Job Description
To ensure effective management and quality implementation of ERNE program/projects in implemented in the project woredas, which includes both Nutrition & Health and Resilience & Early Warning including cross cutting issues like accountability, gender, inequality, HIV/AIDS, DRR and controlling the spread of COVID-19.
Ensure strong and cordial working relationships established /maintained with different programs/projects within the organization, relevant beneficiaries, local community, Government bodies and NGOs at all levels – Zone and Woreda.
To ensure effective and efficient budget planning, management and utilization of the (ERNE) program in accordance with Concern and donor rules & procedures;
Main duties & Responsibilities
Leadership, Coordination and networking
Lead and manage the ERNE program as per the project proposal and budget secured for the project woreda
Provide close and appropriate technical and managerial support for project team to implement the activities with standard quality.
Prepare detailed implementation plan, procurement plans as well as detailed budget with clear timeframes for the ERNE program for the woreda and follow up their implementation
Provide appropriate capacity building to field team members or/ and project stakeholder on the objective, strategies, target group, etc.
Ensure good collaboration and participation of government and other relevant partners
Participate in various networks and collaboration forum with government and other relevant organizations related with the program for learning and experience sharing.
Liaise with relevant national and international NGOs operating in the area and government bodies to ensure information sharing and coordination, regarding response plans, agreements and reports.
Update the Area coordinator about security issues on regular basis
Financial Management
Ensuring strict adherence to Concern Ethiopia Financial Procedures and Fraud Policy and remaining within the boundaries of these policies at all times;
Prepare and communicate budget plan of ERNE and other program/project implemented in line with financial format
Responsible to control and ensure proper utilization of the budget allocated to each sector of the ERNE and other program/project implementing
Contribute to budget preparation and revision as necessary
Transport and logistics
Oversee the transport and Logistics unit functions is in line with professional principles and Concern Ethiopia’s rules and regulation
Makes periodic field visit to ensure that materials issued are utilised according to laid down procedures; undertakes random checks at field stores to monitor quality of storage and stock counts,
Ensure the project logistics officer is tracking & properly managing allocated fleets and other supplies
Human Resources
Effectively manage staff under his/her supervision
Ensure that program staffs have clear information about the program activities
Make sure all the policies and guidelines of the organisation are adhered and respected by project staff.
Provide regular technical and supervision support or coach field staffs to build their capacity to perform their assigned roles and responsibilities;
Prepare and review PDR for staff regularly as per Concern Worldwide HR manual.
Support staff development through coaching, mentoring and training to enhance the capacity of project and partner staff
Prepare periodic review meeting with senior officers, supervisors, Out-reach workers and Government stakeholders
Monitoring and Evaluation
Ensure that the project team and project partners have a clear understanding of Monitoring & Evaluation plans and requirements of the project
Ensuring that Monitoring & Evaluation plans are implemented with the involvement of relevant stakeholders
Prepare monitoring checklist, tools and schedule and share with staffs
Monitor and evaluate the effectiveness of Concern’s ERNE program/project with regular field and desk monitoring of activities.
Ensure that data are collected and compiled in consistent manner
Plan and Undertake regular monitoring and evaluation, technical and supportive supervision support field visit and ensure the implementation of the planned activities are in line with program document and standard quality.
Prepare and share monitoring and other technical support filed visit report on the major finding of the ERNE and other program/project and share staffs and area coordinator for action
Reporting
Contribute to the preparation of internal and external reports
Coordinate and insure that reports from project officers are received timely, compiled, analysed and submitted.
Compile monthly, quarterly, and project end reports to Concern, government and donors. Provide both formal and ongoing training to field teams and partners in planning and implementing the project.
Additional Duties
Perform other duties assigned by the line manager for the accomplishment of programme objectives.

Gender Equality
Ensure that programme/project staffs have a strong understanding of gender mainstreaming and that gender mainstreaming tools are effectively implemented across all programmes/projects
Coordinate with the Gender Equality Coordinator in planning, allocating and implementing a programme budget for gender mainstreaming
Ensure that programmes have a thorough gender mainstreaming design and plan from the conceptualization stage
Ensure that gender mainstreaming is effectively implemented and monitored throughout the project cycle management process.
Ensure that gender sensitive indicators and M & E plans are in place and that they are effectively monitored
Ensure quality reporting on gender mainstreaming in all programme reports
Accountability
In line with Concern’s commitments under the Core Humanitarian Standard (CHS):
Actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E);
Work with relevant colleagues to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed;
Work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behaviour is disseminated among programme participants and communities.
Job Requirements
Person specification:
MPH/ MSc or BSc. Degree in Public Health, Nutrition or other related fields of study with minimum of Five years or Seven years relevant experience respectively in an emergency & development context;
Minimum of three years NGO experience
Management experience in wider emergency response programmes
Experience of managing multi-sectoral teams
Financial Management skills and some experience in donor compliances
Good analytical, monitoring and evaluation skills
Experience in CMAM programme is advantageous
Flexible, reliable, culturally sensitive
Fluent spoken & written English and local languages
Good administrative skills
Computer Literate
Self-starter and motivator
Excellent communication and interpersonal skill
Competencies:
Knowledge of participatory approaches
Understands the best practice in documentation, record keeping, and data protection issues in relation to information sharing for safeguarding purposes.
