Introduction 

Integrated Services on Health and Development (ISHDO) is one of the four GF GC6 and GC7 sub grantees selected by the MOH to implement KPP focused HIV programs. ISHDO has been working on health, education, livelihood improvement, peace building, gender transformation, and HIV prevention. ISHDO is one of prime local partner in HIV prevention, care, and treatment services, with a strong presence in Addis Ababa, Diredawa, Oromia, Gambella, Sidama, Southern Ethiopia, Amhara and Harari Regions.

Currently ISHDO finalizing grant agreement with MOH to implement Global Fund cycle & HIV grant under a project of “Integrated HIV Service for KPP in Community DICs” This project is expected to be implemented in the coming three years (2024-2027) in selected 27 high incidence woredas of Oromia, Gambella, Harari, Somali, Central and SW Ethiopia Regions and Addis Ababa and Diredawa cities. Industrial parks and universities situated in these woredas will be project destinations to reach vulnerable High risk AGYW.

The project will provide package of HIV services to a total of 153,551 KPP being the least services: intensive peer learning, mentorship for AGYW in universities, pre-MAT service for PWID, HCT, Condom promotion and distribution. The project is expected to provide 100% HCT service to KPP reached with intensive SBCC, provide condom to 98% of them and link 100% HIV positive KPPs to nearby health facilities. Detailed description of the project in terms of geographic sites, activity milestones, expected out comes and key performance indicators are presented in the following sections.

ISHDO is therefore inviting local CSO partners to present their interest to take part in the implementation the project.

Project Overview

This specific Global Fund HIV grant supported project is designed to use DICs as a nucleus to initiate and implement integrated HIV package of services to KPP. The project will undertake package of HIV services a) SBCC interventions including intensive peer secession targeting KPP b) condom promotion and distribution c) targeted HIV testing services, d) facilitate provision of Pre exposure prophylaxis to eligible KPPs and d) Per-MAT and harm reduction services for PWID in specialized DICs.

The project is designed to reach less attained FSW and PWIDs in hotspot areas, AGYW in universities and young workers in industrial parks. The project aims to improve KPPs comprehensive knowledge and service seeking behaviors related to HIV/STI/SRH through tailored-to-access SBCC interventions. It also strives to increase KPPs service access and utilization through community DICs and by creating service linkage.

Scope of Work

The primary objective of the project is to contribute to the three 95’s HIV target by establishing Drop-In Centers (DICs) that provide HIV package of services for KPPs, addressing and advocating their specific needs and reducing stigma and discrimination experienced by KPPs.

Specific objectives of the project are:

  • To establish standardized 27 DICs to create a non-judgmental environment where KPPs can HIV access services without fear of stigma or discrimination
  • To establish strong referral networks to link KPPs with other services and use DIC as central hub.
  • To monitor and evaluate the effectiveness of services to ensure they are meeting objectives and achieving desired outcomes.

The project will be implemented in the following high incidence woredas through engaging local implementing partners:

  • Gambella Region     3 high incidence woredas
  • Oromia Region       12 high incidence woredas
  • Central Ethiopia       2 high incidence woredas
  • SW Ethiopia             1 high incidence woredas

The Project will focus on the key and priority populations defined in the NSP with special emphasis on FSW, PWIDs, AGYW, and Workers in hotspot areas. Direct beneficiaries the project will be the following

  • FSWs reached with integrated KP service
  • HRAGYW in selected Universities to reach with mentorship programs
  • Workers in hotspot reached with integrated KP service in all regions

Proposed Activities 

In order to achieve the above objectives, ISHDO has planned to undertake the following major activities with engagement of local CSOs for the next three years. The project will undertake the following key project intervention and activities:

 Activity #1: Establishing standard DICS in selected hotspot areas and provide integrated HIV service for KPPs.

Activity #2: Providing intensive SBCC interventions for KPP including peer sessions,

Activity #3: implement condom promotion and distribution activity

Activity #4: Conducting targeted HIV testing service including self-test

Activity #5: Providing a Per MAT and Harm reduction services for PWIDs

Activity #6: Conduct outreach through Peer Service Providers (PSP) to reach out KPPs in community and industrial parks

Activity #7: Conduct KPP hotspot mapping and size estimation using standard tools to reach KPPs

Activity #7: Implement program coordination and partnership with key stakeholders at regional, woreda and institution levels,

Activity #8: Conducting a regular reporting, monitoring and evaluation at national level, sub grantee and grass root implementation sites.

About You

Eligibility Criteria

The applicant must possess and qualify in meeting the following minimum requirements

  • Registered as a legal entity in Ethiopia as per the ACSO requirement with audit report of 2023
  • Demonstrated experience in implementing HIV-related programs in combination HIV prevention,
  • Proven ability and experience to work with key and priority populations
  • Experience in managing HIV service delivery in a Drop-in Center (DIC) setting in the last seven years
  • Demonstrate organizational capacity to manage grants and comply with donor requirements.
  • Strong community presence and established partnerships with local stakeholders
  • Produce supporting letter from regional Health Bureau that demonstrate the applicant’s engagement in the region specifically related to reaching KPPs

Evaluation Criteria:

The EOI will be evaluated based on the following criteria using objectively measurable scoring matrix developed by ISHDO selection committee.

Quality of EOI:

The EOI is expected to explicitly address the following: –

  • Clarity, completeness, and feasibility of the proposed approach including relevance of proposed geographic coverage.
  • A clear objective, which are consistent with the GC-7 grant objectives
  • Demonstrate experiences in implementing the proposed activities and management capacities in terms of program, Financial & Grant management & M&E system.
  • Describe the financial management of the organization, procedures and financial risk mitigation measures to be adopted. Account also for how the financial administration capacity of the organization be handled. The applicant must show also how it plans to ensure compliance
  • Obtain positive feedback from references on past performance
