing these tasks, the person can fill a critical human resource gap to meet the UNICEF project standards and accountabilities to the affected population at this point of COVID- 19 crises and security restrictions in the region.

Key TASKS

 1.   Ensure effective delivery of day to day WASH interventions in flood and cholera affected woredas in the region.

2.    Support the distribution of WASH NFI, installation of rotas, and operation of water trucking including the provision of technical support in the chlorination of the water trucks.

3.    Follow up rehabilitation and maintenance of water supply, construction of semi-permanent latrines, installation of group handwashing stations, and hygiene promotion interventions.

4.    Ensure consistency and quality monitoring and reporting of activities (Sit Rep, 4W Matrix, water supply works status update)

5.    Ensure new and rehabilitated water supply, sanitation, and hygiene facilities including hygiene promotion activities are captured in the 4W matrix and consistent with the narrative biweekly and monthly reports.

6.    Monitor water trucking activities in collaboration with the government.

7.    Ensure GBV and PSEA mitigation measures are in place

Specific tasks include

 1.      Support and follow up construction, rehabilitation, and maintenance of water supply sanitation and hygiene facilities and report progress on a biweekly and monthly basis.

2.       Facilitate and ensure timely delivery and effective utilization of WASH NFls (Non-Food

Items) including water treatment chemicals distributed in the target areas to end-user level and regularly identify and report gaps.

 3.      Ensure quality and -timely reporting and effective information sharing (with UNICEF Afar WASH team) including biweekly sitrep and monthly 4W matrix.

4.      Support efforts to strengthen the capacity of the woreda authorities to appropriately respond to the emergency. Ensure all the responses meet the minimum requirements of standards.

5.      Flag urgent priority issues to UNICEF Afar WASH team (e.g. sudden mass displacement,

drought, disease outbreak especially cholera, Flooding, etc.) and devise a strategy for the way forward.

6.       Ensure adequate monitoring mechanisms both for water supply, sanitation and hygiene

are in place to review the impact of the cluster working group and progress against implementation plans.

7.      Conduct periodic monitoring and observation on the WASH facilities utilization and facilities gaps to learning centers, child-friendly space, temporary health centers in the IDP sites and respond on spot for technical gaps and report on time for logistics gaps.

8.      Other emergency WASH-related tasks, as assigned by UNICEF and .pertinent to the emergency response actions including support chlorination of key water sources, information management,  communication for development,  monitoring of any construction activities, and hygiene promotion activities

9.      Ensure GBV and PSEA mitigation measures are in place

Job Requirements

  • University degree in one of the disciplines relevant to the following areas: University (First) degree in Environmental Health, Public Health, Social sciences, behavior change communication, Sanitary/Civil Engineering, or other specialist field related to WASH is required.
  • Two years of Community Water, Sanitation, and Hygiene work experience in the UN or other international development organization or private sector (for IP) and national government and fieldwork experience.
  • Background/familiarity with Emergency preparedness and response.

Competency Profile

  • Five years + experience in humanitarian WASH response national level.
  • Previous experience of emergency WASH projects monitoring at the national level;
  • Understanding of WASH sector and cluster approach ;
  • Fluency in English is mandatory; and Amharic, (spoken, writing, and listening) is an asset.
  • Knowledge of MS Excel;
  • Proven technical expertise for managing data capture and storage;
  • Strong interpersonal, management, coordination, and negotiating skills;
  • Strong planning and organizational skills;
  • Ability to meet deadlines ;
  • Ability to work independently and with a team;

General Conditions

  • The emergency WASH monitor will work from the zonal level at the woreda water office (Aysaita for zone one and Werer Town for zone three. No DSA in the duty station.
  • Monthly salary payment will be made on monthly basis upon completion and submission of monthly report. The report must be approved by Afar FO WASH PO.
