Specific Duties and Responsibilities
The job holder is responsible for overseeing the design, implementation, and maintenance of critical enterprise-level systems that support various functions within the authority.
- Collaborate with stakeholders to understand business needs and translate them into system requirements
- Design and architect enterprise-level systems, considering scalability, security, and integration with existing systems
- Closely work with senior strategic project officer during the implementation of complex systems, coordinating with technical teams and vendors
- Manage the configuration, installation, and maintenance of enterprise systems, ensuring optimal performance and availability
- Monitor system health, conduct routine maintenance, and troubleshoot issues promptly
- Integrate enterprise systems with other applications and data sources to ensure seamless data flow and process automation
- Oversee data integrity, security, and availability within enterprise systems; Develop data management strategies, backup plans, and disaster recovery procedures
- Lead continuous improvement initiatives by evaluating emerging technologies, tools, and best practices to enhance enterprise systems’ efficiency, security, and scalability
- Establish and enforce enterprise system governance, including policies, standards, and compliance with regulatory requirements
- Provide training and support to users of enterprise systems, ensuring they can effectively utilize the systems’ capabilities
- Maintain comprehensive documentation for enterprise systems, including configurations, procedures, and troubleshooting guides
- Closely work with senior strategic project officers to contribute to projects related to system upgrades, migrations, and implementations
- Develop and maintain business continuity and disaster recovery plans for enterprise systems
- Collaborate with cross-functional teams to align enterprise systems with business goals
- Provide access rights, conduct system audit, and provide technical guidance and support to users on enterprise system functions
- Drive performance optimization by analyzing system usage metrics and implementing enhancements to support evolving organizational needs
Qualification Requirements
- Bachelors Degree or above in Information Technology, Software Engineering, information science or a field related to the Job function from an Accredited or recognized learning institution.
- Proven experience in developing and integrating enterprise applications and systems.
- Strong programming background with focus on application architecture and user workflows.
- 6 years of relevant experience

- Experience with relational database management systems (e.g., SQL Server, PostgreSQL, MySQL, or Oracle).
- Knowledge of API development, RESTful services, and system integration across platforms.
- Familiarity with frontend technologies and frameworks (React, Angular, or Vue) is an advantage.
- Proficiency in version control tools (Git/GitHub/GitLab) and collaborative development workflows.
- Understanding of software development methodologies (Agile, DevOps, or CI/CD practices).
What We Do
Ethiopian Capital Market Authority is established by Capital Market Proclamation No 1248/2021 as an autonomous Federal Regulatory Authority. One of the major objectives of ECMA is to ensure the existence of a capital market environment in which securities can be issued and traded in an orderly, fair, and efficient manner. ECMA, as a regulatory authority, grants licenses to any person to operate as a security exchange, derivative exchange, security depository and clearing company, capital market service provider, over-the-counter trading facility or any other activity deemed by ECMA as a regulated activity under its jurisdiction. ECMA regulates and oversees trading in primary and secondary markets of securities, the use of electronic trading platforms that deal with securities and gives recognition and oversees the activities of self-regulatory organizations.
