The Scaling up Nutrition – SUN Movement is a renewed effort and commitment to eliminate all forms of malnutrition in the world by 2030. The Government of Ethiopia is among the 61 countries and two Indian states globally that joined the SUN movement and has committed itself to an Ethiopia free from malnutrition in all its forms by 2030.
Save the Children has hosted the SUN Civil Society Network secretariat – the Ethiopian Civil Society Coalition for Scaling Up Nutrition (ECSC-SUN) movement since June 2013. Currently, the ECSC-SUN has grown into a strong coalition of more than 60 organizations including International NGOs, National NGOs, Civic Society, and Academic and Research Institutions, all committed to improving nutrition. The ECSC-SUN’s goal is Enhancing Commitments and Accountability for Nutrition Results.
ECSC-SUN has been closely working with the Government of Ethiopia, other SUN networks, and nutrition development partners since 2013 in the implementation of nutrition programming in the country. ECSC-SUN has initiated the development, finalization and endorsement of Food and Nutrition Policy of Ethiopia and the National Food and Nutrition Strategy (FNS). It has also supported the development of Food and Nutrition Council and Agency establishment proclamation. The coalition led and supported the development of multi-sectoral accountability tool and scorecards to assess and review the National Nutrition Programme (NNP) implementation at all levels, and to strengthen accountability and financial commitments of key nutrition stakeholders. It has also supported the development of several sectoral food and nutrition related policies, strategies, programmes, initiatives, and guidelines. It has actively engaged in and supported the preparation of the SUN Joint Annual Assessment reports and identifying country’s priorities. Furthermore, ECSC-SUN has supported the establishment of the Ethiopia Nutrition Leaders network (ENLN) that led the initiation of leadership capacity development and conducted different leadership capacity building, and system strengthening initiatives at federal and regional levels including policy advocacy and sensitization for media people and coalition members.
The establishment of the Ethiopia Nutrition Leaders Network laid the foundation to mobilize nutrition leaders in Ethiopia from all areas of work and various disciplines to contribute voluntarily. The Ethiopia Nutrition Leaders network (ENLN) has a mission to develop, inspire and connect new generation of excellent and visionary nutrition leaders in Ethiopia who understand how to proactively address the food system and nutrition challenges in the country and lead positive changes more effectively in their circle of influence. ENLN specifically contributes to the government of Ethiopia’s efforts to meet the Ethiopian Food and Nutrition Policy Goals, the 2030 ending stunting goal of the Seqota Declaration and SDG goals, Ethiopia’s vision, and effort towards transforming the Food System, and other national and international nutrition-related commitments, by meeting the nutrition leadership demands of the country to drive progresses towards these important and ambitious nutrition goals.
Since its establishment, ENLN has effectively mobilized nutrition leaders in Ethiopia from across different areas of work and various disciplines and equipped them with nutrition leadership skills through its nutrition leadership training program. ENLN convenes its annual fora in November to commemorate the date Ethiopia’s first-ever food and nutrition policy was endorsed.
The content enlisted on the website and communication materials developed are expected to catalyze the existing contribution of the network and enhance collaboration among the nutrition communities both nationally and internationally. It is also expected to heighten the harmony of efforts among partners and nutrition professionals toward the mission of ending malnutrition in all its forms in the country.
To further enhance ECSC-SUN and ENLN visibility and engagement on the food system and nutrition-related activities, and ensure the best experience for users, the websites are going to be user-friendly with vivid instructions for the features available. The primary users of the websites will be ENLN and ECSC-SUN members, the ECSC-SUN Secretariat, Stakeholders from government institutions, civil society, donors, and the public.
OBJECTIVES THE TASK:
- Create and design a user-friendly website for ECSC-SUN and ENLN
o Visibility to our stakeholders.
o Interactive and Updating data.
o Accept new membership upon certain criteria.
o Include all the scopes under the requirement elicitation phase with all stakeholders.
- Provide technical training for the ECSC-SUN secretariat on how to use the website.
EXPECTED DELIVERABLES
The website development and design company/agency will be expected to undertake the following tasks:
- Facilitate and develop a creative brief with ECSC-SUN that defines the scope and functionality of a new website that is fit for the above-mentioned purpose.
- Web design and development – project manage, design, and develop a dynamic, responsive, and world-class website capturing the latest trends for website presentations such as strong Search Engine Optimization and which is compatible and easily accessible to most common devices browsers (laptops, mobiles, and other handheld devices).
- Advanced Database Integration with a Content Management System (CMS) – based on the best user-friendly tools.
- Integrate an effective search function on the websites, especially in relation to ENLN and ECSC-SUN level of engagement on ending all forms of malnutrition in Ethiopia by 2030.
- Install the websites on the hosting location and upload all content that will be provided by ENLN and ECSC-SUN secretariat into the new website (images, text, embedded video, PDFs, HTML, photo albums, etc.).
- Work to include the domain name which will be agreed upon with the ECSC-SUN secretariat
- Configure website hosting with relevant security certificates and panel access.
- Knowledge transfer – Provide training to select ECSC-SUN and ENLN teams on the management of the websites, updating, and other website content.
- Provide support for a period of 1 year after the go-live date of the websites with the possibility of renewal of support contract based on performance.
Job Requirements
REQUIRED SKILLS AND EXPERIENCE
The service provider should demonstrate and provide examples of previous experience in the performance of similar services as follows:
- Be a reputable firm with at least 5 years of prior experience designing visually appealing and navigation-friendly websites.
- Familiarity and relevant experience in using different Content Management Systems (CMS) to develop database-driven websites.
- Have a deep knowledge of current web development technologies and design tools in the field, and new software and other web programming languages and programs including the use of HTML, XHTML, CSS, XML, XSLT, PHP, MYSQL, and Java.
- Have excellent knowledge of recent trends in user interface design, and flagship websites, including online video publishing, animation, and social media networking.
- Demonstrate the ability to create an innovative and visually appealing design that is appropriate to the client and audiences.
- Experience in project managing website development projects and facilitating organizational input to deliver on time and within budget.
PROPOSAL SUBMISSION
The proposal should fulfill the following;
- Clearly establish an understanding of the services required and separate out activities according to this TOR;
- Describe how the company engages with its clients: what processes they follow and requirements they have regarding timelines, rates, requests, sign-off, and payments;
- Include the CV of the team of (programmers and designers) assigned to the work, the timetable, and the financial proposal.
- Sample of past work: Applicants are requested to submit links to websites developed and designed to demonstrate the experiences required by this Terms of Reference.
DURATION OF ASSIGNMENT
Website development and design shall take a maximum of two (2) months from the day of signing of the contract between ECSC-SUN (Save the Children) and the vendor.
The vendor will be required to submit a detailed work plan with clear timelines on deliverables.
EVALUATION/SELECTION CRITERIA
Submissions will be evaluated in consideration of the following evaluation criteria:
Evaluation Criteria – a total of 100%
Technical Evaluation 70%
Financial 30%
Technical Evaluation Criteria–a total of 100%
1. Evidence of high-quality work in UI design, digital branding, content messaging, and functionality as presented through the firm’s portfolio in the form of a recommendation letter and testimonial letter.
Grading will be based on the number of recommendation letters, testimonial letters for the websites developed by the firm and submitted by the candidate suppliers. The highest number will get the highest score and the rest will be prorated based on the highest number of recommendation letters.

2. Experience and qualifications of the team proposed to deliver the work by the company. We will base this part of the evaluation on the CVs of the individuals comprising the team that need to be shared by the firm in their cover letter and links and/or screenshots of past work. CVs of the individuals must be directly related to this post.
Grading will be based on the number of professional staff that the candidate suppliers have. The highest number will get the highest score and the rest will be prorated based on the highest number of professional staff.

Note: 70% of the technical result will be converted into 100%.
In order to qualify for further consideration for financial bid opening, the company must accomplish a minimum score of 50% in the technical evaluation. Supplier Selection and award criteria are based on the Value for Money Principle and an aggregated maximum score of Technical & and financial Evaluation Will be awarded.
Tax and insurance: The firm will be responsible for paying taxes and other related government fees.
