TYPE OF CONTRACT: Ethiopian National, One year with possible extension
Child Safeguarding:
Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE/ PURPOSE:
The Education Cannot Wait Multi-Year Resilience Program (ECW MYRP) Senior Gender Specialist will work with a number of partners mainly with the Ministry of Education, Ministry of Women and Social Affairs, ECW MYRP target regions, Woredas and schools, UNICEF, SCI, the Education Cluster, other local and international NGOs and UN agencies that will be involved in gender based violence in emergency and crisis affected education programme implementations. As a senior gender specialist, s/he will ensure that during the ECW MYRP implementation phase, sufficient resources will be allocated to strengthen gender capacity in the ECW MYRP target sites and ensure dedicated gender technical support, monitoring, training, and knowledge management.
The Senior Gender Specialist will support on the GBVIE coordination mechanisms and provide all the technical support to the grantees (UNICEF & SCI), consortiums and implementing partners through creating linkages and partnerships with the Ministry of Women and Social Affairs, Ministry of Education, Regional Bureaus of Gender and Social Affairs, Regional Education Bureaus, Woreda Level Gender and Social Affairs and Education Offices and school sites where ECW MYRP is implemented. S/he will create linkages with ECW MYRP target school level peer to peer support strategies and gender clubs as well as GBV/PSEA case management and referrals of appropriate service providers. S/he will also represent the Ethiopia ECW MYRP Coordination Unit by participating in gender networks and in relevant meetings held at national and global working groups. This will include building a strong professional network on behalf of the ECW MYRP Coordination Unit.
SCOPE OF ROLE
Reports to : the ECW MYRP Coordination Lead
Dimensions: the Senior Gender Specialist will work with a wide range of stakeholders, including the Ministry of Women and Social Affairs, Ministry of Education, Regional Women and Social Affairs and Education Bureaus, UNICEF and SCI as Grantees along with their consortiums and implementing partners, the Education Cluster, the Sub-National Education Cluster, crisis and emergency affected children, teachers, parents and communities. ECW-MYRP is implemented across all target Woredas and schools in Oromia, Amhara and Somali regions in partnership with local and international NGOs. UNICEF and Save the Children are grantees for ECW-MYRP. The Senior Gender Specialist is responsible to provide technical support for ECW MYRP grantees, UNICEF and SCI, their consortiums and partners as well as key stakeholders at national, regional, Woreda and school levels.

KEY AREAS OF ACCOUNTABILITY
Support Implementation of Gender Responsive ECW-MYRP
- Support grantees to implement the MYRP in a gender-responsive manner (in line with the gender priorities identified in the MYRP document and global/ECW guidance on gender in EiEPC).
- Ensure the implementation of all gender deliverables in the MYRP (gender mainstreaming and gender targeted strategies)
- Establish the MYRP grantees and sub-grantees gender focal point team and hold a regular coordination meeting to discuss issues and find solutions.
- Ensure the gender analysis in the EiEPC context is up-to-date and available to all MYRP country team.
- Ensure the MYRP monitoring and evaluation is gender-responsive: review and provide inputs on the formulation of work plans, budgets, monitoring and evaluation mechanism (set milestones and indicators for achievement)
- Ensure that the IASC GAM monitoring tool is used during the implementation period of MYRP and lessons learnt are collectively identified to strengthen implementation of the program
- Complete the brief MYRP gender profile in collaboration with ECW Gender Manager – Provide critical feedback and inputs on the implementation of specific program components in mainstreaming gender
- Ensure gender equality and empowerment of women and girls is strongly reflected in the annual report and in the annual performance assessment review, including the provision of key human interest stories highlighting how the MYRP is contributing to gender equality and the empowerment of women and girls.
- Support grantees to identify local women’s organisations for collaboration and partnership as relevant and ensure local women’s organisations are meaningfully engaged in the implementation of MYRP
Capacity and knowledge building
- Lead on capacity building and knowledge building and management on gender equality and empowerment of women and girls in EiEPC
- Identify gender capacity gaps amongst the MYRP country team and ensure adequate support is provided (training of gender focal points, coaching,..) in collaboration with relevant stakeholders in-country (Gender Taskforce, Gencap, GBV Taskforce, and others) based on earmarked MYRP funding available in the MYRP budget.
- Identify local and/or regional resources and network that can be accessed for knowledge building of MYRP country team on gender equality and empowerment of women and girls
- Contribute as relevant to knowledge networks and communities of practice on gender in EiEPC
- Organize the documentation of lesson learned and best practices on implementation of gender responsive ECW MYRP.
Networking and partnership
- Support the creation of strategic partnerships and alliance building for the promotion of gender equality and empowerment of women and girls in EiEPC
- Facilitate participations in partnership with the UN Agencies, donors, government institutions, and civil society in the promotion of gender equality and women and girls empowerment in EiEPC with a particular focus on key issues (nexus, localization and local women organisations, GBV risk mitigation, etc.)
- Liaise as necessary with in-country gender coordination mechanisms and actors (Gender, GBV, PSEA) as relevant.
- Contribute to the overall MYRP country team effort in resource mobilization through preparation of draft project briefs, advocacy materials, presentations related to gender equality and women and girls’ empowerment in the MYRP.
External Representation
- Participate in relevant global and local gender working groups and learning initiatives
- Represent ECW-MYRP externally and within Ethiopia on gender-specific working groups, meetings, and workshops
- Build and share internally a network of professional contacts with gender expertise including with PCU team, partners and grantees

Job Requirements
QUALIFICATION
- At least BA degree in gender, women studies, social science development or related fields
- Deep technical expertise in gender development programming particularly in education, health, nutrition, WASH, livelihoods, migration, and child safeguarding and protection programs
EXPERIENCE
- A minimum of 10 years’ experience in gender mainstreaming and empowerment of women and girls in educational programs, of which a minimum of 5 years’ working in humanitarian context (refugee/IDP/Returnee response or post conflict setting) with sufficient knowledge of education in emergency programming and links to long-term programming, including standards, policies, frameworks, and relevant networks and stakeholders
- Experience in design, monitoring and evaluation of gender mainstreaming projects in the humanitarian and development contexts.
- Experience in coordination, monitoring and evaluation of gender development responsive programs
- Previous work experience in MYRP country context
- Significant Experience in planning and implementing EiE work objectives
