JOB SUMMARY
The Health Program Officer will play a key role in implementing a project aimed at improving community health outcomes in Damboya through an integrated approach that focuses on three pillars: strengthening the Health Extension Program (HEP), empowering women and enhancing data utilization with a focus on gender equality and inclusivity. She/he will be responsible for leading the implementation of health and empowerment activities, building the capacity of Health Extension Workers (HEWs), coordinating with local health systems, and overseeing the Gender Officer and Social Workers. The position also involves close collaboration with stakeholders, data monitoring and analysis, and reporting on project outcomes related to health, gender empowerment, and economic empowerment. The Health Program Officer will play a critical role in ensuring that project objectives are met while contributing to long-term health system strengthening in the woreda.
SPECIFIC DUTIES AND RESPONSIBILITIES
- Participates in the preparation of the annual health program work plan and budget;
- Takes part in actively promoting the health approach within the catchment areas of WEEMA International;
- Plan, coordinate, and implement activities to strengthen the Health Extension Program in collaboration with Health Extension Workers (HEWs) and village health leaders.
- Facilitate/provide ongoing training and capacity-building support to HEWs and village health workers, particularly in areas of community health, gender empowerment, and data management.
- Oversee efforts to improve maternal and child health, family planning, nutrition, and immunization services through the Health Extension Program, ensuring alignment with the project’s health outcomes goals.
- Collaborate with local health officials to ensure that the PHCUs are well-supported, functional, and able to meet the health needs of the community.
- Closely work with the Health program Manager and Empowerment and Gender Program manager to design and implement economic empowerment programs for HEWs, village health leaders, and women helping them develop financial literacy and engage in income-generating activities (IGAs).
- Work closely with community leaders, local government, and financial institutions to create linkages and opportunities for economic empowerment.
- Collaborate with local government health offices and PHCUs to align project activities with national health priorities and support local health system strengthening efforts.
- Build and maintain relationships with donors, sub-grant organization local government officials, health workers, and community leaders to foster collaboration and resource mobilization.
- Lead efforts to establish SHGs for women in the community, focusing on social, economic, and health empowerment.
- Conduct regular monitoring and supervision in health facilities under the intervention areas jointly with the stakeholders.
- Lead the collection, analysis, and use of community health data, gender analysis, and economic data to track progress and inform decision-making.
- Prepare timely and accurate progress reports on project activities, including key achievements, lessons learned, and challenges, for submission to donors, partners, and government stakeholders. Furthermore, he/she possesses the capability to assess the lower health system environment in order to identify and document innovative concepts that hold the potential for enhancing health service deliveries. Therefore, these contribute to significantly impacting community health outcomes.
- Work closely with the Gender Officer to integrate gender analysis and gender-sensitive interventions into health programs, ensuring that the specific health needs of women and marginalized groups are addressed.
- Directly supervise the Gender Officer and Social Workers, providing guidance and oversight to ensure the effective implementation of project activities.
- Prepares periodic reports (weekly, monthly, quarterly, and annual) and submits to the Field Office Manager;
- Conduct quick assessments as needed to understand the progress of effective project implementation.
- Facilitate and participate in stakeholders’ lead project evaluation processes together with other team members.
- Adhere to the PSEAH Policy and Code of Conduct, and report all concerns of any suspected violation of these policies.
- Contribute to the realization of WEEMA’s Gender Strategy and inclusive culture, including doing one’s part to create a safe, equitable, and nondiscriminatory environment.
- Stick to WEEMA HR Manual, Child Protection Policy, Gender Strategy, Whistleblowing Policy, Safety and Security Policy and PSEAH Policy.
- Ensure that communities are aware of the Whistleblowing Policy and PSEAH Policy and how to report concerns.
- Adhere to the Gender Strategy as appropriate within your role and responsibilities during program design and implementation.
- Performs other duties as assigned by his/her supervisor/s.
About You
EDUCATION/TRAINING
- BSc in Public Health or related disciplines. Having a master’s degree in health is desirable.
EXPERIENCE
- 6 years of relevant work experience.
TECHNICAL AND OTHER SKILLS
- Good knowledge and experience in the government HSTP-II, Health Sector Development Investment Plan/HSDIP, Information Revolution and other digital health projects
- Has the thorough knowledge and experience working with the HEP at the primary health care system.
- Having experience working in international or local NGO settings on development projects or investments will have added value.
- Good knowledge of health data management.
- Empathy and positive regard for others in verbal and non-verbal communications.
- Punctual, providing respect, collaborative problem solving, and honest and effective communication skills.
- Proficiency in Computer applications including MS OfficeHave a driving license and the ability to drive a motorbike.
- Trusting relationships by acting with integrity, courtesy, and responsibility.
- Experienced in preparing ToRs, the budget, and the activities’ plan and facilitating and delivering trainings, workshops.
- Meet all required standards of confidentiality and safety.
- Good English and Amharic language skills; Local language is desirable.
