Job Description
The MSD expert is a member of the country program staff and is responsible – in coordination with the Head of Programmes (HoP) Consortium Coordinator, MSD advisor in HQ, PIN , Ayuda and DEC project teams, the overall coordination of markets systems functions by collaborating with the private and public sector actors to improve their services to marginalised women and youth within the newly secured EC funded project- Empowering Futures for Youth and Women beyond Agriculture consortium project implemented by PIN as lead in partnership with, Ayuda En Accion and DEC IN Tigray, Oromia and Afar Regions of Ethiopia.
Their main responsibility lies in developing partnerships with key players already identified during the initial assessments and forging new partnerships together with the consortium partners. They oversee the implementation of interventions, ensure alignment with project goals, and continuously monitor and adapt strategies based on market feedback and performance data. Additionally, they are responsible for building the capacity of local stakeholders, get the buy-in of institutional stakeholders such as high-level regional government bodies and officials in Tigray, Afar and Oromia, donor agency (ies) TVET colleges, financial institutions and private companies; fostering innovation, and ensuring that the interventions lead to inclusive economic growth, benefiting vulnerable women and youth populations without distorting the market system
Duties and Responsibilities of Market System Development Expert
- The MSD expert shall work in close collaboration with the EC project PIN and partners (Ayuda and DEC), stakeholders, including but not limited to MSMEs, TVET, private companies, financial institutions, research institutes, cooperatives, beneficiaries (youth and women exiting agriculture), and most importantly, play a role in facilitating market linkage for the unemployed youth and women who are supposed to engage in wage employment schemes.
- The MSD expert will be responsible for identifying/selecting relevant and potential market systems for the unemployed youth and women, detailed analysis of the selected market systems to identify the root causes that affect the performance of the identified market systems and designing strategic interventions to address the identified market linkage related challenges
- Develop tailored interventions that focus on innovative finance products in collaboration with financial institutions. Facilitate partnerships with TVET colleges to incubate and train youth in relevant technical skills, providing linkages to technology and fostering entrepreneurship. Incorporate green technology solutions in sectors such as poultry, dairy, and honey, promoting environmentally sustainable practices within the supply chains.
- Work with the private sector to ensure women and youth are integrated into the supply chains of larger companies, focusing on distribution and value addition.
- Identification, assessment and on boarding of relevant stakeholders/implementing partners/key market players for collaboration with EC Project implementation.
- Develop a detailed market system framework through the entire value chain process, ensuring the intervention guides are developed and updated regularly, based on the performance of the wider system, and promote adaptive strategies based on data and feedback,
- Provide all the required technical and follow-supports during the implementation of the agreed interventions with the implementing partners, TVETs and private companies
- The MSD specialist shall ensure all the facilitation related to the development of the MSMEs market systems (both the start-up and growing/expanding enterprise are in line with the approach of Making Market Works for the unemployed youth and women in select target locations of Afar, Oromia and Tigray.
- Regularly and report progress to the Head of Development Programmes
- Any other related business and tasks as assigned

Skills
- Strong market systems development skill specifically in post-conflict economies and lean market
- Proven track record working with private sector partners including financial institution, and FMCGs, within the context of market systems
- Knowledge of green technologies and their application in agriculture-adjacent industries such as poultry, dairy, and honey.
- Excellent stakeholder management, partnership development, and negotiation skills.
Accountability and Safeguarding including Prevention of Sexual Exploitation, Abuse and Harassment (SEAH)
• Carry out the duties in accordance with the PIN Code of Conduct and Key policies.
• Participate in training and awareness raising (CoC and KP, Safeguarding…).
• Implement Safeguarding measures throughout the project cycle including a risk analysis related to SEAH and Child protection for each project and develop a mitigation plan accordingly.
• Ensure that his/her team members attend training and awareness sessions and carry out the duties in accordance with PIN Code of Conduct and Key policies.
• Ensure that due diligence and/or capacity assessments of partners include an assessment of partners’ implementation of key safeguarding and risk policies/ procedure including the prevention of SEAH.
• Create and maintain a fulfilling and protective environment.
General obligations and responsibilities
The Employee is obligated not to purvey any information concerning any of PIN activities to outsiders (including former PIN employees, who may no more be informed about current process in PIN).

About You
Job Specific Requirement
- Bachelor’s degree in: Education and TVETs development, Partnership Development, Rural Development, Business Administration/Developmental economics, Economics, Market system development.
- At least 5-8 years of INGO experience in MSD and Livelihoods project, EC funded projects exprience, Stakeholders management, Youth, TVETs and MSME engagement, Strategic planning, management, reporting, communication with donor, government authorities & partner NGOs, partnership development, coordination with various private businesses and stakeholders, forums, etc.
- Experience working in projects targeting women and youth, preferably.
- Deep understanding of Market system development approach and Economic & Markets Development facilitation including coaching, relationship building, communicating, entrepreneurialism/business understanding and innovating.
