Job summary 

Under the supervision of the Project Manager the M&E specialist is responsible to lead and coordinate the M&E activities of the Integrated HIV Service for KPP in Community DICs project supported by MOH-Global Fund implemented in Six Regions and two city Administrations. She/He will be responsible to support the design and oversee the implementation of M&E activities, develop guidelines, standard operating procedures, training manuals and provide technical support to implementing partners in close coordination with technical staffs and partners. She/he will be also responsible for the collection of strategic information, analysis, and dissemination of evidence-based data use for decision-making.

The M&E specialist will collaborate with technical Partners and IPs in the implementation of electronic data collection and management HIV service packages focusing KPP through configured with DHIS2 data management system. S/he ensure that routine data quality assessments and/or data quality monitoring activities on a quarterly basis, develop and implement data quality improvement interventions in close collaboration with partners.

The M&E specialist will ensure KPI based project data is collected using EMRIS and DHIS2 tools, track activities, output and result level indicators and ensure that accurate, verifiable, and complete data is reported to Woreda Health offices, regional health bureaus and MOH in a timely fashion.

Job responsibilities:

  • Coordinate and develop MEL and Performance monitoring plans of the project in close collaboration with program team
  • lead the adoption, development of guides, tools, SOPs for MEL of the project
  • Lead and implement capacity building training on data capturing, analysis and reporting to IPs and field staffs.
  • Responsible for tracking, monitoring on regular bases of defined KPI and data visualization for the project leads and report support
  • lead the development of quality improvement /quality management activities that defines, monitors an analyzes HIV prevention, care and treatment activities of the project that emanate from DIC, Universities and Industrial parks.
  • lead the use of web-based database system for client data record and visualization to Partners as well as produce report compatible to DHIS2 platform•    Enforce routine data quality assessments necessary for systematic review and monitoring of project implementation against project KPIs, outcomes.
  • Conduct assessments and surveys, analyzing data collected, and facilitate the use of data for decision-making.
  • Undertake the preparation, dissemination of best practices, project briefs, and success stories.
  • Produce timely, accurate, and complete reports of the project implementation meeting MOH standards and requirements.
  • Lead and coordinate timely supportive supervision and joint review meetings with stockholders and donors as per agreed project agreement,

About You

Required education and experiences:

  • MSC/BSC Master’s in Monitoring & Evaluation, public health, Demography, Statistics or related field
  • 6 to 8 years of progressive experience in the monitoring and evaluation of HIV projects with minimum of 4 years Global Fund supported projects
  • Work experience in operating M & E systems and tools and managing data intensive programs preferably in HIV/AIDS programs.
  • Experience with qualitative and quantitative M&E data collection and analysis methods, including tracking of indicators
  • Familiarity with data analysis tools and software’s and MOH data systems (EMRIS, DHIS, commcare, etc)
  • Knowledge of M&E and data quality management related to health programs, preferably on HIV and AIDS programs
  • Demonstrate experience and knowledge of national HIV programs monitoring and evaluation schemes and goals to provide support and guidance to project staff on design, monitoring and evaluation is highly desirable.

  • Strong interpersonal skills and positive professional attitude
  • Excellent written and communication skills in English and local languages
  • Ability and great interest to work in team and be good team player.
  • Skills in MS Windows and MS Office packages (Excel, Word, PowerPoint), Web based platforms, conferencing Applications, information management systems, web-based monitoring, evaluation and reporting system such as COMMCARE.
