HelpAge International is a global network of organizations working towards a fairer world for older people so they can live safe, healthy, and dignified lives. In addition to working with more than 175 network members in 91 countries, HelpAge operates country programme offices in 13 countries across Asia, Africa, Middle East and Eastern Europe. In line with its organisational commitment to the Charter for Change, a key element of the HelpAge International Global Strategy 2030 is to transition its country programmes to be locally led and managed by 2024/25. To this end, HelpAge International is supporting its country programmes and offices to shift to the preferred locally led development options. After thoughtful consultation with all stakeholders, the Ethiopian country office decided to nationalize the country office and register as HelpAge Ethiopia.

As HelpAge Ethiopia looks towards the future with excitement, the strategic planning process for 2025-2027 is critical. This process aims to redefine and focus our efforts to meet the evolving challenges in the country, continue our commitment to older people, and further integrate our activities with the broader national priorities. The strategic plan developed through this consultancy will help in establishing the new organisation as an influential and legitimate actor in Ethiopian civil society and creating a sustainable organization fit for the future. Moreover, it will guide HelpAge Ethiopia in enhancing its impact and operational efficiency, ensuring that its contributions align with both national needs and global strategic objectives, thereby making a lasting difference in the lives of the people it serves.

OBJECTIVES OF ASSIGNMENT

To lead and facilitate a comprehensive and participatory strategic planning process that aligns with HelpAge Ethiopia’s Vision, addressing the unique opportunities and challenges within Ethiopia. This consultancy will develop HelpAge Ethiopia Strategy 2025-2027 in close collaboration with HelpAge Ethiopia’ Leadership Team. The plan will enhance HelpAge Ethiopia’ impact on inclusive humanitarian action, Healthy aging, Income security and social protection, ensure sustainability, and strengthen organizational capacities and partnerships through inclusive and strategic engagement of all key stakeholders.

SCOPE OF WORK

1. Contextual and Market Analysis:

  • Conduct a comprehensive analysis of the current socio-economic, political, and funding landscape that affect HelpAge Ethiopia`s establishment and mission
  • Analyze existing data and feedback from various sources such as staff surveys, and consultations with the Humanitarian Partners, donors, Older people care and support networks, government line ministries, program participants and others to assess internal capabilities and external perceptions.
  • Perform market analysis to identify trends, opportunities, and challenges in resource mobilization and partnership development.

2. Development of Strategic Documents:

  • Facilitate workshops with key stakeholders and develop a Theory of Change (ToC) that outlines the intended impacts, target populations, and pathways for achieving strategic goals.
  • Plan and facilitate a series of strategic planning meetings and workshops with HelpAge Ethiopia’ Leadership Team, and other key stakeholders.
  • Use participatory approaches to ensure diverse viewpoints are considered, particularly focusing on integrating insights from grassroots and marginalized groups(older women and men, older people with disabilities, IDPs, Refugees)
  • Review the Vision, Mission and values of the organization and align with the global and national priorities of the aging population.
  • Guide the strategic planning team in prioritizing program/impact areas and initiatives based on the analysis, organizational goals,etc
  •  Help define clear strategic objectives that align with HelpAge Ethiopia`s vision and the specific context of Ethiopia.
  •  Based on comprehensive analysis, organizational objectives, and alignment with national priorities and context, strategically select priority locations and geographic areas for focused intervention.
  • Draft the strategic planning document, incorporating the Theory of Change, strategic objectives, and key initiatives planned for the period of 2025-2027
  •  Compile feedback and revisions from HelpAge Ethiopia’ Leadership Team and other stakeholders to finalize the strategic plan.
  • Present the final strategic plan for approval from the SMT and board of directors.
  •  Prepare comprehensive documentation of the strategic planning process, including detailed reports on findings, workshop outcomes, and strategic recommendations.
  •  Submit a final report that encapsulates the entire process, outcomes, and next steps for implementation.

METHODOLOGY

  • The consultant will propose an appropriate methodology that would best suit the assignment within the tentative planned period from September 16th to October 31st, 2024. This will be reviewed as part of the assessment process.
  • The consultant will ensure that the principle of inclusion, transparency, participatory people centered process/methods are at the core of the review process and report.

KEY DELIVERABLES

  • An inception report outlining the steps and methodology to be used in developing the HelpAge Ethiopia Strategy 2025-2027.
  • A comprehensive context analysis report.
  • A draft and final strategic plan for 2025-2027, including a detailed Theory of Change and Result Framework & Monitoring and Evaluation Framework for the planned period(all final documents in English)
  • A specify – short, clear communication version that includes methodology, summary Theory of Change, key strategic objectives, approaches to be adopted and our value add.

DURATION OF ASSIGNMENT

  • The expected duration of the assignment is Forty-Five (45) consecutive days starting from contract signing date.

MANAGEMENT/ REPORTING

  • The consultant will be technically managed by the Executive Director and will work closely and regularly with the senior management team and Board of Directors.

About You

QUALIFICATIONS

  • University degree, preferably a PhD or Master’s degree, in Organizational Development, Social Sciences, Business Management, Strategic Planning, or other closely related fields.
  • At least 10 years of relevant experience in the NGO sector, with a strong track record in strategic plan development and organizational development, focusing on development, humanitarian, and peacebuilding contexts.
  • Seasoned development and/or humanitarian expert with a robust understanding of the Ethiopian context, equipped with excellent strategic writing skills and a profound understanding of local socio-economic, cultural, and political dynamics.
  • Deep understanding of localization principles, focusing on building local capacities and strengthening local governance structures.
  • Deep understanding of Global and national priorities and challenges for an aging population, national social protection policy, social justice, and international development, with the ability to integrate these aspects into strategic planning and program design.
  • Excellent facilitation skills and experience in managing inclusive and participatory processes, capable of guiding diverse groups through complex, sensitive discussions and strategic decision-making processes.
  • Fluency in English, with proficiency in Amharic or other local languages considered a significant advantage, enhancing the consultant’s ability to communicate effectively and engage with local stakeholders.
  • Demonstrated experience using participatory approaches in conducting assessments and facilitating strategic planning processes, ensuring diverse and equitable stakeholder engagement.
