Job Description

  Background

Management of human resources in the Public Health Emergency Management (PHEM) system is among key activities of the Ethiopian Public Health Institute (EPHI). Continuous assessment of capacity of PHEM officers at all levels is also key for capacity development interventions conducted by EPHI/MOH and partners. Issues related to obtaining a full picture of the PHEM human resource capacity at different levels, difficulty in planning and implementing capacity development interventions due to lack of timely and complete information, and lack of efficiency in utilization and mapping of human resources working in the PHEM system have present major challenges to the system.

Given this challenge, EPHI is planning to develop a web based PHEM officer’s tracking system to collect and manage up-to-date information regarding the human resource in the system. The program is aimed at providing information necessary to building the capacity of PHEM officers so that they will be able to prevent, detect and promptly respond to public health emergencies and health events of national and international concern. Resolve to Save Lives (RTSL) is supporting this work as part of the broader Health Security Strengthening project with EPHI. The technical implementation of this activity will be led by the National Data Management Center for health (NDMC).

The NDMC at the EPHI is a responsible center to centrally archive health and health related data, process and manage health research, apply robust data analytic technics, synthesis evidence and to ensure evidence utilization for decision making by the Federal Ministry of Health (FMoH) and other relevant stakeholders at local, sub-national and national and international levels. NDMC has collaborative partnership with Institute for Health Metrics and Evaluation (IHME), University of Washington and has established a Burden of Disease (BoD) Unit. The BoD Unit is responsible for data mapping, collecting, reviewing and archiving available health and health related data in the country and for producing national and subnational burden of disease estimates collaboratively with Global Burden of Disease (GBD) Study centred at IHME for population and demography, mortality and risk factors for a range of communicable diseases, non-communicable diseases, maternal newborn and child health, nutrition and for injuries. The unit creates platforms for translating BoD evidence for decision and policy at national and subnational levels. The NDMC is looking for high calibre staff for this collaborative project.

Job Description

We are looking for a Back-End Web Developer responsible for managing the interchange of data between the server and the users. Your primary focus will be development of all server-side logic, definition and maintenance of the central database, and ensuring high performance and responsiveness to requests from the front-end. You will also be responsible for integrating the front-end elements built by front-end developers into the application. A basic understanding of front-end technologies is therefore necessary as well.

Roles and responsibilities

  •  Be involved and participate in the overall application lifecycle
  •  Building reusable code and libraries for future use
  • Develop functional and sustainable web applications with clean codes
  •  Troubleshoot and debug applications
  •  Compile and analyse data, processes, and codes to troubleshoot problems and identify areas for improvement.
  • Collaborating with the front-end developers and other team members to establish objectives and design more functional, cohesive codes to enhance the user experience.
  •  Developing ideas for new programs, products, or features by monitoring industry developments and trends.
  •  Integration of UI elements developed by front-end developers with server-side logic
  •  Optimization of the application for maximum speed and scalability
  •  Create and manage multiple databases.
  •  Create and manage constraints and indexes.
  • Map out the conceptual design for a planned database
  •  Refine the logical design so that it can be translated into a specific data model.
  •  Further refining the physical design to meet system storage requirements.
  • Write database documentation, including data standards, procedures and definitions for the data dictionary (metadata)
  •  Install, tune, implement and upgrade DBMS installations
  • Assist with schema design, code review, SQL query tuning and the creation of stored procedures
  • Write and deploy SQL queries
  • Upgrade and improve application schema and data upgrades
  • Proactively and regularly make recommendations for system improvements
  • Main focus on database development, back-end coding and debugging
  • Define and communicate technical and design requirements
  • Create detailed documentation including SRS, SDS, and STD with co-workers
  •  Provide help and support to other team members
  •  Stay up to date with current best practices
  •  Conduct UI tests and optimize performance
  •  Manage cutting-edge technologies to improve applications
  • Collaborate with multidisciplinary team of designers, developers and system administrators
  •  Follow new and emerging technologies
  •  Process work accurately and in a timely manner
  • Pay attention to detail at all times

Job Requirements

Qualifications

  •  BSc degree in the field of Computer Science, Information Technology, Software Engineering, Computer Engineering and 10 years of relevant work experiences
  •  MSc degree in the field of Computer Science, Information Technology, Software Engineering, Computer Engineering and 8 years of relevant work experiences
  •  Preference will be given to candidates with certifications in related fields such as; PHP, C#, health data exchange, DHIS2, HMIS, Node JS, MS SQL and MySQL

Desired skills and experiences

  •  In-depth understanding of web development cycle and programming techniques and tools.
  •  Proficient knowledge of a back-end programming language such as C#, JavaScript, PHP, Python, Java, etc.
  •  Familiarity with the ASP.NET framework, Express JS framework, SQL Server and design/architectural patterns (e.g. Model-View-Controller (MVC))
  •  Good understanding of database security, database design, implementation, troubleshooting and maintenance
  •  Advanced experience and knowledge of T-SQL
  •  Design, create and test SQL reports using SSRS
  •  Basic understanding of front-end technologies and platforms, such as JavaScript, HTML5, and CSS3
  •  Good understanding of server-side CSS pre-processors, such as LESS and SASS
  •  Experience with design and development of REST API platform
  •  Experience in creating REST API documentation using Swagger and YAML or similar tools desirable
  •  Experience with Linux Operating Systems
  •  Experience with Scrum and other Agile processes
  • Understanding accessibility and security compliance
  •  Integration of multiple data sources and databases into one system
  •  Management of hosting environment, including database administration and scaling an application to support load changes
  •  Data migration, transformation, and scripting
  •  Setup and administration of backups
  •  Understanding differences between multiple delivery platforms such as mobile vs desktop, and optimizing output to match the specific platform
