Brief description of the project/ unit

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a German public-benefit federal enterprise. The Project “Support to the Transitional Justice Process in Ethiopia” (S2TJ) is accompanying the transitional justice process (TJ), that has been initiated by the Ethiopian Government. This process is an essential element in the national peace process to secure reconciliation and long-lasting and sustainable peace. The project aims at advising and strengthening key government institutions as well as Civil Society Organisations to ensure that the TJ process is conducted in an inclusive, gender responsive, survivor and victim-centred manner and according to international human rights standards.

As a technical advisor, you will be responsible to support the government and Civil Society Organisations (CSOs) to ensure that the Transitional Justice (TJ) process is implemented in an inclusive, gender-transformative, survivor- and victim-centred way according to international human right standards.

Responsibilities and Duties

  • Assist in the identification of suitable CSOs and victim associations for project partnerships to ensure a gender-responsive and victim-centred TJ process according to international human rights standards.
  • Provide guidance and technical support to victim associations, to enable them to meaningfully participate in the TJ process.
  • Provide advice and technical inputs to CSOs involved in the transitional justice process to fulfil their role in monitoring the implementation of the transitional justice policy, focusing on gender, human rights, survivors and victim-centred aspects.
  • Conceptualise capacity development materials and conduct trainings on a gender-responsive and victim-centred TJ-process for the project partners and other relevant stakeholders of the TJ process.
  • Prepare and accompany the implementation of financial agreements and consultancy contracts with CSOs.
  • Support operational planning and implementation of project activities with relation to non-state institutions in the TJ process.
  • Support other project management related tasks, such as event planning and providing inputs to the project’s communication materials and M&E system.
  • Conceptualise and implement digital solutions that can support the work of CSOs and government organisations on the implementation of the transitional justice policy.
  • Provide advisory services and technical inputs on issues of gender, human rights and survivor representation to relevant government institutions involved in the transitional justice process, such as the Ministry of Peace and the Ministry of Women and Social Affairs and the Ethiopian Human Rights Commission (EHRC).

About You

Qualifications

  • Completed university studies in the field of law, human rights, international humanitarian law, gender studies, peace & security studies, or any other relevant fields with relevance to transitional justice.
  • Profound knowledge of human rights as established in the Ethiopian legislation and related to the international human rights obligations.
  • Profound knowledge on gender, international & Ethiopian women’s rights movements and initiatives, gender-based transformation and sexual and gender-based violence.

Professional qualifications

  • Minimum 5 years of professional experience in the thematic areas of gender and human rights with regards to transitional justice processes.
  • Minimum 5 years of experience in working in or with CSOs regarding topics of gender, human rights, women and victim associations.
  • Experience in elaborating and conducting trainings for CSOs in gender and transitional justice related fields.
  • Working experience in the context of international cooperation projects.
  • Experience with designing digital tools and web applications.
  • International study or work experience is an asset

  • Strong commitment, team spirit, reliability, conflict sensitivity, and intercultural competence.
  • Ability to think and act strategically, conceptually, and analytically.
  • Gender competence and awareness for gender-related inequalities.

  • Fluent in English and Amharic, both oral and in writing. Fluency in other Ethiopian languages is an advantage.
