The Main Purpose of the Position
Supporting Water, Hygiene and Sanitation (Watsan) Manager in the implementation and supervision of Watsan activities, including tools and materials employed according to MSF standards and protocols, to improve health and living conditions of the target population.
Accountabilities
- Ensuring the day-to-day implementation and administration of assigned Watsan activities at project level, including but not limited to, water supply, excreta disposal, waste management, vector control, and dead bodies management.
- Ensuring that the MSF procedures and protocols are followed by the Watsan teams to guarantee the operational quality of the project.
- Ensuring the maintenance and repair of technical equipment in the project to guarantee an adequate running of Watsan activities.
- Ensuring the distribution of the materials and tools used in water treatment, hygiene and sanitation (e.g. physical organization and inventory of stocks, receiving and processing orders for water, sanitation and hygiene material, check that the amounts received are recorded, and check monthly consumptions, etc.);
- Supporting the Watsan Manager in ensuring an appropriate emergency preparedness and response capacity (physical verification of stocks, contacts, transport means, staff training). Ensuring appropriate assistance to the project response team and if required, participating in emergency activities or exploratory visits.
- Supporting the Watsan Manager in the team planning (e.g. DWs, admin, HR processes, etc.), involving the Watsan/EH Manager in case of any major management or technical issue with provision of all the required reporting.
- Ensuring appropriate IPC measures and proper support to medical teams during their intervention, proper follow up and timely completion of waste zone construction in health facilities.
- Responsible for working and capacity building of WatSan staff and other WASH partners in intervention areas.

MSF Section/Context Specific Accountabilities
- MSF started supporting MoH in Korem General Hospital in March 2023 with an intention to cover health gaps in Korem and the surrounding catchment area. To support MoH, MSF initiated support to emergency care, an ITFC for malnourished children, a pediatric department, neonatal intensive care unit and a CEmONC including two operational theatres.
- Furthermore, MSF is running several Outreach Activities with mobile clinics, where a total of 11 Health Centers/Health Posts have been supported on a regular basis during 2024. For 2025 there is a strategy to do a fixed and regular support to 4 Health Centers with an intention of supporting MoH to bring the individual Health Centers back into being operational and independent facilities as prior to the conflict.
- The surrounding areas to Korem suffer continuously from frequent emergencies, where the project might intervene or support with explos, emergency interventions or donations.
- The EH supervisor is expected to participate in EH-activities at both Korem General Hospital and for Outreach Activities with support to Health Centers.
- MSF employees are subjected and must obey to the Ethiopian Labour Law and the MSF Internal Regulation document. All staff must commit to follow and comply with all MSF fundamental documents (MSF charter, Behavioural Commitment and MSF code of conduct). These documents describe and emphasize on the rights and duties of every MSF employee. Going against provisions of these documents may lead to disciplinary measures and dismissal. Unawareness of these provisions will not be accepted as an excuse for inappropriate or unprofessional behaviour
About You
Education Essential: Essential BSc Degree/Diploma in Engineering, desirable specialization in water and sanitation
Experience Essential Two years of previous experience in technical works and organizing multiple activities, preferably within MSF or other NGOs in a similar work environment
Language Excellent written and spoken English skills are required; proficiency in local languages is an advantage.
