This JV Diagnostic Laboratory Center (JV DLC) was established and operated under the Joint Venture Engagement of Millennium Healthcare Enterprise and Retina Pharmaceuticals. It strives to maximize reasonable revenues while also maximizing positive health impacts on the community and the environment. The JV DLC will offer a comprehensive range of services for patients, researchers and academicians and will contribute to meet the unmet need of the healthcare system in the country.

Job Summary:

The Quality Manager of the Millennium HC Enterprise and Retina Pharmaceuticals JV Diagnostic Laboratory Center is responsible for overseeing and enhancing the implementation of pertinent quality management systems across all laboratory disciplines including pathology, Sales and Marketing, and Finance Directorates as well as R&D undertakings. This role ensures that all operations at the JV DLC adhere to high-quality standards and regulatory requirements, drives continuous improvement, and supports the seamless achievement of the Center’s organizational goals. The Quality Manager will also be responsible for overseeing and coordinating the preparation of quality plans with budgets, managing accreditation and certification processes, and organizing management reviews in accordance with the approved plans.

Key Roles and Responsibilities:

  • Develop a comprehensive plan for the implementation and maintenance of pertinent quality management systems (QMS) across all laboratory disciplines including pathology, Sales and Marketing, and Finance Directorates as well as R&D undertakings.
  • Ensure alignment of quality practices with organizational goals and regulatory standards.
  • Monitor and ensure compliance with relevant regulations, industry standards, and internal policies across all managed departments.
  • Conduct regular internal audits and inspections to assess adherence to quality standards and regulatory requirements.
  • Identify and lead initiatives for continuous process improvements across all laboratory disciplines including pathology, Sales and Marketing.      and Finance Directorates to enhance quality and efficiency.
  • Analyze quality data to identify trends, resolve issues, and implement corrective actions.
  • Collaborate with Laboratory Unit Coordinators to integrate quality management practices across Core Laboratory, Parasitology and Urine Analysis, Microbiology, Pathology, Allergy and Genomics, and satellite sites.
  • Work closely with the Pathology Director and respective units (Histology, Cytology, Immuno Chemistry, Molecular Biology) to ensure quality standards are maintained.
  • Partner with the Sales and Marketing Director and Sales and Marketing Representatives to embed quality considerations into service development and marketing strategies.
  • Coordinate with the Finance Director and associated Work Units & Coordinators (Procurement Coordinator, Cash Collection Accountant Unit, Internal Auditor) to align quality management practices with financial operations and resource allocation.
  • Prepare detailed quality plans, including budgets, to support the implementation of quality management initiatives and ensure resource allocation aligns with quality objectives.
  • Monitor and manage the budget for quality management activities, ensuring cost-effective solutions.
  • Prepare and present agendas for management review meetings, ensuring that key quality issues, performance metrics, and improvement plans are addressed.
  • Maintain comprehensive quality documentation, including policies, procedures, records, and reports.
  • Initiate and manage accreditation and certification processes, ensuring compliance with relevant standards and maintaining up-to-date certifications.
  • Follow up on accreditation and certification activities, including audits, documentation, and corrective actions.
  • Address and resolve quality-related customer complaints and feedback in a timely manner.
  • Engage with stakeholders to understand and meet/exceed their needs and quality expectations.
  • Develop and deliver training programs to ensure staffs in all relevant departments are knowledgeable about quality standards and practices.
  • Assess and ensure staff competence across all laboratory disciplines including pathology, Sales and Marketing, and Finance Directorates by identifying training needs and developing targeted training programs.
  • Oversee the development and implementation of competency frameworks to ensure all staff are skilled and knowledgeable in quality standards and practices.
  • Promote ongoing professional development and a culture of quality and continuous improvement within the organization.
  • Promote a culture of quality and continuous improvement throughout the organization.
  • Perform other duties as assigned by the General Director

About You

Qualifications:

  • Medical Laboratory Science, 10 years of experience on the implementation of quality management in clinical/medical laboratory diagnostic settings
  • Master’s degree in Quality Management, More than 5 years of experience on the implementation of quality management in clinical/medical laboratory diagnostic settings.
  • Strong knowledge of quality management principles, accreditation and certification bodies and regulatory requirements, and industry standards.
  • Demonstrated experience in preparing quality plans with budgets and managing accreditation and certification processes.
  • Excellent analytical, problem-solving, and decision-making skills.
  • Strong communication and interpersonal skills, with the ability to collaborate effectively with diverse departments and stakeholders.
  • Trained on LQMS, SLMTA-2 and Statistical Quality Control & MV
  • Proficiency in quality management software and tools
