NEWA is a pioneer, national coalition of women associations that share the goal of advancing women’s rights, gender equality, women’s empowerment and the fight against GBV. NEWA is strategically positioned to advocate for the rights of women, to respect and promotion of women’s rights, and the proper implementation of gender- sensitive policies, laws and programs at national and regional levels. NEWA has 37 member associations and organizations that strives to ensure the interests of women is factored in the national plans and policies and to see women’s social, economic, political and legal entitlements realized at all levels as enshrined in the national and international instruments. Currently, NEWA is part of a consortium implementing the USAID Quality Healthcare Activity (QHA) program, NEWA will contribute for this program through ensuring GESI is well addressed and ensured through the program main pillars and overall implementation process.
Activity Overview
USAID Quality Healthcare Activity (QHA) aims at improving health outcomes through improved readiness of health facilities to deliver quality reproductive, maternal, newborn, child, and adolescent health (RMNCAH) services, increased management and accountability for quality service delivery, and restoration of services in health facilities in conflict-affected areas. QHA’s strategies and implementation approaches will help Ethiopia’s government build responsive, resilient, and sustainable public and private healthcare systems. The Activity, through funding support from USAID, will be implemented by JSI in collaboration with the Institute for Healthcare Improvement (IHI), MSI Reproductive Choices (MSI), Project HOPE, and Network of Ethiopian Women’s Associations (NEWA) for five years (May 01, 2023 – April 30, 2028)
Job Descriptions
Duties and Responsibilities
GYSI Specialists will be Embedded within the Regional Health Bureaus (RHB) of Amhara, Central Ethiopia, Oromia, Sidama, South Ethiopia, Southwest and Tigray , the Gender, Youth and Social Inclusion (GYSI) Specialist is responsible for supporting the RHB’s Gender and Social Inclusion Directorate. This role involves assisting in the design and overseeing the implementation of inclusive, sensitive, and accessible health system strengthening initiatives. The Specialist also provides strategic, high-level support to the RHB in planning and delivering inclusive and accessible health services, as well as executing other tasks assigned by the RHB head or their designee.
- Provide technical support, mentoring, and expert advice to the regional health bureau ensure that gender, and social inclusion issues are appropriately incorporated into activity design and implementation.
- Support the regional health bureau the implementation of MoH’s gender mainstreaming strategy.
- Develop and implement capacity-building initiatives to enhance the skills and knowledge of the health workforce on gender, and disability inclusion.
- Promote and facilitate knowledge transfer, collaboration, and continuous learning among health system stakeholders within the area.
- Participate and/or leverage existing platforms for knowledge-sharing and facilitate capacity exchange between service providers/government and or civil society counterparts on the area.
- Work closely with the Health Bureau Gender and social inclusion directorate through advocacy initiatives, strategy development, annual plan development, stakeholders meeting, etc.
- Provide technical input & advice on the identification of potential funding sources as well as opportunities for resource mobilization, allocation, budgeting, and financial management in order to enhance the sensitivity, inclusivity and accessibility of the health service for women and person with disabilities.
- Assist the Regional Health Bureau with the adaptation and implementation of national strategies and guidelines related to gender and person with disability.
- Support the regional health bureau regarding coordinating and conducting facility level gender assessment.
- Ensure that necessary data related to gender, and social inclusion is tracked, monitored and reported.
- Integrate gender and social inclusion lenses into data collection, analysis, and reporting.
- Follow up and ensure that the health service delivery and systems including facilities are gender sensitive and disability responsive.
- Perform other duties as assigned.
Liaison and Communication
- Facilitate regular communication channels to ensure the flow of information between RHBs and partners, promoting transparency, and collaboration.
- Engage with internal and external stakeholders, including government agencies, NGOs, and community organizations, to foster collaboration and alignment.
- Build and maintain positive relationships with key partners to ensure coordinated efforts in achieving inclusive and accessible health system and service provision.
- Use multiple communication channels, such as meetings, presentations, and written materials, to ensure effective dissemination of information
Documentation and Knowledge Management:
- Develop IEC materials, toolkits, reports, and best practices to enhance the awareness of the service providers and leaders.
- Ensure gender and inclusion considerations are integrated into learning agendas and collaborating, learning, and adapting (CLA) approaches.
- Document and disseminate success stories, case studies, and lessons learned from technical assistance provision and other sources.

About You
Job Requirements
Qualifications
- Proven practical Experience in Gender and social inclusion programs
- Advanced degree in gender studies, development studies, sociology, psychology, law, international development, health, or other relevant field.
- Minimum of 5 years prior work experience in gender and social inclusion,
- Knowledge of proven approaches and best practices for gender and social inclusion for women, PWDs and other vulnerable groups
- Proven experience conducting gender and social inclusion analyses and gender audits;
- Previous USAID-funded project experience preferred;
- Strong communication and interpersonal skills as well as creativity, critical thinking, problem-solving, and team work.
- Experience of health-related gender programme, interacting with local governments, international organizations, other bilateral donor and civil society representatives, and senior level government officials is desired.
- Speaking of more than one local language is a plus. Further, speaking of the region-specific working language is mandatory.
