We are looking for a WASH Services Lead to provide technical support and advice to utilities to enable them professionalize WASH service and supporting the development and implementation of the Performance Improvement Plans, coordinate the activities of Urban WASH in the cities.  Responsible for routine activities in business capacity building, business model rollout, and demand activation activities to generate sales. Manages day-to-day communication with the utilities, municipalities, and administrations. Engages the Addis Ababa-based technical teams to provide targeted technical assistance and promotes utilization of the available technical support pool to support each utility and municipality as needed, based on the results of the initial capacity assessments. Supports the development of citywide WASH business and investment plans, sanitation improvement plans, and water safety plans, providing both Technical Assistance and Organizational Development support as needed.

Essential Functions

Under the supervision of the Regional Director, the WASH Services Lead will:

  • Support the Utilities to consolidate the corporatization process, improve operational efficiency to meet the performance standards, Support utilities to improve their operation man maintenance system, Developing and implementation of NRW reduction strategy, Water quality monitoring, Data system and supporting in developing and implementation of business plan  for the utility that include both water supply and sanitation service
  • Develop annual and quarterly implementation plans including program work plan, procurement needs and budget in accordance with overall program/s strategy and objectives. (Program planning and contribution to strategy)
  • Develop monthly and quarterly progress reports based on the template provided by the communications team.
  • Engage with relevant government/local partners to effectively foster coordination and partnerships with private sector partners/stakeholders to scale up (Public Private Partnership)
  • Lead the task of developing and implementing the Utility Performance Improvement Plans (encompassing the items under first bullet above)
  • Lead tasks related to citywide WASH business and investment plans, sanitation improvement plans, and water safety plans. (Program delivery)
  • Constantly seek to improve private and public partners engagement, identify their barriers and facilitate solutions that can enhance their success.
  • Represent the project in the respective region as a liaison with local administration and other stakeholders of the project. (representation)
  • Provide regular, concise reporting on program activities, documenting and sharing key lessons on the potential to scale up identified business models with a private sector perspective. (Business Development)
  • Support the development of WASH technical team, through periodic performance evaluations, coaching, mentoring, ongoing performance dialogue and feedback. (Team management)
  • Oversee and ensure WASH business models/strategies, activity implementation, partnership and budget expenditures that adhere/comply to the standard. (Compliance)
  • Additional assignments as required by the management and/or immediate supervisor (Delegation)

About You

Qualification

  • Master’s degree in water engineering, sanitation, environmental science, management, Business Administration, Marketing, Economics or related field with six (6) years of demonstrated experience, of which two (2) years at a managerial level in business development-related programs.

    OR

  • Bachelor’s degree in engineering, environment, management, Business Administration, Marketing, Economics or related fields with at least Eight (8) years of demonstrated experience in a water utility, of which two (2) years at a managerial level.

Key Competencies

  • Demonstrated experience in program management and business development,
  • Preferably to have experience in design and implementation of utility performance improvement plans, training programs, community mobilization, working with government and non-governmental partners.
  • Previous experience in supporting the WASH private sector, particularly in WASH and utility services.
  • Excellent communication, strong leadership/management skills,
  • Proficient in English and Amharic languages/ / both in oral and written communication
  • Knowledge of regional languages is preferred.
  • Comfortable using Microsoft Office and mobile applications.
  • Willingness to be based in a regional office and travel extensively.
