The Ethiopian Wildlife Conservation Authority (EWCA), responsible for overseeing Ethiopia’s protected areas, is the Executing Agency of the German Development Bank/KfW-funded “Conservation and Sustainable Use of Biodiversity in Priority Protected Areas in Ethiopia” project. EWCA is seeking the service of an external audit for the project’s Disposition Fund (DF) accounts for the project year ending June 30, 2024.

Purpose and Scope of the Assignment

The purpose of the assignment is to procure external audit services to perform an annual audit of the books of accounts and express an independent professional opinion on the statement of expenditure (SoE) of the project’s Disposition Fund accounts. The auditor is responsible for reviewing the financial records of the Disposition Fund accounts to ensure compliance with KfW’s guidelines, Ethiopia Government regulations and other applicable policies and rules, and issuing an audit report expressing an opinion on the fairness of the Disposition Fund’s Statements of Expenditure.

Required Qualification

To be considered, the audit firm must meet the following requirements:

• Valid business license, TIN certificate, and VAT certificate.
• The ability to conduct audits in accordance with the International Standards on
• Assurance Engagements (ISAE) 3000 Revised, as set forth by the International
• Auditing and Assurance Standards Board of the International Federation of Accountants (IFAC).
• Membership in a national accounting or auditing body that is itself a member of the International Federation of Accountants (IFA).
• A commitment to upholding the IFAC standards and ethics throughout the engagement.
• Registration as a statutory audit firm in Ethiopia’s public register, maintained by the Accounting & Auditing Board of Ethiopia.
• A proven track record of performing credible financial audits for government and non-governmental organizations in Ethiopia.
