Job Description

GITEC GITEC-IGIP Consulting Group provides consulting services to the Ministry of Agriculture (MoA) Sustainable Land Management Programme (SLMP) for the Ethio-German Sustainable Land Management Project, Phase III (SLM-III), working in Amhara and Oromia Regional States (Regions) of Ethiopia.

For the past five years GITEC IGIP Consulting Group has been working with MoA as Implementation Support Consultant (IC) for the above KfW financed Projects in thematic areas such as Financial Management and quality assurance of community infrastructures.

Now GITEC would like to recruit experts for the following New Position that would qualify the requirements stipulated below:

OVERALL RESPONSIBILITIES

The GITEC Planning and GIS Expert (PGE) is a senior position with key responsibilities for supporting SLM III supported Woredas and Regions on work plan and budget preparations, reviewing, facilitation of approval process and rolling down to the Regions / Woredas after approval of the Work Plan and Budget is granted. The PGE will also be in charge of preparation, reviewing and updating watershed/micro watershed maps and development plans and recording all geospatial data on the project’s appropriate tools. The expert will pro-actively advise and support the woredas with the timely implementation of the activities from the workplan.

The PGE will work closely with the IC Soil and Water Conservation Specialist (SWC-S) and the Watershed Management Specialists (WMS) at Federal and Regional level to form an effective team focused on measurement and documentation of treated areas using GPS and Remote Sensing. This also requires full participation in planning and management of shared resources and activities.

The PGE is expected to spend up to 60% of available working time in the field, outside Addis Ababa, primarily at project woredas and regions, where s/he will work together with IC, Woreda and Regional experts in charge of financial and procurement management as well as those planning and implementing watershed development and management tasks.

SPECIFIC TASKS

Working under the direction of the Chief Technical Adviser/Deputy Chief Technical Adviser (CTA/DCTA) (and in close coordination with the SWC-S/WMS and other members of the IC technical team the PGE will ensure close cooperation at all times with the Coordinator of the National and Regional Programme Coordination Unit (NPCU/RPCU)and other members of various SLMP teams at Regional and woreda levels. In particular the PGE will:

  • Familiarize fully with key project documents and, where relevant, their annexes, including: Separate Agreement, Harmonized Logical Framework, PIM, CBPWDG, M&E guidelines, Environmental and Social Management Framework, IC directives and guidelines, annual and periodic work plans at Region, woreda and MWS levels;
  • Familiarise with the NPCU information and data management systems paying particular attention to planning and reporting functions;
  • Participate in planning processes and together with the SWC-S/WMS/Financial Management Specailist (FMS)/Project Accountant ( PA assist in the development and final approval of 2-year’s and annual watershed development plans; paying particular attention to ensuring that activities are planned and costed in line with available budgets, prevailing cost norms and unit costs The PGE will assist in drafting, budgeting, consolidation and approval processes for SLM III National/Regional/Woreda watershed development plans, including:
  • Work with the Regional/Woreda/National experts to facilitate preparation of consolidated two years’ project work plan & budget which will be built up from micro watershed to Main Watershed to woreda, and regional work plans;
  • Facilitate, support and ensure documentation of Work Plan & Budget revision and approval processes;
  • Review and consolidate achievements of Woredas against the Work Plan and Budget, reporting periodically to the CTA/DCTA;
  • Prepare periodic achievement reports against the approved Work Plans and Budgets
  • Work closely with the SWC-S/FMS/WMS to produce the required reports.
  • Develop and support a GIS-based approach to reporting project achievements:
  • Work with the SWC-S, woredas and other IC staff to develop a data management system for confirming, recording and reporting the achievement reports of the Woredas using GPS measurement of the areas treated;
  • Identify data collection opportunities from primary and secondary sources related to land use and land cover maps at national, regional and woreda levels, collate and utilize the data for project reporting;
  • Digitizing and visualization of maps, satellite image processing, georeferencing, digitization and feature extraction from collected maps;
  • Liaising with woreda level data collectors checking for accuracy, developing checklists and institutional mapping to create a range of relevant watershed maps;
  • Support GIS based Spatial Analysis and statistics
  • Work with IC national, regional and zonal SWC-S/WMS to register and upload information on the SRIIS system (or another management information system  recommended by the NPCU);
  • In close cooperation with the SWC-S and Regional WMS plan and supervise a training needs assessment for technical and woreda staff in the field of watershed planning and management, including appropriate GIS and data management requirements. The field-level assessment may be carried out by the Regional WMS. Prioritise and design training programmes as per the requirements and provide continuous capacity development support during plan preparation and operationalization. Facilitate project-related training and coaching for project stakeholders especially at woreda level and below in the use and application of digitalized equipment.
  • Contribute to periodic reporting on technical matters including consolidation of a project-wide 6-monthly progress report on achievements and lessons learned related to SWC and community infrastructure activities; review and edit  physical achievements reports; review reports of woredas, and kebele level institutions, ensuring compliance with mandated reporting requirements;
  • Prepare and submit in timely manner and in accordance with IC formats internal weekly work plans/reports and monthly timesheets, invoices and reports;
  • Undertake any additional associated tasks or activities that may reasonably be required from time to time by the CTA/DCTA.

DELIVERABLES

  • Timely preparation of consolidated project-wide, Regional, Woreda and Federal level Two-Year Work Plans, Annual Work Plans and revised/adjusted Work Plans;
  • Timely submission of Quarterly and Semi-Annual Reports of progress against approved work plans by woredas, regions, and project-wide;
  • Implementation calendars of major SLM-activities by (Eco-)Region
  • Ensure regular updating and maintenance of Management Information System (SRIIS or similar);
  • Range of Geospatial Data and related information maintained and updated;
  • Record of physical achievements, including area coverage, updated and maintained using GPS systems and remote sensing
  • Training needs for woreda personnel in relation to planning, management and GIS assessed, Internal training materials prepared and delivered with appropriate facilitation;

Reporting language is English.

Duty Station: Addis Ababa, occasional travel to project sites

Job Requirements

QUALIFICATION

  • Masters Degree in Natural Resource Management, Agricultural Economics or a related field
  • Diploma or Training in Geographic Information Systems and Remote Sensing
  • Minimum of ten years’ experience in developing and implementing Planning and GIS in the fields of natural resource management, sustainable land management, agriculture development and report writing;
  • Strong analytical skills including analysis of both quantitative and qualitative data;
  • Ability to participate in the design, implementation and management of complex organizational change processes;
  • Ability to work independently and as part of a team;
  • Excellent organizational and time management skills required to meet deadlines;
  • Excellent interpersonal and communication skills required to train / coach staff and deliver presentations;
  • Proficiency in Microsoft Office applications, and in working with data analysis packages;
