Aligned to its vision, mission and strategic objectives, MSD has been working in different development, emergency and humanitarian endeavours including HIV Prevention, care and support, Orphan and vulnerable children (OCV) care and support, Sexual and Reproductive health (SRH),Family Planning (FP), Gender Based Violence (GBV), migration, child protection and environmental protection. Through these technical area and services, it reached different hard to reach target groups including early married girls, GBV survivor, OVCs, refugees, PLHA, commercial sex workers and their clients, waitresses, long truck drivers, CSOs, CBOs and the community. At community level, the organization works with community members and community based social service providing institutions, schools, health facilities, government line offices, marginalized groups and professional associations.

Job Summary:
The ES Officer is expected to ensure that at least 75% of households enrolled in MSD FFHCT project complete economic strengthening activity (ideally a VSLA). Additionally, to anchor their efforts in financial capability (FC) training for caregivers and for youth ages 14 to 17, as well as for young adults, especially young women.
Households with OVC should be assessed to determine whether there is sufficient income to support the needs of children. Following the livelihood pathway approach, the economic strengthening (ES) interventions for households (HHs) will be based on an assessment of their vulnerability and capacity.
The ES activities in the MSD USAID FFHPCT project are expected to produce a significant and sustained impact, through the use of an appropriate set of standards and practices. These standards cover all aspects of program activity, from design to implementation, to monitoring, evaluation.
Specific Functions and Responsibilities
- Conduct a vulnerability analysis of all of the HHs PLHIV and OVC and their caregivers, so as to be able to match the various ES interventions with the HHs presenting the corresponding degree of vulnerability in collaboration with CRPs, CEFs, case workers, SSWs and other officers.
- Assess commitment and readiness of eligible HHs
- Target ES interventions Particularly VSLA formation to those who need them most in accordance with guidelines provided by the donor. Knowledge sharing.
- Provide capacity building training in financial capability and ME-SPM with other staffs.
- Provide VSLA capacity building training those selected HH (Strugglers) in the creation and sustainable management of Village, Saving and Loan association (VSLA), with the aim of providing targeted HHs with access to additional sources of capital, to be mobilized to start MEs
- Provide FC training for ready to grow HH and older OVC particularly FSW
- Conduct regular mentoring and supportive supervision in the implementation of VSLA activities via ES animators.
- Strengthen linkage with local UJCFS/MSEDA, MFI, and other public/private financial institutions to leverage additional resources and support for ES activities.(Through meeting & discussion, signing of MOU)
- Closely works with government institutions, Community Committee and other relevant groups to ensure their participation and contribution to the program.
- Prepare weekly, monthly and quarterly reports and submit it to your supervisor, as needed.
- Provide maximum support to economic strengthening groups/VSLA to become viable economic projects.
- Collects basic information, best practices, case studies and lessons and report to your supervisor. Ensure proper and timely documentation of any relevant information
- Any other task designated by the Program Coordinator, M & E specialist, program director, Executive Director and the organization as whole to ensure proper functioning of the project.
About You
Education and Training
- BA/BSc in Economics, Business Management, Developmental Studies, Social Sciences or related field.
Experience
- 4 years of t work experiences in relevant jobs.
Technical and Other Skills
- Experience in designing, implementing and monitoring CVC ES program and activities;
- Effective organizing and planning skills in developing ES plans, data collection tools and indicators development and survey undertakings;
- Ability to analyze ES technical issues, to write clear and concise reports and to make effective oral presentations; good analytical /interpretation ability;
- Competency in computer applications
- Good command of written and verbal communication skills in English and Amharic; Excellent in communication and interpersonal and presentation skills.
- Effective organizing and planning skills in developing ES plans, data collection tools and indicators development and survey undertakings;
