BACKGROUND

EngenderHealth is seeking qualified candidates for Construction Advisor for the USAID/ Lowlands Health Activity (LHA) in Ethiopia. The LHA focuses on improving health and nutrition outcomes in the pastoral geographies of Ethiopia, through increased access and utilization of quality reproductive, maternal, newborn, child, and adolescent & youth health and nutrition (RMNCAH-N) services.

JOB SUMMARY

The Construction Advisor will provide renovation engineering support to the Lowlands Health Activity.  The Construction Advisor will implement the Activity’s rehabilitation and renovation activities, which will include construction needs assessment, planning, implementation and close monitoring follow up and liaising with the donor and Quality assurance firm under the guidance of the Chief of Party of the activity.

ESSENTIAL FUNCTIONS

  • Perform rehabilitation/construction planning including preparing implementation plan,
  • Conduct detail site need assessment work and prepare report, drawings of existing conditions, check structural integrity of existing constructions, and provide rehabilitation requirements.
  • Conduct surveying, soil study, prepare design documents including drawings of all disciplines, technical specification, detail bill of quantities, quality control documents and other necessary design documents.
  • Prepare cost estimates of rehabilitation work.
  • Prepare bidding document, participate and technically support the bid evaluation and award process.
  • Follow and administer construction contracts
  • Prepare and monitor construction schedule using MS-Project.
  • Conduct site inspection, monitor regional site inspectors (Engineers) and lead construction oversight activity.
  • Monitor and supervise construction activities to comply with the design documents, applicable codes and standards, environmental as well as health and safety requirements.
  • Review contractor submittals, clarification requests, change orders and provide approvals in communication with and based on the donor’s guidelines.
  • Prepare regular construction progress reports.
  • Review and approve contractors’ payments.
  • Conduct final inspection of works, identify punch list items, follow rectification and conduct provisional acceptance.
  • Represent the Activity and liaison with USAID and representative, and with government stakeholders.
  • Works closely with the RHB construction engineers or other relevant personnel.
  • Any other duties as assigned by your supervisor

About You

  • Bachelor’s degree in civil engineering or construction technology and management with at least 10 years’ experience in a similar position. OR
  • MSC degree with at least Seven years of similar experience.
  • Adequate knowledge of civil engineering, building design and construction.
  • Relevant design and site supervision experience, preferably on USAID or donor-funded construction activities
  • Experience in project management and coordination including team management.

  • Strong communication and interpersonal skills, with the ability to work effectively with diverse stakeholders
  • Proficiency in English, both oral and written.
