Role Overview

Kavod Real Estate PLC seeks a Chief Technical & Projects Officer (CTPO) to lead all technical, engineering, and project delivery functions. Reporting to the Chief Executive Officer, the CTPO will oversee Project Coordination, Strategic Planning & Contract Administration, and Engineering Advisory units while managing external contractors and consultants. The role holder will drive end-to-end execution of premium commercial mall developments from concept through handover, ensuring quality, cost control, and timely delivery in a high-velocity environment.

Core Duties and Responsibilities

  1. Technical Leadership & Strategy: Defines and executes the technical vision and project delivery strategy for all commercial mall developments, ensuring alignment with corporate objectives and quality standards.
  2. Project Coordination & Supervision: Oversees end-to-end project lifecycle management, ensuring timely execution, quality assurance, and adherence to design specifications across all construction phases.
  3. Planning, Monitoring & Contract Administration: Directs strategic planning, progress monitoring, and contract administration to optimize resource allocation, mitigate risks, and ensure robust contractor performance management.
  4. Engineering & Technical Advisory: Leads multi-disciplinary engineering coordination, design oversight, technical feasibility assessments, and value engineering solutions.
  5. External Stakeholder Management: Selects, appoints, and manages external contractors, consultants, and design firms; negotiates technical scopes and fees; enforces contractual compliance; and maintains productive partnerships.
  6. Quality Assurance & Compliance: Establishes and enforces rigorous quality control protocols, safety standards, and regulatory compliance across all projects.
  7. Cost Control & Value Engineering: Drives cost optimization through effective quantity surveying, value engineering initiatives, and proactive budget management without compromising design integrity.
  8. Cross-Functional Collaboration: Partners with the Chief Commercial & Growth Officer to align project timelines with commercial requirements; coordinates with Finance on capital planning; and supports Business Development on technical feasibility.

  • On-time and on-budget delivery of all commercial mall projects

About You

Qualifications & Experience

  • Master’s degree in Civil Engineering, Architecture, Construction Management, or related technical discipline
  • 15+ years in technical leadership roles within real estate development or construction; commercial real estate or mall development experience preferred
  • 7+ years in C-suite or senior executive positions managing multi-disciplinary technical teams
  • Demonstrated success delivering large-scale commercial developments from concept to completion
  • Professional certifications in Project Management (PMP), Architecture, or Engineering preferred
  • Proven track record managing external contractors, consultants, and complex stakeholder ecosystems
