About the Project

The Intelligence, Resilience, Innovative Farming (IRIF) project is a donor-funded initiative. The project’s goal is to enhance the climate resilience, productivity, and incomes of 1,500 smallholder farmers in Oromia Regional State through the deployment of an AI-powered, climate-smart agriculture platform. This involves delivering AI-driven advisory services, enabling access to financial inclusion products, and strengthening digital market linkages.

Job Overview

Birrama is seeking a dedicated Administration and Finance Officer to manage all day-to-day financial, accounting, and administrative functions for Birrama’s component of the IRIF project.

This role ensures strict compliance with implmenting organization policies and regulations. The successful candidate will provide timely financial reports and maintain the organizational effectiveness required to support the technical team’s successful execution of project activities.

Key Responsibilities

1. Financial Management and Accounting

  • Bookkeeping: Manage the project’s financial books, ensuring all transactions are accurately recorded, coded, and posted in the accounting system in compliance with international standards and Birrama policies.
  • Payments: Prepare, process, and track all project-related payments, including vendor invoices, staff expense claims, and partner fund transfers.
  • Reconciliation: Conduct monthly bank and cash reconciliations and prepare trial balances and financial statements for internal review.
  • Reporting: Lead the preparation of timely and accurate quarterly financial reports for submission to the Project Manager and the lead implementing partner (Farm Africa), ensuring adherence to donor formats.
  • Tracking: Track project expenditure against the approved budget, highlighting variances and potential financial risks.

2. Administrative and Compliance Support

  • Record Keeping: Oversee and maintain comprehensive project records, files, and documentation (physical and digital) for audit purposes (procurement, HR, contracts).
  • Procurement: Manage the procurement process for project assets and services (e.g., IRIF Capsules, field transportation, workshop services) in line with transparency and competitive bidding requirements.
  • HR Administration: Ensure administrative HR activities (onboarding, leave tracking, timesheets) for project-hired staff are managed efficiently.
  • Asset Management: Serve as the custodian of project assets, maintaining an up-to-date asset register and ensuring assets are insured and secured.

3. Budget and Audit Support

  • Planning: Assist the Project Manager in annual/semi-annual budget planning, forecasting, and revision processes.
  • Auditing: Coordinate and facilitate internal and external audits, ensuring documentation is available and queries are addressed promptly.
  • Compliance: Ensure full compliance with Ethiopian tax laws, labor laws, and donor financial regulations.
About You

Education & Technical Skills

  • Education: Minimum of a Bachelor’s Degree in Accounting, Finance, Business Administration, or a related field.
  • Software: Proven proficiency in computerized accounting software (e.g., Peachtree, QuickBooks) and advanced Microsoft Excel skills.
  • Knowledge: Strong knowledge of International Financial Reporting Standard (IFRS) and experience with donor-funded project financial management.

Experience

  • Years of Experience: Minimum of 2 years of progressive experience in finance and administration.
  • Sector Experience: Experience working on projects funded by international donors is preferred.
  • Full Cycle Management: Demonstrated experience managing the complete financial cycle (budgeting, disbursement, reporting, and audit).
  • Logistics: Proven experience managing procurement and administrative logistics.

Languages & Competencies

  • English: Fluency in written and spoken English is essential for reporting.
  • Local Languages: Professional working proficiency in d Amharic is highly required for administrative liaison.
  • Soft Skills: Excellent organizational skills, attention to detail, ability to work independently, and a commitment to confidentiality and integrity.
