National Biogas Programme of Ethiopia (NBPE) has been under implementation since 2009 in 4 large regional states of Ethiopia, namely Amhara, Oromia, SNNPR and Tigray, funded by DGIS through the Africa Biogas Partnership Programme (ABPP). The Government of Ethiopia also provided funding in it phase II for the investment incentive (subsidy) for end-users. NBPE Phase II ended in March 2019. Hivos was the fund manager and SNV provided technical assistance.

Consultancy Objective

The assignment is to develop a Federal Bio-digester Policy for Ethiopia, which defines the framework of the programme and outlines the modality of implementation by regional and sub-regional governments.

Specific objectives of the assignments are:

a)   To articulate the multiple benefits of the bio-digester technology for the country and the linkages as well as the mechanisms of cooperation or integration with different sectors like livestock/agriculture, forestry, health, women empowerment, youth employment and entrepreneurship development as well as its contribution to the Nationally Determined Contribution (NDC) document of Ethiopia for the Paris Agreement on Climate Change.

b)   To articulate the national vision and the road map or framework for the bio-digester sector development, setting up major policy elements that enhance bio-digester market development in the country.

c)    To define the interplay of different players from the government, civil society and private sector, with clear roles and responsibilities of government agencies at federal, regional and sub-regional levels.

d)   To identify possible financial sources for continuity and scale up of the programme, including the carbon revenue, already being generated and will potentially be generated.

Job Requirements

For screening of applicants for detailed assessment, applicants must fulfil:

1)   the applicant must be a legally registered national consulting firm;

2)   the applicant must have min. 3 years of operation completed;

3)   The bid must be submitted in 2 separate envelopes for technical and financial proposals, and

4)   The following documents must be submitted:

  •  Organisational profile;
  • Team composition and the roles and responsibilities;
  •  Updated CVs highlighting the qualifications and experiences; and
  •  Proposed detailed work activities and work schedule.

Both the technical and financial proposals should be in a separate sealed and stamped envelope by writing the name of the specific assignment.

2% withholding tax will be deducted from the consultant fees at the source and will be paid by SNV – Ethiopia, assuming a TIN number and license can be provided.
