Organization Background: JSI is a US-based public health nonprofit organization committed to delivering high-quality technical and managerial assistance programs worldwide. With over 25 years of experience in Ethiopia, JSI has implemented over 60 projects, focusing on improving health outcomes, quality, and equity in access to reproductive, maternal, newborn, child, and adolescent health (RMNCAH) services. JSI has actively contributed to various areas, including primary health care, community health programs, digital health, health information systems (HIS), supply chain management, public health emergency responses, and social and behavior change.

Activity Overview: The USAID Quality Healthcare Activity (QHA) aims to enhance health outcomes by improving the readiness of health facilities to deliver quality RMNCAH services, enhancing management and accountability for quality service delivery, and restoring services in conflict-affected areas. QHA’s strategies will assist the government of Ethiopia in building responsive, resilient, and sustainable public and private health care systems. The five-year project, funded by USAID, will be implemented by JSI in collaboration with the Institute for Healthcare Improvement (IHI), MSI Reproductive Choices (MSI), Project HOPE, and the Network of Ethiopian Women’s Associations (NEWA) (May 01, 2023 – April 30, 2028).

As a key part of its operational framework, QHA aims to collaborate with skilled and reputable local non-governmental organizations (NGOs) to provide support in seven intervention woredas in the Amhara Region through sub-grant funding. The selection of local NGOs will be conducted carefully, using stringent criteria established by JSI research and Training Institute, Inc.

QHA warmly invites qualified local organizations with expertise in the relevant areas to submit their Expressions of Interest (EOI) for participation in activities within the listed woredas of the Amhara Region, under Bahirdar Area implementation office in 5 woredas and Woldiya Area Implementation office in 2 woredas.

About You

Note: Each applicant can only submit the EOI for one area only (either for West Amhara Woredas or East Amhara Woredas). The results of the EOI evaluation will be released by November 30,2024.

The Expression of Interest should include, but not be limited to, the following information:

  • Renewed Licensing and Credentials: Locally registered non-governmental organizations with renewed registration certification based on the requirements of the Agency for Civil Society Organization.
  • Relevant Experience: Organizations with a good track record and at least five years of practical experience in implementing healthcare related projects, primarily focusing on RMNCAH-related activities and experiences on emergency responses for East Amhara Woredas.
  • Necessary Expertise and Staff: Organizations with the required qualifications and experience in terms of technical staff.
  • Organizational Capacity: Organizations with sufficient staff arranged in a proper organizational structure that demonstrates their capabilities to implement the activities.
  • Presence in Implementation Areas: Organizations with a current or previous presence in the areas of implementation, supported by evidence.
  • Company Profile, Reputation, and Experience: Local NGOs with a solid reputation and extensive experience in managing projects with an estimated budget of $70,000 or more.
  • Financial Stability: Local NGOs with a good track record and clean audit reports in previous years.
  • References and Recommendations: References and recommendations from at least two previous donors.
  • Applicants should clearly indicate in their EOI the woredas for which they are applying.

 

Universities, Health Science Schools, and Colleges, International NGOs, Professional Associations, Consultancy firms, Governmental organizations/public sectors and any for-profit organizations are not eligible for this expression of interest and must not apply regardless of meeting the aforementioned criteria

The scope of activities of the winner local NGO is limited zonal health offices, woreda health offices, public health centers, public hospitals and medium private clinics which are found in the intervention woredas assigned to the winner local NGO. The winner local NGO is expected to conduct regular and checklist guided/based routine follow up visits to zonal & woreda health offices and the above-mentioned health facilities to provide site level technical assistances (mentorship, coaching, orienting etc.) for service providers and managers

Major Activities at Woredas under Bahirdar area implementation office   (Tier 1, 2 and 3 Woredas)

Selected local NGO for these woredas of Woredas of Amhara Region- West Amhara Woredas are expected to conduct well planned and checklist based/guided routine follow up visits to intervention ZHD, WoHOs and health facilities (including private medium clinics) to:

  • Provide technical support on deploying and use of inventory management system (DAGU), medical equipment management information system and DHIS2
  • Provide technical support on improving quality of ANC services
  • Provide support to ensure consistent utilization of WHO partograph
  • Provide technical support on strengthening BEmONC services
  • Provide technical support on strengthening CEmONC services
  • Provide technical support on improving quality of PNC services
  • Provide support on maintaining cold chain system of vaccines
  • Provide support on infection prevention and control activities
  • Provide support to strengthen rational drug use practices
  • Provide support to strengthen family planning activities and improve their quality including FP service integration at relevant service points
  • Provide support to strengthen AYHD/Youth Friendly Services
  • Provide support to strengthen essential newborn care services
  • Provide support on catchment based integrated RMNCAH clinical mentorship
  • Provide support to strengthen the whole referral system including catchment-based referral auditing
  • Provide support to revitalize and strengthen Quality Improvement teams
  • Provide support to intervention woredas and health facilities on designing and monitoring Quality Improvement (QI) projects.
  • Provide support to strengthen clinical audit activities
  • Provide technical support on EHCRIG self-assessment, regular verification and developing action plans for chapters with low scores.
  • Support supply chain management systems strengthening.
  • Facilitate the availability of necessary guidelines, manuals, SOPs, and other necessary job aids.
  • Support strengthening of PMT (performance monitoring team) at intervention woredas and health facilities.
  • Provide technical support for data quality assurance.
  • Support performance monitoring and evaluation activities in intervention woredas and health facilities.
  • Provide technical support to strengthen RMNCAH and QI/QA Technical Working Groups at intervention ZHD and WoHOs

Major Activities at Woredas of – East Amhara Woredas (Tier 0 Woredas)

Selected local NGO for these woredas of East Amhara Woredas are expected to conduct well planned and checklist based/guided routine follow up visits to intervention ZHD, WoHOs and health facilities (including private medium clinics) to:

  • Support RMNCAH services restoration efforts
  • Support Infection Prevention & Control and Antimicrobial Resistance related activities
  • Support SGBV survivors by facilitating transportations expenses to care centers
  • Support identifications, screenings and referral to treatment centers of obstetric fistula and pelvic organ prolapse cases
  • Support activities on unique needs like IDP, SGBV, OF/POP and mental health at intervention woredas
  • Support alternative service provision activities like facilitating and technically guiding outreach services
  • Support to strengthen SGBV and post SGBV services at intervention woredas and health facilities
  • Participate in capacity enhancement activities in collaboration with QHA Woldia Area Implementation Office
  • Support regular gender analyses at intervention woreda health offices and health facilities
  • Participate in distributions of IPC and WASH materials to intervention woredas and health facilities
  • Support performances monitoring and evaluation activities of intervention woredas and health facilities
  • Support community engagement in surveillance of defaulters for immunization, ANC etc. and identification of OF, SGBV, etc.
  • Strengthen quality structures at different levels to ensure quality RMNCAH service delivery
