About the Job

Specific responsibilities:

  • Drive growth and diversification in resource acquisition and partnerships by engaging with a wide range of donors including private individuals, foundations, and churches as well as bilateral and multi-lateral institutions to achieve WVE’s income targets.
  • Ensure that all grant funded projects are implemented with high success in close coordination with the Director of Operations.
  • Increase the overall reputation, trust, and income of World Vision Ethiopia, both nationally and internationally.
  • Provide strong strategic communications and marketing leadership for the organization. Improve donor communications, engagement, and confidence by strengthening and maintaining World Vision Ethiopia’s brand identity through regular engagement, ensuring donor compliance and supporting effective and efficient management of all projects.
  • Provide overall leadership to Advocacy, External Engagement, Legal, Justice and Justice for Children in support of WV Ethiopia National Office strategy through strong positioning WV Ethiopia’s voice, policy positions and influence to internal and external stakeholders.
  • Provide leadership in the design and monitoring of all WV Ethiopia programs, and ensuring that teams of technical managers/experts are providing technical support and guidance to the Operations units which are responsible for the program implementation.
  • Ensure quality assurance and impact in programs through application of innovation and good practices, provision of monitoring tools, capacity building and management.

Major Responsibilities:

Strategy

12.5%

  • Based on WV’s well established Strategy Design and realization frameworks, take the lead on ensuring an adaptive, relevant strategy is in place as the north star for all WVE country impact.
  • Ensure strategic monitoring of implementation, tracking of KPIs across all Impact (external) and improvement (internal) objectives; high collaboration and advisory to key internal departments to ensure effective implementation; advisory to ND about shifts in external and internal landscape that impact WVE’s strategic priorities
  • Ensure program portfolio is directed according to set management standards.
  • Develop and monitor standards, guidelines and approaches for quality business development processes and monitor its compliance.
  • Ensure there is a coordinated strategic engagement that identifies and prioritizes key external stakeholders and creates clear points of engagement locally, regionally, nationally and internationally.
  • Lead growth and innovation in new areas including Urban Programming, Church Partnerships, Child Sponsorship, and Income Generating Activities.
  • Build on successful pilots to take to scale strategic projects related to priorities that impact Child Well Being Objectives including Climate Change.

Program Quality:

  • Design a Whole-of-Office new PQ Framework and lead out the implementation of its application across all programmes – development to humanitarian nexus, all funding sources
  • Responsible to ensuring WV Ethiopia demonstrate evidence of impact of the programs through the production of Impact reports/CWBR as aligned to the WVI Partnership.
  • Ensuring all programs/projects are aligned to the Partnership Program quality standards and approaches.
  • Lead the Quality Assurance of all WV PQ standards and donor agreed standards
  • As appropriate ensure implementation fidelity of core project models.
  • Ensure Accountability to affected communities (children /beneficiaries)

Evidence of Impact

22.5%

  • Lead the development and alignment of WVE Evidence of Impact Framework to WV’s new Impact Framework
  • Lead MEAL unit across all WVE prgoramme portfolio and be accountable for MEAL practice – people, structure, processes, systems – to provide tracking of the contribution all WV projects from all funding sources (sponsorship, PNS, grants, multilaterals, international and national)
  • Indicator alignment with WV global indicator framework, ensuring donor promise and evidence of impact and delivery in all obligated donor projects, etc.
  • Establish an integrated monitoring system for all grants and projects implemented in WV Ethiopia as per the government and partnership standards. Ensure strong monitoring practice across all programmes: ensure monitoring system, staff, tools and coherence across whole WVE portfolio of activity, output, outcome and contribution to impact monitoring
  • Ensure high quality of data providing appropriate impact, evidence, accountability and achievements in accordance with set targets.
  • Establish a Research and learning agenda for WVE and system and practice in line with strategy and current program potfolio, and Impact story for WVE
  • Ensure linkage and work closely with Communications and Marketing unit to have a clear link between Evidence of Impact and the Story of Impact we tell as WVE through various channels and levels.
  • Accountable for required internal and external reports (submitted to Government, GC Child Well-being, etc.)
  • Accountable for ensuring strong information management for all program related (non-financial) information, including compliance with the Horizon MIS.

Resource Development

15%

  • Grow and diversify revenue streams for ministry impact through strategic resource mobilization, collaboration and innovation
  • Develop and oversee effective and efficient implementation of resource development business plan in line with the 2021-2025 National Office strategy.
  • Ensure that grant acquisition supports achievement of strategic priorities to deepen child well-being impact and respond to humanitarian needs.
  • Strengthen donor, Support Office (SO) and other partner engagement.
  • Support the GAM director donor grant submission and acquisition processes at country level, liaising with SOs and Regional office colleagues to ensure necessary program, financial and technical inputs (co-financing, compliance, thematic expertise, etc.)
  • Ensuring that the office has a strong robust GAM knowledge management framework and system that is easily accessible to all staff.
  • Lead, coordinate and support the processes of resource mobilization and donor engagement to execute WV Ethiopia’s resource acquisition strategy.
  • Ensure that the Annual Grant Acquisition and Management (GAM) Business Plan and targets are set in line with the WV Ethiopia program strategy.
  • Provide leadership and management support in proposal writing, forming consortia and follow up with donors to ensure complete and smooth awards transition to teams who implement the programs.
  • Ensure that the proposal development and related processes include standardized approaches for budget, procurement and personnel planning and monitoring.
  • Ensure that the grant acquisition management systems effectively standardize processes for identifying and establishing priority sectors and opportunities, assessing risk and managing project cycle.
  • Ensure that GAM is supported by enabling information management systems, business analytics and data driven decision-making.
  • Identify market opportunities, monitor donor trends and growing grant funding from governments and multilaterals in collaboration with the Regional Resources Acquisition and Management Team Leader and the WV Support Offices (SOs).

Advocacy,

15%

  • Provide leadership and support in the development and execution of advocacy strategic framework supporting influencing WV’s policy, advocacy and campaign work in WV Ethiopia, including engagement with African Union and other strategic national partnerships.
  • Enhance WV’s influence and position as a leading child-focused agency across Ethiopia.
  • Ensure the integration and delivery of advocacy services that is in alignment with WV Ethiopia, WV regional and partnership strategy, Our Promise; policies, standards and priorities, in order to achieve the well-being of MVC.
  • Support the Advocacy Associate Director in leading the development of advocacy strategic guidance and integration of evidence-based advocacy approaches into field programs that will strengthen WV Ethiopia’s voice to advocate issues concerning children at local and national levels.
  • Provide strategic input, support and direction to ensure WV’s flagship campaign “It Takes a World to end violence against children” is integrated across all sectors and functional areas at the field and national level as well as ensuring campaign implementation meets quality standards defined by the Global Center.
  • Formulates, implements, and/or tracks legislative and other policy initiatives and strategies regarding specific issues of interest to the organization. Emphasis is on drafting, negotiating (including problem solving) and advocating WVE positions, including letters, position papers, testimonies, legislative proposals, public comments, and other relevant materials.
  • Provides advice to the SLT related to gov’t policy activities & communication.
  • Develop strategies for engagement, participation, information sharing, and advocacy by WVE.
  • Serves as a focal person for WVE with congressional members and staff, administration officials, and counterparts from other non-governmental organizations. This includes representing WVE at relevant meetings, briefings, events, and other policy venues.
  • Provides staff with timely information on relevant policy decisions made by government bodies.
  • Ensure all relevant constituent information maintained in WVE database.
  • Coordinates with SLT, and other persons/entities as appropriate, to identify priorities and determine strategy and appropriate roles for WVE in conducting policy activities.
  • Supports and advances the organization in government relations and advocacy agenda at the local, state and federal levels.
  • Monitor and advise on all state legislation, regulations and environmental changes that may impact the mission, priorities and goals of the organization and collaborate on the development of strategy to effectively.
  • Works closely with the concerned parties of Communications on all media inquiries, press releases, and collateral materials development when requested by the ND.
  • Ensure the work of Government Relation Manager/Officer and oversee that all liaising activities with different offices are being handled in efficient and effective manner.
  • Build and strengthen networks and partnerships with strategically identified stakeholders to improve learning, influence competitiveness and visibility to realize sustainable impact on Child Well-being Aspirations.
  • Strengthen and expand networking with government, donor, and NGO and UN bodies to coordinate WV’s work with theirs.
  • Maintain good communication with and represent WV Ethiopia to Support Offices, key NGOs and Governmental Departments; Participate in joint agency assessments, task-force teams and workshops.
  • Establish, roll out and manage protocols for coordinating communication between ministry units and support offices, key international and national donors and other stakeholders.

Staff Capacity Building and Structure

  • Mentor direct reports for career growth/succession.  Analyze and adjust structure for cost, efficiency and effectiveness, determine ‘optimal’ grants portfolio package as well program cash flow.
  • Define roles and responsibilities within WVE by creating essential core competencies and providing support to foster continuous and effective engagement of the grant program.
  • Ensuring that GAM and extended NO staff are building their capacity for enhanced grant acquisition and management, including ensuring that world vision courses and resources are accessible and available for use.
  • Develop strategies to attract and maintain staff numbers aligned to Grant portfolio.
  • Provide leadership in facilitating a high-performance management culture, open trustworthy staff relationships and integrity to enhance smooth staff relations and accountability.
  • Provide leadership in staff capacity building in grants acquisition, management and grant compliance as per national, partnership and donor initiatives.

About You

Required Professional Experience

  • At least 10 years of senior leadership experience.
  • At least 10 years of experience in leading complex grants and programs.
  • Significant experience of government donor relations and fundraising.
  • Previous experience leading successful multi-million-dollar proposal writing and budget preparation (e.g., USAID, ECHO, EC, DFID, DFATD, UN, Gates Foundation, etc.)
  • Project planning and project team leadership
  • Well informed on latest humanitarian trends and donor priorities.
  • Deeper understanding in how proposal development and monitoring systems can be used for marketing purposes.
  • Understanding of program design process, and monitoring/evaluation frameworks.
  • Consortium/network development
  • A good understanding and preferably prior leadership experience in managing technical teams implementing Health & Nutrition, WASH, Food Security & livelihoods, Education and Child Protection.
  • People management skills. Strong interpersonal and networking skills to work cross organizationally and with different cultures.

Required Education, training, license, registration, and certification

Essential:

  • A minimum of a BSc/BA   in a relevant field (e.g., development studies; business administration; social science disciplines).  Master’s degree is preferred.

Desirable:

  • Postgraduate qualifications or relevant technical/vocational studies and technical training (e.g.  Grant Management, Project management cycle, etc.)
