BACKGROUND
EngenderHealth Ethiopia and its consortium partners are positioned to implement the USAID Lowlands Health Activity (USAID LHA), a primary health care intervention, focused on Reproductive, Maternal, Newborn, Child, Adolescent Health, and Nutrition (RMNCAH-N) to enhance the overall health and nutrition of people in the pastoralist communities. As part of this activity, USAID LHA aims to introduce quality improvement initiatives and strengthen the health system to ensure the provision of high-quality RMNCAH-N service. To support the implementation of these activities, EngenderHealth is seeking a well-qualified Senior Local Systems and Capacity building Advisor (LSCBA).

JOB SUMMARY
EngenderHealth is seeking qualified candidates for Senior Local Systems and Capacity building Advisor for the USAID LHA in Ethiopia. The USAID LHA focuses on improving health and nutrition outcomes in the pastoral geographies of Ethiopia, through increased access and utilization of quality reproductive, maternal, newborn, child, and adolescent & youth health and nutrition (RMNCAH-N) services.

The senior LSCBA will lead initiatives to strengthen local systems and build the capacity of key stakeholders, including government institutions focusing on domestic resource mobilization and non-monetary incentive mechanisms, community-based organizations, and other partners. This includes enhancing coordination platforms to ensure effective collaboration between various implementing partners operating in LHA implementation regions. The role demands strategic vision, technical expertise, and strong facilitation skills to drive sustainable, locally owned solutions supported by clear and measurable sustainability plans. This role demands a proactive, collaborative approach to building resilient systems and fostering locally driven, sustainable development outcomes.

ESSENTIAL FUNCTIONS
1) Capacity Building

  • Design and deliver tailored capacity-building initiatives to enhance technical, managerial, and operational competencies of USAID LHA local consortium members in collaboration with thematic area advisors.
  • Align and ensure USAID LHA capacity building guidelines with MOH and WHO strategies, policies & standard guidelines.
  • Provide ongoing mentorship and technical support to ensure knowledge transfer and institutional sustainability.
  • Lead efforts to strengthen local systems and build the capacity of stakeholders, including government institutions, community-based organizations, and partners, with a focus on domestic resource mobilization and non-incentive mechanisms.
  • Develop and implement strategies that promote sustainability and align with local priorities and contexts.

2) Strategic coordination of Local partners

  • Serve as the primary technical liaison between local consortium partners, ensuring alignment with project goals, objectives, and timelines.
  • Conduct capacity needs assessments for consortium partners to identify gaps in organizational, technical, or operational capabilities.
  • Monitor and support the performances of local consortium members and take necessary measures in case of underperformance in collaboration with LHA grants and contracts advisor.
  • Design and implement capacity-building plans tailored to the specific needs of each partner.
  • Provide mentorship and technical support to enhance partners’ systems, including financial management, project implementation, and governance.
  • Represent and coordinate MOH level engagements in collaboration with DCOP & COP.

3) Strengthening Regional Coordination Platforms

  • Facilitate the establishment and strengthening of regional stakeholder coordination platforms of USAID LHA in Somali and Afar regions to promote collaboration and resource-sharing.
  • Provide technical support and lead Regional Team Leads & Zonal Cluster Coordinator to participate and lead Regional USAID IPs coordination meetings.
  • Support the development of governance structures and processes for effective decision-making within these platforms.

4) Domestic Resource Mobilization

  • Collaborate with government partners to design and implement systems for mobilizing domestic resources and establishing effective non-monetary incentive mechanisms.
  • Provide technical guidance on financial planning, accountability, and resource tracking to improve sustainability.
  • Ensure appropriate cost sharing mechanisms installed in USAID LHA consortium members and LIPs.

5) Sustainability Planning

  • Develop clear, actionable sustainability plans with measurable indicators to ensure long-term impact.
  • Monitor and evaluate progress toward sustainability goals, adjusting as needed.

6) Policy and Advocacy

  • Support the development and promotion of policies that enhance local ownership and accountability in resource mobilization and service delivery.
  • Advocate for the adoption of sustainability-focused approaches in local systems and domestic financing

7) Knowledge Management and Learning

  • Document lessons learned and best practices from systems-strengthening and capacity-building efforts working closely with LHA CLA/KM advisor

8) Monitoring and Evaluation

  • Establish metrics to assess the effectiveness and impact of capacity-building and systems-strengthening activities by closely working with LHA LME team
  • Regularly review and report on progress to stakeholders, identifying areas for improvement.

About You

  • A master’s degree in public administration, development studies, social studies or a related discipline, accompanied by practical experience and involvement in the Ethiopian health sector.
  • At least 7–10 years of experience in capacity building and systems strengthening, preferably in lowlands context.
  • Proven ability to design and deliver capacity development interventions.
  • Strong interpersonal skills and experience working with diverse stakeholders.
  • Familiarity with USAID or similar donor-funded projects is a plus.
