Purpose

The purpose is to ensure that health emergency preparedness and response in Gambella are timely and promptly supported. The deployment of health emergency consultants to Anywaa and Nuer Zonal levels will ensure UNICEF contribution and commitment guided by Core Commitments for Children in Humanitarian Action (CCC) particularly in the current context of multiple ongoing and challenging health emergencies including COVID-19 context. The consultants will provide support to Zonal Health Departments, woreda health offices, and partners in planning, coordination, implementing, and monitoring of health emergencies including the South Sudanese borders as asylum seekers are still illegally coming in the country despite the decision of border closures. Having the complexity of these humanitarian and health emergencies in the region, in addition to the current context of COVID-19 preparedness and response, its critical for UNICEF and other stakeholders to ensure that provision of health care services is continuous and that health emergencies are responded to effectively.

Specific Tasks

Under the guidance of Health emergency Officer at Gambella UNICEF field office, the consultants will perform and support the below tasks and responsibilities:

  • Support the coordination, planning, implementation and monitoring and evaluation of health interventions in health emergency conditions focusing on local health risks in the Zones and woredas
  • Provide technical assistance for Zonal Health Departments and woredas on COVID-19 preparedness and response (Planning, implementation, monitoring, and coordination) at the regional and zonal levels.
  • Support Gambella health bureau, and Anywaa and Nuer Zonal Health Departments and their respective woredas to develop knowledge and skills in coordination and monitoring and evaluation of humanitarian response activities during emergency conditions.
  • Work closely with UNICEF Health, WASH and Nutrition team and other implementing partners focusing on disease prevention and control and health promotion activities including for COVID-19 related activities in Zones, woredas and facilities level
  • Support in planning emergency health supplies and conduct regular follow up to monitor utilization through end-user monitoring in the health facilities.
  • Work with health emergency stakeholders to conduct the rapid assessment and develop quality response plans during emergencies.
  • Support RHB and respective woredas to develop risk-informed emergency response plans.
  • Compile weekly quality progress updates and share with UNICEF Gambella health unit and emergency Officer at the field office.
  • Produce and share innovative ideas that can contribute to improving health emergency response activities

Job Requirements

The candidate must meet the following criteria:

  • University degree in Health Sciences or an advanced degree in health-related fields with public health experience.
  • Experience in program/project management, monitoring, and evaluation, preferably a minimum of 2 years of related experience in the area of emergency health interventions. Work experience in the Gambela region is an important asset.
  • Being Knowledgeable about Gambella region, Anywaa and Nuer zones and districts is of great asset
  • Good background on Disaster Risk Management/Reduction (DRR) and resilience building operations.
  • Skills in report writing, data compilation, and analysis using the computer database.
  • Being computer literate is strongly needed (Microsoft office application)
  • Can speak, listen, read, and write in English. Preferably, can speak the local languages of the area assignment is an advantage.
  • Experience in conducting assessment/Surveys., and working experience in emergency settings;
  • Ability to work under a tight schedule and respond to multiple demands;

General Conditions: Procedures and Logistics

  • The consultants will be based in the RHB and work on a daily basis.
  • The consultants will not be provided lodging and/or meals.
  • The consultants should provide his/her own materials, i.e. computer,
  • The consultants will use a rented car when needed (provide by the ABH)
  • The consultants will be paid monthly upon completion of deliverables as indicated on this TOR on a monthly basis through ABH.
