Program and Position Summary

ATI is implementing a program called “Agriculture-focused Dignified Employment for Youth (ADEY)” in Ethiopia to address the challenges of youth, especially young women, unemployment and increase their participation in the labor market, particularly in the agriculture sector. ATI has mainstreamed youth employment, gender equality, climate-smart, and nutrition-sensitive agriculture in all its programs and projects with the primary objectives of increased access to sustainable and inclusive job opportunities for youth, inclusivity, and the sustainable use of natural resources while building resilience capacities to shocks at all levels.

ATI, among others, currently works with more than 3 million smallholder farmers (540,300 are women and youth) engaged in the Agricultural Commercialization Clusters (ACC) and digital agriculture programs designed to improve production and productivity while supporting other actors along the value chain. Taking ATI’s reputable experiences, the ADEY program is designed to create inclusive and dignified work opportunities for over six hundred thousand youths. Major interventions of the ADEY program are focusing on: enhancing skills and mindsets of young women and men through technical and business skill development; increasing access to agricultural inputs for production and marketing enterprises; introducing youth-friendly and cost-effective agricultural production practices and technologies; establishing young people owned micro, small and medium agro-processing and value addition; increasing access to inclusive financial products tailored to the needs of young people; enhancing access to market tailored to the needs and capacities of young people, and creating an enabling environment.

The PMER-SPO II at the regional agricultural transformation centres will be responsible to ensure that the program planning, implementation of monitoring and evaluation activities, documentation of achievements and learnings, learning exchanges and reporting are properly conducted. She/he will ensure integration and coordination with other ATI programs and projects at the regional level. The position holder will directly report to the Regional ADEY Program manager with matrix reporting to the PMER-STE II at headquarter. She/he will closely work with all ADEY and ACC program staffs. Besides, he/she will closely support and work with regional sub-grant partners, government organizations including BoA, regional BoLS, Women and Social Affairs, and other donor-funded programs. Major Duties and Responsibilities

  • Lead development and implementation of ADEY’s regional PMER system based on the program’s quality frameworks and standards.
  • Ensure quality and timeliness of activity planning, implementation, evaluation, data collection and reporting.
  • Develop/refine tools for monitoring and evaluations, and documentation and sharing of impact stories following standard procedures and requirements.
  • Provide technical supports and trainings to ATI and partners program staffs on all components of project monitoring, evaluation, learning and exchanges.
  • Lead development of M&E database, methods of data analysis and sharing of results.
  • Design and implement a system for data quality assurance, and oversee the process of data management at different levels.
  • Clean and analyze data, and prepare quality reports (quarterly, semi-annually and annually) and provide feedback to the program staff on progress performance and lessons learned.
  • Facilitate learning exchanges and promote out scaling of best practices through various methods/platforms.
  • Coordinate review and planning workshops with the program team and implementing partners.
  • Organize joint monitoring visits in selected sites in collaboration with the program/project team.
  • Participate in donor program’s shared measures and impacts training and workshops and provide feedback to integrate into ongoing programming and implementation.
  • Produce, document and share quality reports on meetings and workshops organized by the program.
  • Proactively participate and contribute to Regional ATI centre and Mastercard Foundation programs’ community of practices and working groups.
  • Work closely and collaborate with ATI staffs in the regional and at the HQ to ensure alignments and compliances with the ATI and donor requirements.
  • Undertake any other related works as assigned by the Program Manager.
About You

Required Qualification, Competencies and Experience

  • Bachelor’s or master’s degree in project monitoring and evaluation, project management, statistics, economics, agricultural economics, development studies, or other related fields.
  • Minimum 10 years (Bachelor’s) or 8 years (Master’s) of relevant experience in project monitoring, evaluation, documentation and sharing of learnings and impacts, and reporting.
  • In-depth knowledge of Monitoring, Evaluation, Accountability and Learning (MEAL) system, especially in the agriculture sector.
  • Proven experience with donor-funded projects implemented with multiple partners.
  • Experience in managing MEAL system for youth employment in agriculture (crop, natural resource, livestock value chains) and MSME’s development is preferred.
  • Demonstrated technical, analytical and quality report writing skills.
  • Ability to provide technical advice and guidance on MEAL to program staff.
  • Ability to develop innovative learning agenda and produce learnings on project impacts for out scaling and institutionalization.
  • Strong communication and interpersonal skills, and ability to develop stakeholder collaboration and partnerships.
  • Ability to stay composed and positive in difficult moments and handle tense situations.
  • Ability to complete multiple assignments and produce quality results under tight schedules.
  • Ability to work with multidisciplinary team and develop collegial relationships.
  • Excellent negotiation and conflict resolution skills
  • Willingness to undertake frequent field visits.
  • Strong communication skills (written, verbal, composing, presentation, etc.).
  • working knowledge of data management systems including analysis software (like Microsoft Excel, SPSS, etc.)
  • Proficiency in verbal and written English and knowledge of the regional language.
