Job Summary:

The Regional Gender, Youth and Social Inclusion (GYSI) Technical Advisor, Policy Implementation will provide technical support to Marketing for Sanitation project to ensure that regional level policies, regulations, and laws related to sanitation are gender-sensitive and socially inclusive. The GYSI Technical Advisor, Policy Implementation will work closely with project teams, region level government agencies, local authorities, and other stakeholders to develop and implement policies that promote gender equality and social inclusion in the sanitation sector. Moreover, The Advisor will work closely with project stakeholders more specifically with the Addis Ababa GESI advisor and project DCOP to ensure that Gender, Youth and Social Inclusion principles are effectively incorporated into the promotion and implementation of sanitation initiatives.

Key Responsibilities:

  • Conduct in-depth analysis of existing regional and woreda level GYSI-related policies, proclamations and implementation plan
  • Provide technical support, mentoring, and expert advice to other members of the project team, implementing partners, and other stakeholders to ensure that gender, youth, and inclusion issues are appropriately incorporated into activity design and implementation.
  • Develop comprehensive assessment reports detailing findings and recommendations for strengthening GYSI integration and responsiveness.
  • Develop and deliver capacity-building training programs for staff, partners, and stakeholders on GYSI-responsive program design, monitoring, and evaluation.
  • Collaborate with cross-functional teams to integrate GYSI considerations into all aspects of program planning, implementation, and reporting.
  • Serve as a subject matter expert, advising on GYSI-related issues and facilitating knowledge-sharing among team members and partners.
  • Monitor and evaluate the impact of GYSI-responsive interventions, and document and disseminate best practices and lessons learned.
  • Engage with relevant government agencies, civil society organizations, and other stakeholders to promote GYSI-responsive policymaking and program implementation.
  • Conduct annual evaluation of GYSI to measure progress and improve project activity
  • Share findings and recommendations came out from various GYSI related research
  • Closely work with MEAL team and ensure GYSI is adequately considered in the MEAL system and monitor changes and progresses for evidence-based decisions.
  • Provide technical support including trainings to relevant partners and gov’t staff
  • Facilitate sustainability of services for WASH facilities through effective engagement of respective project participants, government and civil society structures
  • Facilitate team spirit among project staff (including implementing partners)
  • Ensure the WaSH governance structures are gender and age responsive
  • Contribute to the development of GYSI-related knowledge products, publications, and advocacy materials.

About You

Education and Experiences:

  • At least six years’ experience with master’s degree or eight years’ experience with a first degree in a relevant field, such as public health, sociology, Gender studies, marketing, or another related field.
  • Relevant experience working on gender and youth approaches in development and/or emergency response contexts; in GESI-related program management, policy advocacy, or technical advisory roles.
  • Demonstrated expertise in GESI analysis, mainstreaming, and capacity development, strategy development and implementation.
  • Strong understanding of international development frameworks, policies, and best practices related to GESI.
  • Excellent communication, facilitation, and interpersonal skills. Proficiency in data analysis, monitoring, and evaluation methodologies.
  • A demonstrated understanding of age, gender and other socio-cultural factors in the context of development and humanitarian programs, a demonstrated understanding of positive youth development, and a demonstrated understanding of gender transformative activities.
  • Previous gender and youth related training experience (both development and delivery of training);
  • Demonstrated capacity to lead the collection, analysis, and utilization of information in relation to gender, youth and other locally significant socio-cultural factors from a broad range of sources.
  • Strong management and interpersonal skills, mentoring and facilitation skills, and the ability to network and communicate with a wide range of stakeholders to ensure gender and youth integration and empowerment.
  • Excellent written communication and presentation skills.
  • Fluent oral and written English and assigned Region’s local language.
