BACKGROUND.

Ethiopia was classified as polio-free from wild poliovirus in 2017. However, there has been a transmission of cVDPV2 in Ethiopia and the country remains vulnerable to poliovirus importation due to the continued circulation of cVDPV2 in 2023 in neighboring countries particularly in Somalia, Kenya, and Sudan. In addition, Ethiopia has high chances of subsequent transmission due to low population immunity, and high zero dose which is resulted from the low routine immunization coverage.

In the year 2024, total 21 cVDPV2 cases, 1 VDPV2 and 1 environment sample are reported in Ethiopia from Addis Ababa, Amhara, Afar, Gambela, Oromia, Somali and Tigray regions. As per the OPRG approved two rounds of nOPV2 campaigns have been implemented in 2024. Based on the recently reported case in last quarter of 2024 OPRG and RRT team is proposing two rounds of nOPV2 campaigns in affected regions. Polio team lead will support these outbreak response campaigns.

Under the guidance of Health Manager /polio focal person at Client country office, the consultant (polio team lead) will work closely with Ethiopia Public Health Institute (EPHI), WHO, CDC, USAID, and other in-country polio partners to improve the planning, budgeting, and management of Client’s contribution to the polio eradication program throughout the country including Addis Ababa and to support the additional locations where polio related response and prevention interventions are identified by the in country team for polio outbreak response.

OBJECTIVES, PURPOSE & EXPECTED RESULTS

The purpose of the consultancy service is to provide technical support to Ethiopian Pharmaceutical Supply Service (EPSS), Regional Health Bureaus, zonal health departments and Woreda health offices on planning and response to vaccine derived Polio virus outbreaks with focus on vaccine management which is consistent with the latest SOPs for outbreak responses.

The consultant is expected to provide technical assistance on the overall nOPV2 vaccine management to ensure proper storage, timely and in full delivery to service delivery points, retrieval of all vials after each SIA, proper disposal of unusable vials and wastes and documentation of vaccine related reports.

DESCRIPTION OF THE ASSIGNEMENT

The consultant will work closely with national and regional Emergency operation Center (EOC), the Cold Chain and Vaccine Management -technical working group, EPSS Center, EPSS hubs, regional health bureaus and authorities of the regional immunization Programme to accomplish the Following deliverables:

  1. Develop/review the outbreak response SIAs supply and logistics plan to regional and district level.
  2. Establish cold chain functionality and failure report tracking method and coordinate the maintenance activities at the regional and sub-regional level.
  3. Develop/review the distribution plan, route, transport and organize the distribution of the nOPV2 outbreak response supply and logistics at the regional and sub-regional level.
  4. Develop/review reverse logistic plan, route, transport and organize the nOPV2 vaccine and vaccine retrieval from the Woreda health offices to the central hub for destruction.
  5. Provide training to SIA facilitators at regional and sub regional levels on nOPV2 vaccine management.
  6. Provide on-site, hands-on training for supply chain workforce at service delivery points on effective vaccine management. Support Woreda health offices in the management of nOPV2 during the SIA including reverse logistics to central hub.
  7. Supervise use of nOPV2 by vaccination teams during outbreak response SIA and participate in region/ district command post daily coordination meetings and report daily vaccine related performances to central outbreak response team/command post.
  8. Coordinate with RHBs and EPSS hubs for the submission of quality vaccine Distribution and utilization reports(Form A) and other related reports
  9. Actively participate in regional TWG coordination meetings and provide technical support as needed.
  10. Organize reverse logistics regional and sub-regional level for used and unused/broken/partially used/ and report on unaccounted nOPV2 vials within three days after campaign rounds (R1 & R2).
  11. Other responsibilities as per the need related to polio vaccine management.

Specific service / outputs to be delivered at a specific time as per stated objectives and performance / quality requirements.

  1. The consultant will be directly recruited by third party HR firm, and reports to the ECO Client Polio country focal person on monthly bases regularly reporting like Mission reports, technical reports, and monthly reports as required.

PROJECT MANAGEMENT

The consultant will be directly recruited by third party HR firm, and reports to the ECO Client Polio country focal person.

GENERAL CONDITIONS: PROCEDURES AND LOGISTICS

  • The consultant will not be provided any lodging and/or meals.
  • The consultant will not work from Client office, rather work from FMOH/regional RHB office.
  • The consultant should provide his/her own materials, i.e. computer,
  • The consultant will use rented car, when needed (provide by the Client transport LTA holder firm).
  • The consultant will be paid monthly upon completion of deliverables as indicated on this TOR on monthly basis as per the third-party HR firm agreement upon submission of report.
  • No contract may commence unless the contract is signed by both HR firm and the consultant.
  • Travel will be facilitated and managed by the HR firm in agreement with Client.
  • Consultants will not have supervisory responsibilities or authority on Client budget
About You

Specific competencies, qualifications and responsibilities required of the third-party staff,

  • University degree in one or more of the disciplines relevant to the area of the expertise – Pharmacy, Supply Chain and logistics, Biomedical engineering, Public Health. Training in Cold Chain & vaccine Management will be an asset. At least 2 to 3 years of professional work experience at national and decentralized levels in outbreaks response, routine immunization, public health and other relevant programs.
  • Demonstrated experience providing technical assistance to governments on the implementation of outbreak responses (polio) and for routine immunization activities.
  • Demonstrated experience in managing vaccine and reverse logistics for nOPV2 released for outbreak responses
  • Demonstrated experience in reverse logistics for nOPV2/mOPV2 released for previous outbreak responses
  • Demonstrated experience in working with government (RHBs, EPSS, FMOH, EFDA, EPHI…) and non governmental organizations.
  • Ability to coordinate both governmental and regional level GPEI partners during pre, intra and post campaign activities
  • Familiarity with the International system and Polio Eradication efforts is desired
  • Demonstrated ability to work in a multi-cultural environment
  • Fluency of English language both speaking and written is a requirement. Fluency and Working knowledge of local language will be an asset.
