Background

The Ethiopian Agricultural Transformation Institute (ATI), formerly known as the Agricultural Transformation Agency (ATA), is a strategy and delivery-oriented government institute created to help accelerate the growth and transformation of Ethiopia’s agriculture sector, which is a key contributor to the country’s GDP, exports, and workforce. The ATI’s work is centered on improving the livelihoods of smallholder farmers (SHFs) across the country for improved income, inclusiveness, resilience, and sustainability.

The Institute plays a crucial role in generating and disseminating information to support evidence-based decision-making in Ethiopia’s agricultural sector.

POSITION SUMMARY:

Under the direct supervision of the Procurement Director, the Procurement Manager is responsible for managing all procurement of goods, services and works required for ATI’s various programs and operational needs in accordance with the policies and procedures of ATI, Federal Public Procurement, World Bank and other donor Procurement requirements and guidelines.

ESSENTIAL DUTIES and RESPONSIBILITIES:

  • Prepares procurement plan for the Institute proactively in collaboration with budget holders and submits to the Director, Procurement for review and approval,
  • Follow up preparation of technical TORs and specifications for local and foreign procurement of Goods, Services and Works,
  • Records and maintains minutes of Procurement Endorsing Committee in the process of managing procurements,
  • Review bid documents, evaluations, and related documentations for procurement of various procurement categories before the next step action is moving to ensure all are in accordance with the procedures of the World Bank, ATI and other international financing bodies,
  • Manages and monitors international and local procurement process, ensuring full compliance with all procedural and documentation requirements. Establishes appropriate lead times for the ordering and delivery of goods to ensure timely and efficient procurement operations.
  • Determine and evaluate sourcing options and supply alternatives and maintains database of Suppliers, Prices, Technical Specifications, Catalogues, and other procurement related information to inform vendor selection process and future procurements.  Provide price list to all budget holders.
  • Prepare and submit periodic procurement status reports on general procurement activities containing details of all completed purchases and outstanding purchases and payment requests to the concerned staff.
  • Design procurement Key Performance Indicators: and ensure reports are generated against defined KPIs,
  • Participate in procurement issue resolution, prepare issue reports, and escalate early and appropriately,
  • Works as a procurement liaison person with the World Bank and/or other development partners that finance the Institute’s procurement.
  • Ensure monitoring and improvement of contracts and SLA to make sure what are in the agreements are being achieved and contract gaps are eliminated in consultation with Legal advisors or contract officers,
  • Review and implement ATI’s procurement policy and procedures.
  • Ensure that ATI receives quality goods and services at the most competitive prices/rates and ensure the timely delivery of goods.
  • Coordinate with the clearing agent regarding the proper clearing of goods from customs and onward shipment to intervention sties as required.
  • Monitor adherence to internal controls within the purchasing/procurement system within the organization.
  • Performs other related tasks as directed by the Procurement Director.

     

About You

Required qualifications, competencies, skills, training, and experience:

  • Minimum bachelor’s degree or master’s degree in Procurement and Supplies Management or other relevant fields of study
  • At least 8 years (BA degree) or 6 years (Maters ) of experience in procurement management of which at least 2 years in leadership, or managerial position.
  • Knowledge of World Bank, USAID and/or other funding agencies rules and regulations.
  • Substantial experience in Government procurement policies and procedures preferred.
  • Good command of English and Amharic.
  • Strong organizational and management skills.
  • Experience and ability to focus on strategic matters of procurement.
  • Computer skills- knowledge of automated system such as ERP is a plus.
  • Ability to handle multiple tasks and meet deadlines.
  • Trainings such as public procurement and other procurement related is a plus.
  • High integrity, with timely & effective communication skill is essential
  • Flexibility: ability to work under pressure.
  • Adaptability: working in a multi-cultural environment.
