As a recipient of the Global Fund in Ethiopia, CCRDA works closely with the Ministry of Health and local implementing partners to enhance HIV prevention initiatives. The HIV prevention project focuses on reaching key and priority populations—including female sex workers, adolescent girls, young women, and workers in hotspots—through tailored interventions such as peer sessions, HIV testing, referral linkages, and support services that provide safe spaces for key populations to access essential HIV prevention services, including psychosocial support and health information.

 

Job Overview

The M&E Expert will lead the design, implementation, and management of monitoring, evaluation, and accountability systems for CCRDA-Global Fund HIV Prevention activities. The role involves ensuring data quality, promoting adaptive learning, and achieving program outcomes. The M&E Expert will work closely with program staff, regional stakeholders, and implementing partners to strengthen program performance, accountability, and evidence-based decision-making.

 

Key Responsibilities

  • Develop and implement robust M&E systems aligned with national indicators and Global Fund requirements.
  • Create tools and templates for data collection, including output and outcome trackers.
  • Train staff and implementing partners on data collection, data quality assurance, and reporting.
  • Conduct regular field visits to ensure data accuracy and provide technical support.
  • Prepare and submit monthly, quarterly, and annual reports with analyses of progress, challenges, and lessons learned.
  • Lead baseline, midline, and endline evaluations for HIV prevention activities, DIC interventions, and mentorship programs.
  • Assess service quality and key population satisfaction periodically.
  • Provide technical assistance to partners whenever there is gaps on the sites.
  • Facilitate data-driven program reviews and adaptations.
  • Ensure all evaluations meet ethical standards and incorporate gender-sensitive and inclusive methodologies.
  • Establish a Complaint and Feedback Mechanism (CFM) for DICs to address community concerns.
  • Regularly report on feedback findings and integrate them into program planning.
  • Promote transparency and accountability among program staff and partners.
  • Document and disseminate success stories, lessons learned, and best practices.
  • Facilitate learning events to integrate findings into program improvements.
  • Collaborate with program teams to develop adaptive strategies based on emerging challenges.
  • Incorporate gender-sensitive and inclusive approaches in all M&E activities.

Works With: Program Team, DIC Coordinators, Regional HIV Prevention Staff, Implementing Partners, and Ministry of Health Monitoring Teams

About You

Qualifications, Experience and Skills Required 

 

Education:

  • Master’s degree in Public Health, Health Economics, Epidemiology, Reproductive Health, Monitoring and Evaluation, or a related field.
  • Advanced certification in M&E, statistics, or economics is preferred.

 

Experience:

  • Minimum of 8 years of experience in M&E, with at least 3 years in HIV prevention or health-related programs particularly on DIC management, rules, services and familiarity with DIC guideline
  • Familiarity with Global Fund reporting systems is highly advantageous.
  • Proven experience in key population engagement strategies and HIV programming in Ethiopia.
  • Proficiency in data analysis tools (SPSS, Stata, Power BI) and health information systems (DHIS2).
  • Strong analytical, reporting, and communication skills.
  • Experience designing M&E frameworks for DICs or community-based interventions is a plus.

 

Additional Skills

  • Fluency in English languages is an advantage
  • Proficiency in Microsoft Office and statistical software.
  • Expertise in designing data collection tools and managing MIS systems.
  • Strong teamwork, time management, and presentation skills.
  • Verbal and written communication skill is important
  • Commitment to ethical standards and safeguarding in working with vulnerable populations.
