About the Job

Working with and reporting to the Senior/Programs Manager, the Public sector Strengthening Expert will be responsible for the planning, organizing, coordinating, and supervising the public facility strengthening operation in the area programs office. He/she will be tasked with conducting studies and recommending feasible techniques used to select public facilities for support; monitor progress and develop mechanisms to support their activities; provide technical support to the public facilities and compile performance reports of project implementation. He/she is also responsible for the timely preparation and submission of monthly performance reports to the Senior/Programs Manager.

About You

DUTIES/TASKS

  • Ensures that the public facilities strengthening programme is implemented according to the approved donor agreements and MSI programme standards.
  • Produces monthly, quarterly and annual performance reports and any other relevant information and submits to immediate supervisor and/or channel lead.
  • Performs periodic performance reviews of the public facilities strengthening activities.
  • Participates in the area office annual activity planning.
  • Conducts regular supportive supervision
  • Supports the health facility in clinical quality improvement activities including providers’ competency assessment, clinical quality internal audit, medical emergency management, etc.
  • Provides on the job training, mentorship and coaching on site on SRH services, including CFP/PAC, postpartum family planning services of the facilities to meet MSI quality standards.
  • Provide on the job support, mentorship an coaching of designated personnel from health offices on quality assurance approaches
  • Ensures the incident reporting standards are in place within the supported facilities.
  • Prepares annual plan of operation of the public facilities activity based on the operational plan and relevant project document.
  • Provides other technical support to the sites as required under the MSIE agreement.
  • Evaluates the progress of the supported sites of the Area Programs Office against set targets and key performance indicators (KPIs), prepares and submits annual and monthly project performance reports in line with MSI requirements.
  • Distributes commodities and medical supplies as per the identified needs.
  • Develops and periodically reviews the support agreement if implemented as per the agreement.
  • Collects service reports from the facilities and timely input them into MSIE’s online data entry systems.
  • Reviews service data for accuracy and conduct routine spot checks.
  • Assess and timely document and disseminate best practices and /lessons learned from the sites.
  • Undertakes follow-up and interim performance evaluation of the sites.
  • Coordinates or facilitates training of public facilities providers identified in the Area Programs Office.
  • Carries out other similar activities as assigned by his/her line manager.

PERSON SPECIFICATIONS

Qualification Requirements

A)Education:

BSc/MSc/MPH in Nursing or Public Health.

B)Trainings:

Certificates in SRH/FP, CAC, nutrition

C)Experience:

Four years of related experience for MSc and Six years for BSc

  • Understanding major policies/issues of large bilateral/multilateral donors, government policies, regional policies.
  • Strong working knowledge of business practices in the country.
  • Collaborative approach to teamwork.
  • Strong personal commitment to the goals of MSI and to put it into practice.
  • Good interpersonal/communication skills – both oral and written.
  • Advanced analytical and organizational skills.
  • Negotiation skills.
  • Knowledge of local Languages where applicable is required.
