We are looking for a dynamic and result-oriented MEL Coordinator who will be engaged and provide technical MEL support at area office level in support of regional MEL coordinator II. The responsibilities include provision of support to ensure data quality, support in data entry, reporting, providing technical supports in MEL-related capacity-building efforts to partners and regional health structure, tracking data elements that come through the HMIS (DHIS2) and CHIS/e-CHIS, support the incorporation of project metrics within the health system at different level including joint supportive supervision checklists, and design dashboards to properly track both scale up and system influence components of the program at regional, woreda and facility level. The MEL Coordinator will engage in supporting the implementation of data quality assurance systems to ensure timely and accurate collection of quantitative and qualitative programmatic data from partners, sales agents, and PSI/E regional staff. S/he will support the implementation of all PSI/E MEL systems and procedures to the regional level and lower structures.
Primary Duties and Responsibilities:
Specific responsibilities of MEL coordinator include, but are not limited to:
- Monitoring and evaluation
• Engage in monitoring of program outputs and quality, generate quality evidence on progress, and program impact for use of data for decision-making processes.
• Provide technical support to ensure use of weekly and monthly quantitative and qualitative reporting tools by field Officers.
• Provide technical support in the cascading process of Gov’t M&E tools/systems, digitalization (CHIS, HMIS/DHIS 2)
• Generate updated and required information from the program database and produce data reports (Table/graphs) for review of indicator updates by program teams on monthly and/or regular basis. Engage in data analysis as requested.
• Provides technical support in Coaching and mentoring at facility level to strengthen Family Folders and Tickler Box System,
• Engage in regular programmatic data collection, data cleaning, data compilation and data analysis and report writing
• Provide technical support and follow up timely data management & submission of program data from facilities to government HMIS/DHIS 2 & other reporting system in accordance with standard tools & guidelines.
• Provide technical support in strengthening data quality and conduct joint RDQA with Gov’t stakeholders
• Give support to MEL coordinator II in responding to donor queries on metrics reached and other quantitative indicators.
• Provide technical support to program teams to integrate MEL into ongoing program planning and implementation systems and ensure adherence to PSI MEL minimum standards.
• Provide technical support to enhance the use of Digital data collection technologies
• Provide technical support in managing and use of program databases to facilitate timely information updates, data quality assurance, sharing of information and learning, etc.
• Provide technical support to ensure timely submission of data by partners and PSI/E from and to relevant regional government structures in accordance with national guidelines.
• Support the planning and execution of cross-functional supportive supervision and data quality audits among all partners within the region/corridor and government offices and facilities
• Provide technical support in the effort to strengthen Gov’t MEL Partnership and actively engage on different platforms (TWGs, Performance review, annual work plan) at regional level.
• Engage in review meetings with relevant stakeholders,
• Prepare necessary reporting to respective project sectors.
• Engage in data collection and supervision of evaluations to ensure the required data collected with the desired data quality.
2. Learning
• Engage in the generating learnings and relevant best practices through data collection, analysis and documenting
• Provide the necessary technical support to transform data collected from the field into knowledge that translates into actions.
• Generate the necessary data and information and analyze as requested, to fulfill internal and external reporting requirements.
• Provide the necessary technical support in design and set up a joint Data to Action (D2A) framework at regional level with RHBs in consultation with program team to track the progress of the program.
• Support in generating the necessary data and information for use in decision making during regular D2A discussions & performance review sessions undertaken with responsible Gov’t RHBs & project team
3. Capacity Building
• Provide technical support in the capacity building efforts of all relevant team members to develop and maintain a robust MEL system.
• Provide support in capacity building efforts of local partners in the area of MEL and reporting.
• Adapt existing protocols and plans to mentor and coach colleagues to build their capacity to enable them to develop high-quality reports.
• Provide the necessary technical support in the provision of training, capacity building, and technical support to business partners, NGOs, Woreda level technical working group/team, and other partners on data quality management and recordings.
4. Accountability
• Coordinate and engage with the team in the office to ensure systems that promote beneficiary accountability are implemented by ensuring that communities participate in initial assessments and program design.
• Engage with the program teams to ensure that communities are informed about our programs and what we do, are aware of their entitlements, are comfortable to give feedback and that feedback is used to improve the quality of our programs.
• Conduct himself/herself both professionally and personally in such a manner as to bring credit to PSI and not jeopardize its humanitarian social marketing mission.
Conduct any other MEL elated tasks as required.
Relationships
This role will be under the supervision of the area office lead and closely working with the WASH, SRH and MULU Technical Leads across the regional support. S/he will also work closely with country office MEL team. In addition, this role will liaise with regional governments, business partners, and other stakeholders as necessary.
About You
Job Requirements:
• Master’s degree in public health, Statistics, Population Studies, information management, Economics, or related fields with four (4) years of demonstrated experience.
OR
• Bachelor’s degree in public health, Statistics, Population Studies, information management, Economics, or related fields with six (6) years of demonstrated experience.

• Excellent written and verbal communication skills in English, Amharic, specific regional languages is an added advantage

• Excellent interpersonal skills and good team spirit
• Willingness to travel up to 50% time away from the regional office.
