Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff

Risk and Compliance:

The role holder is required to carry out the duties in accordance with the SCI Fraud, Bribery, and Corruption policy and code of conduct. The key responsibilities include understanding and complying with the SCI policies and procedures, not committing any act of fraud, bribery, or corruption, understanding risks in their area/role, and implementing mitigation measures, report any suspected fraud, bribery, or corruption immediately, declare conflicts of interest in accordance with internal procedures and complete mandatory training related to ethics and anti-fraud measures.

Role Purpose:

The post holder will be responsible for the day‑to‑day community mobilization and engagement activities, including timely planning, coordination, implementation, monitoring, and review of the project. The role will ensure that correct beneficiary‑selection procedures and criteria are applied throughout the targeting process. The post holder will also ensure that feedback from beneficiaries or target communities is appropriately collected and shared with the FSL Coordinator, and that any unresolved issues are escalated to the FSL Manager, FSL Advisor, or Field Office Manager as required.

KEY AREAS OF ACCOUNTABILITY:

• Develop plans to incorporate the livelihoods related activities during development and implementation of the project plans.
• Carry out baseline need assessment with other project teams and local partners to identify needs, prioritization and planning.
• Work with the local authorities and target community in setting participatory beneficiary selection criteria and selections of direct beneficiaries for each type of responses.
• Plan, implement, monitor and review the implementation of the livelihood component of the project according to the approved donor, SCI standards and local government agreements.
• Provide technical support to local authorities and target communities aiming at building their planning and implementation capacity
• Conduct regular planning and review meetings with the project frontline staff and local partners and record lessons learnt and provide feedback to FSL Coordinator and FSL Program Manager.
• Together with the project staffs and partners sets project quality standards and action steps and monitor performance accordingly.
• conducts regular supervision and closely work with the field workers on site;
• Ensure that the allocated resources are timely mobilized and properly used on the site;
• Make sure the food resources of the organization goes to the appropriate and needy direct transfer in Kind and MPCA and public work participants of the community with all the required quantity and quality;
• Prepare and maintain records, documents and control plans for the monitoring of projects/ program implementation.
• Prepare biweekly and monthly implementation works plans.
• Supervise the implementation of the project following the established procedures and mechanisms for deployment of material to affected areas.
• Provide technical advice, training and support to development agents, community animal health workers, experts and community to ensure that activities are carried out in a timely manner.
• Establishes firm and institutionalized working relationships with local officials, community institutions and other stakeholders
• Keeps up to date with the development in the sectors, including best practices examples in country and ensure ongoing personal development and learning.
• Ensure work plan relates closely to the regular updated project work plan guiding the project implementation and progress towards completion.
• Prepare action plans jointly with project staff and local government and other stakeholders for monitoring, review and periodic project reporting.
• Prepare monthly, quarterly, intermediate and final reports and submit to the supervisor
• Perform other duties as assigned by the supervisor

Essential

• Holds BSc/BA or/MSc/MA or equivalent in Agriculture sector; livelihoods, NRM and DRR, food security, Economics and/or emergency livelihood/food security intervention
• At least three years of work experience in agriculture sector, at least three years in the local or international NGOs.
• Experience in implementation of similar project/program’s in livelihood-based emergency responses activities like, agriculture, livestock interventions, multipurpose cash interventions gained good understanding on protection gender mainstreaming in development or emergency humanitarian context.
• Understanding and experience in the project implementation techniques, participatory planning, implementation and monitoring basic practices.
• Motivated self-starter, able to carry out work independently but also coordinate effectively as part of a team;
• Proven skills on managing changes, achieving results, ensuring quality, team building and capacity building.
• Ability and willingness to work under pressure as part of a professional team.
• Excellent interpersonal skills, including cultural sensitivity, assertiveness and negotiating skills.
• Demonstrated planning and organizational skills;
• Spoken and written fluency in English and computer literacy (MS Office and email/internet);
• Excellent in writing periodic reports
